Preparing local authorities for the Carbon Reduction Commitment
The Carbon Reduction Commitment (CRC) is a new mandatory emissions trading scheme covering large non-energy intensive businesses and public sector organisations. Participation in the scheme will be a legal requirement for organisations whose annual UK half-hourly metered electricity consumption is at least 6,000 MWh during the 2008 calendar year. The scheme is a central part of the UK's strategy for reducing CO2 emissions and delivering the ambitious targets set in the Climate Change Act. The CRC will commence in April 2010, but there are some actions that will be necessary throughout 2009. A one day event was held in London on 27 April to provide delegates with a clear brief on the CRC and how it will affect them as participants.

Energy efficiency in buildings
New modeling by the World Business Council for Sustainable Development (WBCSD) indicates that while energy use in buildings can be cut by 60 percent by 2050, this will require immediate action to transform the building sector. This is the central message of the report from the WBCSD's four-year, Efficiency in buildings (EEB) research project which took a bottom-up, market-driven approach to understanding the barriers to lower energy use, based on the most detailed view ever of the current state of energy demand in buildings.

It contains chapters on: milestones in Cohesion Policy support for urban development; the role of cities and urban policies for sustainable development in Europe; working towards a common European methodology for sustainable urban development; and perspectives on the future development of European cities.

Urban planning in the information age
The 14th International Conference on Urban Planning and Regional Development in the Information Society, held in Sitges, Spain, on 22-25 April 2009, dealt with the challenges and perspectives for cities, and considered how they might be organised and managed in the future, with a special focus on the role of information and communications technologies in urban development. The major questions dealt with at the conference were: What makes cities smart, sustainable and integrative and livable? How can cities and regions take advantage of globalisation and keep their local character? How can planners help cities find the way to a successful future? Government, governance, mediation, participation and planning - are there models for short-term and long-term perspectives? Are there technologies that can support the above-mentioned goals? Are there best practices for "liveable cities of tomorrow"? Papers and a report of proceedings are available online.
