Neighborhood "Needs Assessments" To Pave the Way For A Master Plan

Edgemont, Finneytown, Glencoe, Golfway, Hollydale, Lexington Heights, New Burlington, Pleasant Run Farms, Seven Hills, Skyline Acres, Valleydale, West College Hill - These are just some of the distinct neighborhoods that make up Springfield Township. Each neighborhood has its own unique characteristics, assets, its challenges and its own needs for the future. Over the past few weeks, Township Trustees discussed an initiative to create a Neighborhood Master Plan. The plan will build from the previous studies provided by the Vision Committee, Strategic Neighborhood Action Plans and the drafted proposal for Brentwood Village. In order to create a Master Plan, a neighborhood-by-neighborhood  "needs assessment" will be conducted and resident input will be gathered though a variety of resident surveys, focus groups and meetings. Each plan component will be customized to its neighborhood and will provide a guide for Township Officials to work from. Everything from street repair, to police service -  from landscaping to housing stock will be thoroughly analyzed. This process recognizes that in a community of our size, there is not a one-size-fits-all approach to planning for a prosperous future.

Updates on the progress of the Neighborhood Master Plan will be reported in upcoming e-news issues.
Finneytown and Pleasant Run Farms Recognized as "Hidden Treasures"

hidden treasuresTwenty-Four communities in Hamilton County were identified in a recent housing pattern study as being racially integrated and stable, some of them for more than 20 years. Finneytown and Pleasant Run Farms, both in Springfield Township, earned the bronze level of distinction. (Levels based on number of years) The recognition was recently published in a neighborhood guide called "Hidden Treasures".
Rental Inspection Program Being Explored

Springfield Township's reputation of being a great place to live is due in large part to the quality of our neighborhoods and the range of available housing.  Recent challenges have been presented with an increase in the number of rental properties which has left many residents with concerns for their own property values.

As a viable solution to continuing high standards of livability in the Township, Trustees are committed to finding solutions to prevent deteriorating neighborhoods. One method being considered is the implementation of a self-funded rental inspection program.  The program would be aimed at promoting greater compliance with health and safety standards to reduce substandard conditions in rental housing. Township Assistant Administrator, Chris Gilbert, is conducting a study to determine the resources and effectiveness of an inspection program. By initiating a program which achieves compliance with health and safety standards in residential rental property, landlords would be held accountable for the interior condition of rental properties within the Township.

Meals on Wheels Now Hosted Out of the Springifield Township Senior & Community Center

Wednesday, July 1st began a new era of service at the Springfield Township Senior and Community Center.  Partnering with Senior Independence and its parent organization Ohio Presbyterian Retirement Services, our facility is now a distribution site for the popular and important home delivered meals program, widely known as "Meals on Wheels".

Senior Independence is responsible for the coordination and delivery of the meals Mondays through Fridays.  Meals are prepared fresh each day by a local catering firm and distributed to over 2,500 seniors in 5 area counties.  Additional frozen meals are delivered each Friday to cover the meal needs of seniors over the weekend.

The products delivered are "chilled meals" which can be re-heated at the time the meal is received or placed in a refrigerator/freezer and eaten at a later time.  Delivery normally occurs between 3:00 p.m. and 6:00 p.m. by several dedicated paid drivers and volunteers.

Seniors may sign up for home delivered meals through Senior Independence.  Cost for each meal is $6.65.  Anyone who is unable to afford paying privately for meal service can contact the Council on Aging of Southwest Ohio. (Contact information available on the link.)

The mission of the Springfield Township Senior Center is "to develop and provide quality programs, services and volunteer opportunities in a supportive environment in order to enhance the quality of life for individuals 55 and over."  The ability to add this service that provides healthy, fulfilling meals to our residents who, for a variety of reasons, are no longer able to prepare meals on their own, is just one more step in helping us fulfill this increasingly important mission.

Winton Road Construction Updates

In the last newsletter, we unveiled a new system of information to keep you informed of the progress... and the headaches to be aware of on the highly traveled corridor. Hamilton County is now sending regular photos and construction reports right to your e-mail. Stay ahead of the traffic with advanced notice of lane closures, intersection construction, and utility installations. Simply click on this link to send an email request for updates.

Visit the Township's newest Winton Road web page to view the master plan and look at the phases of development. The expected completion of phase two is August, 2009.

 the Reynard Rd. will be closed to traffic at Winton Rd.

Winton Rd. will have one lane in each direction open within the Winton/Reynard intersection. Travelers are advised of the alternate route: 

From Reynard Rd follow Pringle Dr. to Cloverview Ave. to Winton Rd., or Reynard Rd. to Woodview Dr. to Compton Rd. to Winton Rd.

From Winton follow Compton Rd. to Woodview Dr. to Reynard Rd., or Cloverview Ave. to Pringle Dr. to Reynard Rd. 
MSD Sewer Construction Project Begins in Springfield Township

The Metropolitan Sewer District of Greater Cincinnati (MSD) is installing almost 4,000 feet of new gravity sewer line and force main to improve service to customers in Springfield Township in the area of Winton, W. McKelvey and Corbett Roads. The construction project will consolidate three pump stations that are old and subject to failure.

The project began the week of June 29 and will last about 10 months.  Final restoration should be complete in the spring of 2010 depending on weather and other factors.

Construction will begin on Winton Road, just south of Corbett Road, where one of the old pump stations will be replaced with the new Winton Woods Pump Station and a stand-by generator.  The sewer line will be primarily installed through traditional open cut construction methods except for about 1,000 feet using jack and bore along Winton Road. Signs will be posted and flaggers will be help direct traffic flow.  

Construction activities will generally take place between 7 a.m. and 5:30 p.m. Monday through Friday. Weekend work may be needed.

Every effort will be made to minimize disturbances during construction, yet dust, mud, noise, vibrations should be expected in the construction area.  Water and sewer service will be maintained during construction.

 Explorer Program Now Recruiting 

Springfield Township Police Department Explorer Program is currently accepting applications for its Police Explorer Program.  The program is designed for young men and women between the ages of 15-20 years of age who have an interest in law enforcement and would like to explore the option as a possible career choice.

This program is affiliated with the Boy Scouts of America through its Learning for Life Division. The Explorer Program is designed to give young men and women actual hands on experience in various  areas of law enforcement to help them in making career  choices in the future.  The Springfield Township Police Department Explorer Program is an award winning program that has won several "Overall Best Explorer Post" in tri-state competitions over the past several years. Young men and woman in our post receive practical classroom lessons and training in a number of law enforcement areas from our officers. They also have the opportunity to interact with Springfield Township officers during these training sessions and ride alongs. Many of our Explorers have gone on to a career in law enforcement. In fact, a number of Springfield Township Police officers have been former Explorers from our program. For more information on this program, please contact Sgt. Take the opportunity to step back in time and discover a little more about the history of Cincinnati at the Springfield Township Senior and Community Center.  On Tuesday, July 21 at 1:00 p.m., residents and members of the Senior Center will have the opportunity to experience Mr. Jack Lightcap's presentation "The Queen City of the West."

Learn the story of Cincinnati's beginnings on a cold day in December 1788, when a group of about 25 men, led by Mathias Denman, landed on the north shore of the Ohio River just opposite the mouth of the Licking River to create a village known as Losantiville.

This program is free of charge to members of the Springfield Township Senior Center.  Cost for non-members is $5 for Springfield Township residents and $10 for non-residents.  Those who wish to purchase a membership to the senior center will have the seminar charges waived.

Registrations will be taken up to the day of the program. Register at the Springfield Township Senior and Community Center or by calling 522-1154. Credit card payments will be accepted with a 3% surcharge.  Normal operating hours are Tuesday through Thursday, 9:30 a.m. to 4:00 p.m. and Friday 9:30 a.m. to 1:00 p.m.

Personal History Writing Workshop
Your life experiences could fill a book! Love and loss, hard work and fun, choices and challenges, heroes and villains, mistakes and lessons - your life has all of these elements. It is an amazing story, and you are the best one to tell it!

The Springfield Township Senior Center will help seniors discover new ways to look at their life experiences and fun-filled ways to share and preserve them for future generations through a Personal History Writing Workshop. This four-week workshop conducted by Mary Ann Mayers, owner of Extraordinary Lives, will help you chronicle several stories and build the momentum to continue saving and sharing stories with family and friends.

The Personal History Writing Workshop will be held at the Senior Center on Tuesdays from 1:00 to 2:30 p.m. on August 18 & 25 and September 1 & 8.  Cost for the series is $20 for senior center members and $30 for non-members.  Those that choose to purchase a senior center membership at sign-up will have the additional non-membership fee waved.  Participants will need a 3-ring binder and pen for each class.

Registrations will be taken up to the first day of the workshop series. Register at the Springfield Township Senior and Community Center or by calling 522-1154. Congratulations to Springfield Township Senior Center Member Jo Hogan for taking first prize in her category in the annual Council on Aging's Senior Art Show.  Jo's watercolor "Retirement" is a reproduction of one of the many photographs taken on her many journeys. You can view her piece and all the pieces entered by our members at the Senior Center Open House, which will be scheduled in September. Way to go, Jo!
 
A Series of Real Estate Events

"SOLD on Springfield Township!"
A three part series designed to bring in new homebuyers will begin this month. Part one will be a teaching engagement with real estate agents. In class they will learn about Township government and taxes and gather a better understanding of the Township's assets. On September 20th, homebuyers will be invited to the largest one-time open house extravaganza  ever held in Springfield Township. The event will include prizes sponsored by our local businesses, a dinner and an entertaining wrap-up at Winton Woods. If you have a home for sale in September, call 522-1410 to register your home in the open house.
Part three of the series will take place in March and will include a Hollywood-style bus tour of the Township to real estate agents.
