We as your Board of Trustees have made long range financial planning our highest priority over the past 15 years. We have reduced expenditures in our General Fund by over 30% during the past three years in response to the difficult economy.  Last year we completed our Township Neighborhood Master Plan which included key components aimed at maintaining financial stability for the community for the next five years. However, with unprecedented cuts at the State level to essential revenues that the Township has relied upon for many years, our plan for the future must now be dramatically revised.

 

Many communities across the State of Ohio are looking long and hard at the new financial data projecting major shortfalls as early as 2012. The reallocation of state tax dollars, coupled with the elimination of the Estate Tax, the Tangible Personal Property Tax and the replacement revenues from the Public Utility Personal Properties Tax means that local governments across the entire state will see less and must figure out what to do in order to fill the gaps left by the loss of this revenue. The State Legislature decided in July that the best way to relieve the State's $8 billion dollar deficit without raising taxes was to significantly reduce the allotment of tax dollars to local levels of government.  

 

Townships are hit the hardest due to their inability to rely on income (earnings) tax as cities and villages can.  Due to the new constraints, Springfield Township is expected to receive nearly $2.2 million less in revenue on an annual basis.   Many of the revenue reductions take effect immediately while the full effect will take place by 2013. The State has not provided for any replacement funds nor has it given townships additional authority by which to raise revenues.

 

The Township General Fund is expected to see the loss of over $1.5 million a year by 2013. The Police District will receive over $500,000 less in 2012 than it did in 2011 and the Fire District is expected to receive nearly $300,000 less in 2012 than in the previous year.  

 

Our mission is clear: provide the best services possible through the efficient and effective use of your tax dollars.

 

We must work within the limitations of these new budget realities by finding innovative ways to work with neighboring jurisdictions, cross-training our employees to provide dual services and systematically eliminating programs where residents can receive service through the for-profit sector. We have opened discussion with the fire and police unions to renegotiate contracts in lieu of layoffs and have imposed a pay freeze for non-contract employees. Project leadership teams have been created in every Township department to look for new ways of doing everyday operations. Our Police and Fire Departments are preparing to launch new software applications that will make reporting paperless and improve efficiencies in communicating with hospitals and in maintaining legal public records. Prior to budget adoption, Trustees will be presented with final recommendations by the Township Administrator, Department Heads and project leaders.

Tough decisions are ahead but all governments must change and adapt. These are trying times, but they are invigorating. As one of the larger communities in Hamilton County, other entities are looking to us to be the leader. We are taking that responsibility seriously and promise to uphold what is best for the growth of the community.

In turn, we will continue to look to you for feedback. We need to hear from you so we can move forward with your values understood and accounted for. We encourage you to attend local meetings and become more informed about the choices ahead. We will be hosting a public budget meeting in December, and the State of the Township address will be held in February. Consider volunteering for a community event and be engaged with your community.

Plowing the Streets Of Springfield Township

With budget cuts facing the Township, one of the services likely affected is snow removal. Did you know that every time the road crews are called out to salt and plow the roads, it costs the Township on *average $3,057 per hour in salt, gas and labor. (*average based on 2010 snow runs. See statistics at http://www.springfieldtwp.org/snowandice.cfm ) For reference, last year the Township spent $181,514.00 in salt to keep our neighborhood roads clear.

In most cases, the Township Service Department calls for all trucks to be on the roads with the onset of ice or snow causing slippery conditions. Ten drivers are sent out to cover over 92 lane miles of residential roads. While the Township services neighborhood streets, Hamilton County services the "county roads" in the township such as Winton, Galbraith and North Bend. (*With a few exceptions, most roads with a double yellow line in the Township are considered county roads and are served by Hamilton County.)

Keeping the roads clear comes at a price and you as a resident pay for that maintenance expense. Our question now goes out to the community - How important are clear neighborhood roads to you? What is your tolerance level when it come to driving in small amounts of snow on flat, straight intersections of the roadway?  Keeping safety in mind, there would never be a compromise in icy conditions, however, is clearing roads necessary for 1/2 inch of snow? * Springfield Township partners with other entities to purchase salt in a bulk rate. In years past, we have coordinated salt purchases with the City of Cincinnati or with Hamilton County. This year the Township Service Department collaborated with the Ohio Department of Transportation on salt purchasing to get a price of $60.74 per ton for salt.
And The Winner of The Wicked Windows On Winton is...

Congratulations to Victoria Taylor, winner of the third annual Wicked Windows on Winton Halloween window painting contest! Victoria painted a scene of the Headless Horseman on Applebee's window. She received 98 of the 439 votes. As the winner, Victoria has won a free membership to Enjoy The Arts and to the Powell Crosley, Jr. YMCA. Sixteen students competed this year for the prize. Although the voting is over, the windows can be viewed online at  http://www.springfieldtwp.org/halloweenwindows.cfm.

Coat and Canned Food Drive

 

Your donations are greatly needed to assist local residents:

 

canned goodsThe Springfield Township Citizens Police Academy Alumni Association hosts a canned food drive annually so they can deliver needed food baskets to residents referred to them by local churches. This year two local McDonald's, both on Winton Road, will serve as convenient drop-off locations. Please drop any donations you may have to either store location or to the Springfield Township Senior Center. The CPAAA will collect and distribute the food in December. Your donations are greatly appreciated!

 

 

The Springfield Township Fire Department will again collect coats as part pf the 5 Cares Coat Drive. The goal is to collect 4,000 coats  (city-wide) for distribution to local people in need. For many families and individuals, there is simply no extra income to purchase a winter coat. The 5 Cares Coat Drive helps ensure that no one in our community go without a winter coat. Coats will be collected at the main Springfield Township fire station at 9150 Winton Road through December 6th. We are open 24-hours a day - so whenever you get the sudden urge to clean out your closet - drop the coats on by!!!!

The leaves are starting to change and mornings are often met with cool fall air. Before we know it, the turkey will be in the oven and the Christmas decorations will be dug out from the basement. This time of year is what many look forward to as it often coincides with many family activities. The holidays allow us to get together with our extended families. Balancing work and children's many activities doesn't allow us to get together with the older members of our family as often as we would like, especially if there are many miles that separate us.

 

However, you might notice small or significant changes in your loved one. Are there dirty dishes piled up in the sink? Is your mom's appearance not as neat as it should be? Do you notice the car has several scrapes or dents? These are key signs that your aging loved one is in need of care, either medical or non-medical, but can remain at home while receiving care. This topic is often stressful to discuss with your loved one and even more difficult when there are other family members involved. Holidays are a great time to take note of changes within our older family members and take time to discuss long-term options with members of the family that make decisions.

 

The final installment in the Caring for Mom Series will address "Stress Free Holidays." Libby Feck, Director of Program Services for Senior Independence Adult Day Center, and Geriatric Care Manager, Micki Fehring, RN, from Home Care by Black Stone, will be on hand to discuss the different local options for care as well as signs to look for as your loved one grows older. Senior Independence is a great resource for a caregiver looking for social activities to keep their loved one involved. Adult day centers can provide a variety of services for seniors including balanced meals and snacks, transportation, bathing, nursing observations including medication and stimulating activities. Senior Independence is also a PASSPORT provider which provides a great option for families of any income level.

 

The seminar will be held on November 9th from 6 pm - 8 pm at the North College Hill Senior Center on Goodman Avenue. The seminar will include refreshments and attendees will be given a take-home resource guide of information and materials covering elder care options.

 

The seminar is being presented by Home Care by Black Stone, in cooperation with the Springfield Township Senior Center, North College Hill Senior Center, and West College Hill Senior Center and is part of the township's Adult Enrichment series of fall and winter community programs.

Join us for our 4th annual Daddy Daughter Dance on Saturday, February 18th from 7:00 - 9:30 p.m. (Yes, we extended this a half-hour by popular demand!)Dads can enjoy a special evening with their little girl! The evening's theme will be "A Masquerade Ball". The room will be decorated with a dazzling array of color with mystery and magic at every turn. The formal dance will be highlighted with pizza, a keepsake photograph, an ice cream sundae bar and a special masquerade gift for all the girls. This will be an evening of unforgettable fun for dads and daughters both!

Tickets are now on sale for $25 per couple, $6 each additional daughter for Springfield Township residents and $28 per couple, $6 each additional daughter for nonresidents. Madcap Plan for an afternoon of fun,fun, and more fun!!! We will start at 1:00p.m. with Madcap Puppets and their show "Tales of Flight With Brothers Wright". Let your imagination soar with the amazing Wright Brothers!  This high-flying adventure is interwoven with the Greek myth of Icarus, the man who flew too close to the sun. Orville and Wilbur may have been the first to fly but Madcap's giant puppets will take you to new heights filled with wings, dreams, and flying machines!

 

After the puppet show, Santa will be center stage!  Kids, bring your lists (or write one at the event) because Santa wants to see you! Our local Walgreens will be on hand to snap a free 4X6 photo of you and Santa together! (Mom and Dad, feel free to get your own candid camera moments as well!) Other activities for the day include caroling on the hay wagon, making a holiday gift and gift bag, visiting a few critters brought by the Hamilton County Park District, recording a family greeting that will later air on television, and playing a cool game of ice fishing!  Outside we will have a toasty fire going.    *Canned good donations are suggested.

Thank You To Our Longtime Fiscal Officer
Dr. John Waksmundski retires after 30 years of service with Springfield Township

John Waksmundski  

After dedicating 30 years of public service to the residents of Springfield Township, long-time trustee and fiscal officer, Dr. John Waksmundski plans for a quiet retirement with his wife Susan. Dr. Waksumndski comments, "I am really proud of what has been accomplished in the Township over the past thirty years. I do look forward to having a little more free time to travel."

   

John started with the Township as Trustee in 1981. He held the position for fourteen years before being voted in as Fiscal Officer in 1995. He has held the Fiscal Officer position for four terms.  During his time he has helped the Township blossom from a basic services community with a volunteer fire department and police department run out of a farmhouse, to a sophisticated 21st century operation. "I consider my biggest accomplishments were in the hiring of a Township Administrator, forming a fully-staffed Fire Department and building a Senior Center that is now utilized by many."

 


"I am ever grateful to the voters of Springfield Township who have supported me over the years and to the employees of the Township, particularly those who I have worked most closely with over the past three decades: Joann Moore, Janet Bashand, Michael Hinnenkamp and Dorothy Carter." To the Trustees, John shares, "It has been a privilege to serve with several Boards of Trustees who have been cooperative, congenial and professional. I can confidently say that they all have worked to improve services for Township residents."

John's term ends in March 1, 2012. We will introduce the newly elected Fiscal Officer in the next issue.

Chuck Saylor
Chuck Saylor has been an employee of Springfield Township since 1975. He began as a Service Department laborer and rose through the ranks to the position of Assistant Township Service Director. Chuck has been a hard working, dependable public servant to the residents of Springfield Township and has performed every imaginable task related to the maintenance of roads and parks, not to mention the countless hours spent behind the wheel of a plow truck keeping the roads safe and navigable. His work ethic and dedication to the Township are only a few of his admirable qualities. His knowledge, skills and professionalism will be sorely missed!

Target Grant Received For The Third Year! Free Community Programs Continue!!
Did you attend any of the Playhouse in the Park productions held at the Grove Banquet Hall last year? How about the Mad Science show or WinterFest? These programs were all made possible with the support from a community grant from Target. We are pleased to announce that Springfield Township has been successful in receiving the grant for the third year and that these quality programs will continue at no cost to our residents because of this support! Playhouse in the Park shows will return to the Grove Banquet Hall. A puppet show has been booked for 2012 and WinterFest will be held this December with carriage rides, Santa and Madcap Puppets.

Volunteers Add A Welcoming Touch To The Grove Banquet Hall
A big THANK YOU goes out to community volunteer Dan Deitsch for adding the finishing touches to the entryway project at The Grove Banquet Hall. Dan was instrumental in gathering several student volunteers from the Finneytown to design a new landscaped entry to the hall for the Great American Cleanup. The kids worked through the rain to complete what they could. Dan returned later to install new outdoor lighting and a beautiful rock fountain. What a difference! 
ZUMBA Coming Soon!!!

Are you ready to party yourself into shape? That's exactly what the ZumbaŽ program is all about. It's an exhilarating, effective, easy-to-follow, Latin-inspired, calorie-burning dance fitness-party™ that's moving millions of people toward joy and health. Soon you will be able to participate in Zumba classes at the Springfield Township Senior and Community Arts Center! This new program is designed for adults of any ability. Instructor Debbie Yaeger has years of experience in teaching Zumba and is excited to share her workouts with you! Classes will be held Wednesday nights, 6:30 - 7:30. Class prices are as follows:
Residents: $7 class or $65 for 10 classes
Nonres: $10 class or $75 for 10 classes
A free trial class will take place in January. Watch your e-news for details. Classes begin in February. All proceeds from classes benefit the Springfield Township Senior and Community Arts Center! What a way to GIVE and GET!!!  
Other Instructors Needed

Do you have a special talent that you are willing to share? Consider being an instructor! We are currently looking for adults to teach classes at the Senior and Community Arts Center. We offer a competitive 70/30% revenue share for our instructors. Classes such as floral design, home decor and even screen printing are in demand! We are also looking for kids' programs! If you are interested, simply download the  instructor's form  and the program outline form to submit your classes.  
Finneytown Grad On A Path To Success

Marcus Williams, 1998 Finneytown H.S. grad, was recently conferred the Specialist in Education degree. His curriculum vitae also includes a Master of Arts in Educational Leadership, a Master of Arts in Teaching and Bachelor of Science in Computer Science. Although he is certified in administration, Marcus' passion is in the classroom, where he is currently a bilingual instructor of middle school students in Atlanta. Additionally, Marcus coaches four boys and girls sports, as well as sponsors a sports based youth development program. This mentorship program uses the discipline of sports training to enhance and balance the students' academic careers with life skills. He attributes part of his passion for educating our youth to his Community Service experience under Finneytown coordinator Mr. Steve Elliott. Marcus volunteered as a first grade teacher's aide his junior and senior years at Rex Ralph Elementary School, for which he received the Mayerson Award. While at Finneytown, Marcus was Student Council Vice President, a member of the M2SE Club (Minorities in Math, Science and Engineering) and lettered in basketball and football.
