Med-e-Tel pictoThe 8th annual Med-e-Tel, international Telemedicine and eHealth conference, is scheduled for 14-16 April 2010 in Luxembourg. An official event now of the International Society for Telemedicine & eHealth (ISfTeH), Med-e-Tel will again be host to key telemedicine/ehealth stakeholders from around Europe and the world, who will share experiences, best practices and research results.

A look back at Med-e-Tel 2009
Med-e-Tel logoWith a lot of new subscribers signing up to the Med-e-Tel newsletter in recent weeks and months, here is a brief review of the 2009 edition of Med-e-Tel for all those "newcomers". 
 
The 7th edition of the annual Med-e-Tel conference took place on 1-3 April 2009 in Luxembourg. The event brought together over 500 healthcare and industry professionals from some 50 countries around the world and focused on proven and tested telemedicine and eHealth applications and provided evidence on clinical effectiveness and economic efficiency as well as on user aspects and satisfaction.

During the opening of the conference, Luxembourg Minister of Health, Mars Di Bartolomeo claimed that "Investing now in communication and information technologies and applications in the healthcare sector, is a way to guarantee the quality of care services and systems for the future." Prof. Dr. Michael Nerlich, President of the International Society for Telemedicine & eHealth (ISfTeH) went on to say that "the Med-e-Tel conference is developping itself more and more into the leading, international telemedicine and eHealth event" and this was confirmed by his colleague Prof. Yunkap Kwankam, Executive Director of the ISfTeH, who indicated that Med-e-Tel is "the annual rendez-vous place for telemedicine and eHealth stakeholders from around the world".

In its so-called "Telemedicine Communication" (COM(2008)689) and subsequent staff working paper (SEC(2009)943), the European Commission called for provision and dissemination of scientific evidence of telemedicine effectiveness and cost effectiveness as one of the actions to increase confidence and acceptance of telemedicine services and subsequently to improve access for citizens and healthcare professionals to telemedicine and eHealth services. Dr. Gérard Comyn, Head of the ICT for Health Unit at the European Commission's Directorate General for the Information Society, elaborated on this during a presentation in the Med-e-Tel opening session and claimed that "some of the best current telehealth applications" were being presented in the frame of the Med-e-Tel conference and expo.

Also the European Health Telematics Association's (EHTEL) Task Force on "Telemedicine & Chronic Disease Management" is working on building up evidence about the impact and opportunities offered by sustainable telemedicine services in the context of the need for changing care processes and presented a special workshop at Med-e-Tel focusing on "Tele-enabled Healthcare - The Voice from the Field".

Medifacts International, a global leader in cardiac safety monitoring services, shared their experiences on the subject of "Telemedicine in Clinical Trials", together with partners from Novartis Pharma. The session reviewed key considerations for successful implementation of Telemonitoring Self Measured Blood Pressure within the clinical research environment, and provided some practical case study examples -  contributing to the evidence base for telemedicine services.

Furthermore, Med-e-Tel 2009 featured a workshop by the Telenursing Working Group that has been set up within the framework of the ISfTeH (International Society for Telemedicine & eHealth). The goal of the group is to bring telenursing experience to nurses worldwide and enhance networking with key industry stakeholders, by organizing sessions and meetings at existing events like Med-e-Tel (see also "International telenursing network launched" article in this newsletter).

A regional (BeLux) hospital administrator seminar, endorsed by the Luxembourg Ministry of Health and CRP-Santé (Public Research Centre for Health), focused on "priorities, benefits and budgets for health IT in the 21st century."
The seminar brought together representatives from all major hospitals and other industry stakeholders in Luxembourg as well as various Belgian healthcare institutions, and presented business cases and successful experiences from a number of industry leaders and their clients.
The seminar reflected upon the short and medium term IT priorities and making optimal choices for each individual hospital, each department and the healthcare system as a whole; the seminar featured some of the most interesting experiences in the region and beyond, and showed the benefits, as well as the conditions for success and the difficulties and resistance that can be met during implementation.

Another important feature at the Med-e-Tel 2009 conference was a workshop by the European NETC@RDS project, which focused on the deployment of an online service for the electronic European Health Insurance Card (eEHIC).
The project service sites (currently in 16 countries) are healthcare facilities (hospitals, ambulatory care and GPs offices) where the NETC@RDS services are being deployed and made operational, enabling "non-planned" healthcare for European citizens who provide evidence of entitlement (see also "Deploying eEHIC services for borderless care in Europe" article in this newsletter).

Also the European co-funded project TEN4Health presented a workshop on "Citizen Services for Borderless Healthcare in the European Union: Practical Solutions". Initiated by leading public health insurance providers, TEN4Health contributes towards improved healthcare provision for mobile European Union citizens. The TEN4Health service package assures access of citizens to healthcare in participating Member States' hospitals, based on a secure web service and its integration into developing European eHealth infrastructure networks.
The practical solutions presented at the workshop included two operational examples of hospitals providing the service to tourists in skiing resorts in Austria, another one at the North Sea coast in the Netherlands and the operation of this service solution in hospitals in the Czech Republic. The service solutions allow health care providers to reliably and online determine that a patient is covered by health insurance and rapidly receive reimbursement through online billing processes being an integral part of the service package. The EHIC Portal "AOK Europa" - a web portal solution offered by German hospitals for healthcare provision to foreigners from all over the world was presented as well.

The three day Med-e-Tel conference program included additional sessions and workshops on the topics of chronic disease management, open source software, ehealth in developing countries, elearning, mobile solutions, ehealth integration in routine practice, environmental conditions and telehealth, economic efficiency, national ehealth programs and initiatives, and more.

Overall, Med-e-Tel 2009 confirmed its leading role as meeting and networking place for healthcare, industry, research and policy representatives from all over Europe and around the world who are involved in telemedicine and eHealth development and implementation.

International telenursing network launched
ICN logo The International Council of Nurses (ICN) announced the launch of the ICN Telenursing Network during a keynote address at the Med-e-Tel 2009 event, and the first official meeting of the Network took place last July at the ICN 24th Quadrennial Congress in South Africa.

Members of the ICN Telenursing Network will collaborate with the International Society for Telemedicine & eHealth (ISfTeH) Telenursing Working Group, and other professional and industry organisations, to advance the use of telehealth technologies among nurses worldwide. An ICN Telenursing Network Advisory Group, composed of telenursing representatives from different parts of the world, will provide leadership and direction for the work of the network.

ICN CEO David Benton stated, "ICN is at the forefront of preparing nurses to leverage telehealth technologies so they can extend their reach to patients anywhere and anytime. The publication of the ICN International Competencies for telenursing in 2008 provided the springboard for formation of the Telenursing Network in order to advance telenursing and telehealth. This will be pivotal for nursing and health care in the 21st century."

Telenursing leaders in the US and Canada (who had already set up the Telenursing Working Group within the ISfTeH) proposed the new network to ICN, where it was approved in May, 2008. Led by Dr. Loretta Schlachta-Fairchild, and including Lois Scott, Diane Castelli and Robert Pyke, these network leaders agree that "telenursing is a competency that all nurses will use in the future - together we must act to prepare our colleagues to incorporate this important role into their current practice."

The ICN Telenursing Network aims to educate, support and collaborate with nurses and nurse supporters from across the globe who have an interest in telenursing and promote nursing involvement in the development and use of telehealth technologies, with the goal of improving the timeliness, quality and access of a broad range of health care services for individuals, their families, communities and countries. The principal goal of ICN's Telenursing Network is to serve as a global resource for nurses working or interested in telenursing practice, technology development, policy, standards, education and research.

Deploying eEHIC services for borderless care in Europe
NETC@RDS logo The NETC@RDS mid-term workshop successfully took place at Med-e-Tel '09. More than 100 representatives of the healthcare and eHealth community attended the event that was aimed at pointing up the project achievements reached so far in the deployment phase with specific focus on policy and legal related aspects, potential market dimension and commercial features of the service. The workshop targeted on the effectiveness of the proposed ICT solution in view of the interoperability of the eEHIC (electronic European Health Insurance Card) as forthcoming challenge for borderless healthcare in Europe.

The NETC@RDS workshop also raised the opportunity to create synergies with other EU funded projects dealing with cross border healthcare domain such as TEN4Health, epSOS and HPROCard and with national and regional initiatives launched in the same area.

NETC@RDS' interactive stand at Med-e-Tel hosted demonstrations of the NETC@RDS services to several dozens of healthcare executives, administrators and professionals, industries and government officials.

In the meantime, the deployment of the service and training of healthcare staff continues with success across Europe with new NETC@RDS sites having been launched in France, Poland and Slovakia increasing the total number to 172 units (healthcare organizations) and 427 workstation points.
Space assets for health
ESA logo The European Space Agency's (ESA) agenda 2011 contains a key objective: "Development and Promotion of integrated applications (space & non-space) and integration of security in the European Space Policy. New concepts, new capabilities and a new culture have to be developed in order to respond to a multitude of needs from users who are not yet familiar with space systems."
 
To this end, the new Integrated Applications Promotion (IAP) programme was set up and is dedicated to the development, implementation and pilot operations of Integrated Applications that will lead to sustainable services. The goal is to provide innovative added value to services by combining different space assets, such as telecommunications, earth observation, navigation, and human spaceflight technologies, integrating with existing terrestrial assets.

Because the utilisation of space assets towards solving health problems is in a very early stage, this leaves much room for innovation as well as diverse untapped market areas. Satellite communications can provide critical communications where ground communications infrastructure is non-existent, or has broken down. Earth observation can provide information on spread of disease or measure chemical and biological parameters affecting our daily health. Location-based data can guide critical help to the location where it is needed. ESA's Integrated Applications Programme is contributing towards bridging this gap, facilitating innovative solutions by promoting the additional use of space assets to improve exisiting services or facilitate the launching of entirely new applications and services.

Health is a very broad theme involving a wide range of actors spanning across almost all types of institutions, all contributing along the diverse and numerous elements of the value chain in one way or another towards maintaining and improving health of the citizen. A surprisingly large number of services can potentially be improved or newly created by introducing space assets (in combination with terrestrial ones) along various stages of this broad domain, from disease prevention, to early warning, diagnostics, and treatment.

Benefits of free/libre open source software in health care (FLOSS-HC)
Med-e-Tel picto The 8th annual Med-e-Tel conference (14-16 April 2010) will include a track that is dedicated specifically to Free/Libre Open Source Software in Health Care (FLOSS-HC). Initially a movement of a small group of enthusiasts mainly from academia and later on also from stakeholders in the industry, FLOSS is now considered as transformational and something that reshapes the software industry.

FLOSS is not only a licensing model, it is also a software development process. The core values of FLOSS, i.e. openness, transparency and collaborative development, have been recognized as the main driving forces for high quality, innovative and complex software systems. Meanwhile FLOSS plays a significant role in several markets and industries. However the impact in the health care arena is still limited. Recent research studies found out that this is less about the viability of the technology, but more about how the technology is perceived by the executives who hold the IT purse strings. Another study found out that in the local context of the study "...key factors for not adopting an open source solution were closely linked to the orientations of ministry level policy makers and a seeming lack of information on the part of operational level IT managers concerning commercially oriented open source providers."

The benefits, barriers and challenges for FLOSS-HC are clear. From a global perspective there are a lot of commonalities when trying to adopt FLOSS policies in health care between a so called "Global South" perspective and a perspective from a highly developed country, but there are also differences. The workshop will address these differences as well as the different stakeholder perspectives namely a business perspective, an academic perspective and an end user perspective.

At an initial workshop on this topic at Med-e-Tel 2009, the need for dissemination of the ideas and benefits of FLOSS-HC in different communities, especially in the community of medical professionals and decision makers in the health care industry, was made clear. Med-e-Tel actually proved to be an ideal environment for these discussions on FLOSS-HC due to the presence of a high number of "end users" and the event's spirit of fostering collaborations and also to integrate people from the Global South and the recognition of their specific needs. FLOSS-HC is especially attractive for this group because of the low "total-cost-of-ownership".

Follow-up activities from this workshop, and contacts with additional organizations involved in FLOSS-HC development and implementation now form the basis for the upcoming FLOSS-HC workshop at Med-e-Tel 2010.

One of the main goals of the FLOSS track is to serve as a forum for all people and organizations interested in FLOSS-HC, as a meeting place for old and new FLOSS-HC enthusiasts and a place for exchanging ideas, knowledge and experience and setting up new collaborations.

The session will present FLOSS-HC products and developments, as well as address the issues mentioned above and work on solutions to overcome existing barriers. It will be centered around 7 themes:
  • FLOSS-HC from an end user perspective
  • Business models for FLOSS-HC
  • Prospects for FLOSS-HC in developing countries
  • Collaborative development of exchangeable components (CHOS-WG)
  • FLOSS-HC in education and research
  • FLOSS-HC for policy makers, different stakeholder perspectives, FLOSS-HC initiatives, NGO's, EU comission, government perspectives
  • Sustainable support services for FLOSS-HC
Participants interested in contributing are invited to submit their work in form of a paper through the online abstract submission. Other options for presenting FLOSS products will be a live demonstration of FLOSS software applications in the exposition area.

Vitaphone partners with ADAC in Germany
Med-e-Tel logo Telemedicine provider Vitaphone and ADAC (the German Automobile Association) have recently announced that they will be working together in the area of health promotion within the context of a strategic partnership.

The motto of the collaboration is: "Pole Position for Your Health." The objective is to develop a telemedically supported prevention program for the over 16 million ADAC members and around 8,200 employees - including 1,650 road patrol drivers - of the major mobility service provider.

ADAC President Peter Meyer said: "The topic of health with its many aspects has been with us since the Club's founding - be it in connection with driver's health, air rescue, foreign retrieval service or medical consultation for members who become sick when traveling abroad. In this respect, health promotion for our members is also a topic that we wish to address."

"Pole Position for Your Health is early detection of health risks with state-of-the-art means and counteracting these risks with the expert support of the Vitaphone HealthCare Service. The goal is to maintain and promote health and thus increase individual well-being," explained Vitaphone CEO Matthias Quinger.

This is an interesting example of setting up sustainable telemedicine services through non-traditional channels, but obviously with a large (market) potential. Hear and see more of Vitaphone at Med-e-Tel 2010!

Aerotel introduces new wireless telehealth and homecare solutions

Last month, ISfTeH was able to delegate five of its members to the three weeks International Telemedicine Training Workshop in China, organized by Yunnan Sunpa Image Tel Tech Co. Participants were trained in theory and operating skills on modern telemedicine technology and applications.
 
AMD Global Telemedicine Inc. (AMD) announced the completion of its transformation from a telemedicine device company to that of a Telemedicine Encounter Management Systems company (TEMS™). Leveraging its experience in the telemedicine device market, AMD now delivers Encounter Management Systems: the process, techniques and management of the patient/doctor experience before, during and after the consult.

AMD (together with Polycom) now also delivers integrated visual and voice telehealth capability to clinicians on-the-go.

Med-e-Tel
Med-e-Tel 2010 will be one of the next important rendez-vous places for the ISfTeH. Among the planned ISfTeH activities at Med-e-Tel are a meeting of the Board of Directors, a conference session by the Telenursing Working Group, a session by the Student Working Group, meeting and consultations on quality standards for teleconsultation, participation in sessions on ehealth in developing countries, support for the open source in health care workshop and much more.

The ISfTeH will also set up an expo display at Med-e-Tel, which will feature - in conjunction with some of its national members - a number of local companies and organizations. If you are interested in joining your national member on the ISfTeH display, send an e-mail to contact@isft.net.

ISfTeH members do obtain discounts on the regular Med-e-Tel registration fees.
