RC&D UPDATE
By Paul Coffey

Below is an update on current and recent activities in the RC&D Program:

LEPC - The Local Emergency Planning Committee for Southern Southeast has been working with member communities to ensure that emergency response entities are compliant with the National Incident Management System (NIMS)  According to the Department of Homeland Security: "All State, territory, local, and tribal jurisdictions that receive federal preparedness assistance awards in the form of grants, cooperative agreements and direct contracts have, as a condition of receiving this funding, the requirement to be in compliance with the NIMS (Homeland Security Presidential Directive (HSPD-5))"  The bottom line is that federal funding for municipalities will stop if all segments of the city are not in NIMS compliance.  For communities, that means that all volunteer firefighters and EMS volunteers and police have to enroll in and pass NIMS coursework to ensure future federal funding for the community.

Alaska Energy Authority - Jon Bolling and I, and about a dozen other POW residents, met with the Doug Ott, David Lockard, and others representing the Alaska Energy Authority at one of their town hall meetings.  AEA is looking for ideas about potential energy projects in communities around the state.  David and Doug and I discussed the potential for tidal generation at three sites on Prince of Wales Island.

Naukati Shellfish Nursery Weekend Warrior Project - I continue to work with Art King from the community of Naukati on the Weekend Warrior Shellfish Farming Project.  The project has been approved for funding through the USDA-Rural Development RBEG program and awaits receipt of the final award package.  Funding will be used to purchase farming equipment, which will then be leased to potential start-up shellfish farmers.  The new farmers can work their shellfish farms on weekends for two or three years until the first crop of shellfish are ready to market.  During the week the farms will be in a secure location at the Naukati Shellfish Nursery.  This process will enable new farmers the opportunity to get into the business without having to live without income for two or three years while their product grows.

van HAZMAT Truck and Trailer - The truck and trailer are currently advertised for sale in Juneau, Sitka, and Ketchikan papers, and on the Southeast Conference web-site.  To date, only one caller has inquired about purchase of only the truck.

Watershed Council Support - I continue to provide support to the watershed councils in the south while Samia Savell provides support to the northern councils.  The Klawock Watershed Council is in the process of updating their watershed restoration master plan.  Most of the projects listed in the original plan have been completed.  The revision will attempt to detail projects designed to implement long-term watershed stability.

CEDS Annual Update
- I've been working with Janet, Sara, and Steve Wade on the CEDS update.  Janet is wrapping up the package for review and editing.

Alaska Rural Water Association -
I met with Carrie Godden of the Alaska Rural Water Association and Charley Palmer of the Alaska DEC, Division of Environmental Health, Drinking Water Program.  Our first meeting was to exchange information about what resources we each could offer in the effort to ensure communities in Southeast have good quality drinking water sources.

Craig Wood-fired burner facility
- The Craig wood-fired boiler is shut down now while the pool undergoes annual maintenance for a couple weeks.  There is discussion about whether the burner will stay idle until school starts again in the fall, as the pool alone may not provide enough load on the boiler facility.  The remainder of the summer may be used for additional testing of the boiler facility, and training of the facility operators.  I have offered my name as a potential operator.  That way as additional facilities come on-line in other communities in Southeast, I could act as a technical advisor to community representatives.

AEA Biomass energy planning
- Peter Crimp (AEA), Tom Miles, Karen Petersen and I met, with others from the Craig area, to discuss the opportunity for development of wood-based fuels to displace fossil fuels.  We are exploring the potential to convert more of the POW wood waste into fuel through development of a wood pellet mill or bio-brick mill, or a combination facility that could produce both.  As usual for Southeast, shipping and markets are the limiting factors.
