Proposed Regulations for High Performance Building Construction Standards for State-Funded Buildings
The Office of Policy and Management ("OPM") recently unveiled a set of proposed regulations for high performance building construction standards for state-funded buildings (the "Proposed Regulations") in Connecticut. The Proposed Regulations are an effort by OPM to implement the statutory "green" building requirements found in Conn. Gen. Stat. § 16a-38k, which became effective January 1, 2009.
That Statute applies to buildings constructed or renovated by the State through State-funding, and requires those buildings to meet or exceed compliance with the silver certification rating of the Leadership in Energy and Environmental Design ("LEED") Green Building Rating System for New Construction & Major Renovation, or an equivalent standard, including, but not limited to, a two-globe rating in the Green Globes USA design program. Christopher J. Novak
Christopher J. Novak, an attorney in the Administrative and Regulatory and Business and Securities Law Practice groups has recently passed the Leadership in Energy and Environmental Design Accredited Professional (LEED AP) exam. As a LEED AP, Mr. Novak will be able to advise clients on the rapidly emerging incentive-based and mandatory regulatory requirements pertaining to LEED Green Building Rating System™ and assist in evaluating and navigating the LEED certification process, including LEED credits and credit interpretation requests and appeals, and efforts to incorporate LEED into Connecticut's building code. Mr. Novak is one of the first attorneys in Connecticut to become a LEED AP. read more |

Ann Catino, Chair of the Halloran & Sage Environmental and Land Use Practice Group, has been appointed to the Face of Connecticut Steering Committee, which was established pursuant to Connecticut PA 08-174. The Steering Committee will review and approve the expenditure of funds for the acquisition, restoration and stewardship of certain designated properties, including the conservation of open space land, the renovation and enhancement of urban parks, the preservation of active agricultural land, and the restoration and reuse of historic resources. | |
