ISfTeH is the international federation of national telemedicine/eHealth associations, research institutions, care provider organizations, companies and individuals.
The ISfTeH network currently comprises members in 70 countries around the world. Its mission is to facilitate the sharing of information and experiences, to support networking among members, to expose potential synergies between member organizations and their activities, and enhance collaboration and partnerships, contributing to a more widespread and useful deployment of telemedicine and eHealth.
ISfTeH is recognized as an NGO in Official Relations with WHO (World Health Organization).

The economics of eHealth
The quest for clear data and information on economic outcomes (just as well as clinical outcomes) of telemedicine and eHealth continues. Professor Masatsugu Tsuji, Professor of Economics at Hyogo University and council member of the Japanese Telemedicine and Telecare Association, has been doing work on the economics of eHealth already for several years, and is now also in the process of shaping up an eHealth Economics Working Group within the frame of the International Society for Telemedicine & eHealth. At the Med-e-Tel 2012 opening session, Prof. Masatsugu will present work that has been done in Japan on examining the reduction of medical expenditures by utilizing the system of the town of Nishiaizu in the Fukushima Prefecture. The Nishiaizu town office has been implementing it since 1994 and keeps receipts on medical expenditures of its approximately 4,000 residents paid by National Health Insurance. By making a selection of 'users' and 'non-users' of the eHealth system (which basically is a telehealth/telemonitoring system connecting older people at home with medical/health institutions), and by comparing their medical expenditures, an examination is made of the difference in medical expenditures between two groups and the correlation between medical expenditures and the length of usage of the eHealth system. For users and non-users with lifestyle-related diseases such as high blood pressure, cerebral infarction, stroke, and diabetes, medical expenditures of eHealth users were found to be smaller than those of non-users. And even though the eHealth system is simple, it contributes to promote health of senior people. Nishiaizu used to suffer high death rates due to lifestyle-related illnesses, and it introduced the eHealth system as part of initiatives such as "Promoting Total Care" and "Challenge to 100 Years Old." The efforts of residents as well as staff engaged in these projects for nearly 20 years achieved medical expenditures significantly smaller than the national average.

eHealth Programme of the International Council of Nurses
Hear from Claudia Bartz during the Med-e-Tel 2012 opening session on the vision and realities of the International Council of Nurses' (ICN) eHealth Programme. Bartz, Coordinator of the International Classification for Nursing Practice (ICNP) and of the Telenursing Network at ICN, is convinced that eHealth in all of its manifestations is changing healthcare globally through the productive integration of the healthcare community, healthcare recipients and constantly improving interface modalities.
"The potential for information and communication technologies to improve the health of individuals, groups and communities worldwide depends on vision, strategic thinking and communication among individuals and across organisations," she says. "Of most importance, however, is the ability to assess, plan, implement, evaluate and improve ICT-supported healthcare delivery."
Bartz will share some of the visions of the ICN eHealth Programme, which include a transformation of nursing through the application of information and communication technology, and nursing's involvement in the worldwide eHealth phenomenon.

Hospital at Home (HAH) and the ICT infrastructure needed
Healthcare services are very expensive. Governments, corporations and private citizens are finding it increasingly difficult to fund affordable quality healthcare. In his presentation during a plenary opening session on the 2nd day of Med-e-Tel 2012, Dr. Mark Blatt, Worldwide Medical Director at Intel, will look at programs that allow citizens to be cared for in lower costs ambulatory settings outside the hospital. He will look at the evidence for Hospital at Home and examine the ICT infrastructure needed to support such care delivery.
"Central to providing HAH services is the concept of team work, collaborative workflows and care coordination," says Blatt. "Most healthcare delivery providers do not do a good job at coordinating care across the delivery continuum. A well designed ICT infrastructure might make it possible to improve such collaboration and better care for citizens outside the clinic or hospital. Hear about the regulatory efforts, business drivers and emerging clinical evidence that supports Integrated Care Delivery and 'meaningful' Care Coordination."
Learn from this presentation how caregivers working together as a TEAM, assisted by a comprehensive ICT infrastructure, might be able to: decrease hospitals admissions by 50%; drive down unnecessary ER visits; lower hospital readmission rates to single digits; manage patients with chronic diseases with fewer and fewer face to face clinic visits.

Orange presents its "10 commitments" contributing to Europe's Digital Agenda
Stéphane Richard, Chairman and CEO of France Telecom-Orange, and Neelie Kroes, Vice-President of the European Commission responsible for the Digital Agenda, met in Brussels during the evening of March 20 at an event organized by Orange, an operator having a presence in several European countries. This open meeting, which brought together over 200 representatives from the European Commission, the European Parliament as well as various industry bodies and think tanks, illustrates the willingness of Orange to engage in constructive and lasting dialogue with the European authorities.
During this event, Stéphane Richard presented 10 commitments in key areas of the digital economy, among which was Orange's eHealth commitment on providing to one third of EU hospitals - and 20% of citizens - digitized health services (e.g. medical imagery, chronic disease management, prevention and wellness, secure medical data management).

These commitments formalize the Group's engagement with the European Commission and its commitment to the "Digital Agenda for Europe", and underline its desire to promote growth and job creation.

Global eHealth Strategies Symposium at Med-e-Tel 2012
The Med-e-Tel 2012 will feature the second edition of the Global eHealth Strategies Symposium, which was initiated at last year's Med-e-Tel. The aim is to provide an intercultural and multidisciplinary framework in order to promote policy dialogue on how eHealth can address health and healthcare issues and challenges in developing countries, but just as well in developed countries.
Analysis will be made of the transferability of evidence and experience and also barriers will be identified and factors determined for a useful deployment of eHealth.
The symposium is co-hosted and chaired by the European Commission and the International Society for Telemedicine and eHealth, and includes additional input from Intel, Orange Healthcare, GSMA, ITU, Accenture, South African Telemedicine Association and 3 presenters who have received an award (supported by the European Commission) to participate at Med-e-Tel and present their projects and initiatives at the Global eHealth Strategies Symposium.

Med-e-Tel 2012 accredited to provide up to 17 CME credits for medical professionals
Med-e-Tel 2012 is accredited by the European Accreditation Council for Continuing Medical Education (EACCME) to provide the following CME activity for medical specialists. The EACCME is an institution of the European Union of Medical Specialists (UEMS) - www.uems.net.
Med-e-Tel is designated for a maximum of 17 hours of European external CME credits. Each medical specialist should claim only those hours of credit that he/she actually spent in the educational activity.
EACCME credits are recognized by the American Medical Association towards the Physician's Recognition Award (PRA). To convert EACCME credit to AMA PRA category 1 credit, contact the AMA.
