City of Craig burns wood chips to heat schools and community pool. By Karen Petersen
The City of Craig made history this year by firing up the
first automated wood chip burning boiler system in the State of Alaska. Although the official fire-up date was in
late April of this year, the boiler was technically up and running full time in
September. The wood fired boiler - more
accurately a "hydronic" heating system since it is not under pressure - is built
by Chiptec. Craig constructed the wood
fired boiler heating system to supplement propane and oil heating systems for
the City's swimming pool, the Craig Elementary and Middle School
buildings. This new facility is currently using wood chips from Viking
Lumber in Klawock, which are delivered each Tuesday in two truck loads of about
6 tons each. Annually it is estimated to
burn about 750 tons.

The designed boiler system has an output of approximately
4 million BTU by burning wood waste products and transferring the resulting heat
via heat exchangers to the various buildings as hot water. The piped hot
water will be sufficient to heat the pool water, the pool building, the
elementary school building and the middle school building, as well as the
domestic hot water. The existing propane and fuel oil systems will be
maintained for backup and supplemental heat.
Installation of this system is estimated to
save about $100,000 in today's prices per
year between the municipal pool and the school buildings. The project
will reduce the reliance on petroleum products for heating. The project
will also help local mill owners by utilizing the wood waste that
is generated.
Throughout the development of this project there was
quite a bit of discussion regarding the cost benefit of using wood waste to
heat municipal buildings. At the time of
the feasibility study in 2004 the price
of diesel was 80 cents per gallon, and the payback period for this project if
the City of Craig had funded it out of pocket would have been about 20
years. Currently the price of diesel is
over four times the original price, but the projected cost of construction has
gone up as well. The current payback
period is estimated at less than 11 years had Craig paid for it out of it's own
funds.

What Are We Doing?
Energy-Last Meeting: Nov. 18th.
- Native Summit hosted by Central Council on Nov. 12-14 focused heavily on energy issues in Alaska. A lot of excellent information was presented.
- Kake-Petersburg Intertie northern route RFP has gone out and will take the project into the next stages of design and permitting. Partial funding in hand, remainder requested through HB152.
- Formalizing working partnerships with Alaska Energy Authority and Tlingit & Haida Central Council Energy Program. Our regional partnerships will enable further success as we develop alternate energy projects in Southeast!
Transportation-Last Meeting: Nov. 21st.
- DOT&PF will begin contacting communities soon to collect nomination project lists for the next Statewide Transportation Improvement Projects report(STIP).
- A sub-committee to be formed to discuss a partnership with Prince Rupert's container port to import/export Alaska's goods.
- Southeast Alaska Transportation Plan(SATP) review and update is currently ongoing. Visit the DOT website at http://dot.state.ak.us/satp/ to review proposed changes, get added to the mailing list, and submit your comments. Deadline for comments on the mission statement and goals is Dec. 15th.
- SEC in current review of it's Legislative Priorities for the upcoming session.
Economic Development-Last Meeting: Nov. 11th
- Coeur update by VP, Tom Henderson. Operation has slowed while they await the Supreme Court's decision that will come, hopefully next spring.
- Greenscreek update by Ron Plantz of Helca Mining. Mineral prices go down while operating costs go up. Operation will have to go into hibernation if trend continues.
- Regional mining presentation by Rich Hughes of DCCED. Due to higher costs and lower metal prices the industry may face a slowdown. With gold prices stronger, those mines might do better.
Environment-Solid Waste sub-committee met 11/18.

- Development of the Enabling Ordinance to move forward a Regional Solid Waste Authority is completed and will move forward.

- Trevor O'Hara,
CH2MHill spoke on his interest in coming to southeast, that the
development of a core curriculum could be used as a pre-qualifier to prepare an interested workforce.

Claudia Hoffman, DOL presented on a training disk they are putting together to provide assistance using the ALEXsys website.

Three recommendations were approved by the committee:
- Alaska
Workforce Investment Board(AWIB) provide $100,000 for a driver's
license training program. The pilot program will start in Sitka with
the potential for travel to other communities.
- AWIB fund to locate and purchase heavy equipment simulators. Recommend the pilot program begin on Prince of Wales Island.
- Support the coordination of and acquisition of Sheldon Jackson campus located in Sitka.

Remains committed to making the
Kensington Mine the best environmental project.

The mine stands fully constructed, with the exception of the tailings
facility. This was stopped when the
Ninth Circuit Court, at the request of SEACC, the Sierra Club and Lynn Canal
Conservation, issued an injunction to stop construction of the tailings
facility and then issued their Opinion reversing and remanding with
instructions to vacate the 404 permit.
The U.S. Supreme Court has agreed to hear this case, and oral arguments
will be heard on January 12, 2009. Coeur
Alaska is very positive about the upcoming Supreme Court hearing, and remains
certain that use of Lower Slate Lake for storage of the tailings is the
environmentally preferred option and the most balanced approach, as shown by
full permitting being granted by all federal agencies, including the Corps of
Engineers and EPA, all state agencies and the City and Borough of Juneau.
Coeur Alaska has invested over $280 million so far in this project. They are very close to being able to finally
put the project into operation. Should
the Supreme Court rule in Coeur's favor, Kensington can again employ about 370
(direct and indirect), with an average salary of $80,000 plus benefits and a
continued commitment to Native and local hire and contracting preferences. Coeur Alaska would be the second largest
private employer in Juneau. The benefits
to Southeast Alaska's economy have been and would continue to be
substantial.
The
community, and many businesses and organizations in Southeast Alaska have
voiced strong support for the Kensington moving forward. With a positive Supreme Court decision, it is
essential for the Southeast economy that Kensington construction be completed
with no further litigation or delays.
