The Chamber's Good Government Breakfast series has been expanded and members of the Chamber are invited to meet with U.S. Representative Jeff Flake as we discuss the status of several national issues that impact our businesses here at home.  SRP sponsors our breakfast series and will serve as the host of this informal "fireside chat" with Flake, who represents Arizona's sixth district. Of particular interest will be the efforts to create a healthy business environment to create jobs; the national health care reform efforts; and federal stimulus dollars. Immediately following breakfast, members will have the chance to ask the congressman questions as he shares his thoughts on politics in D.C. Join us on Tuesday, March 30th at Higley Center for the Performing Arts in Gilbert. Breakfast will begin at 7:30 AM. Representative Flake will begin speaking at 8:00 AM. Chamber members may attend for $20.

Leadership can be assigned or achieved; overt or inconspicuous. In whatever form or fashion, leadership is more than a trait - it is an action and belief system. Eighteen years ago, I participated in the very first class of the Gilbert Leadership program. Now, with more than 300 alumni, the program is preparing for its 19th class!  The program's alumni touts well-known community leaders including former superintendent of Gilbert Public Schools Wally Delecki, former Gilbert mayor Cynthia Dunham, Gilbert Police Chief Tim Dorn and many of the Town Council commissioners and School Board members. Although not every student has a recognizable name, you can be sure Gilbert Leadership alumni are leaders in their community and professional organizations. It is not uncommon to hear alumni introduce themselves as Class Two or Class Eight. Many even include their class number on business cards or after e-mail signatures. Past students continue to meet each year at regular alumni socials. So, what is it about this program that has such a lasting effect? Each Gilbert Leadership class is a nine-month journey into the heart of our community with issue days and interactive activities. Together, class members identify Gilbert's needs and select a class project. Last year, class XVII raised more than $35,000 to provide an energy renovation for the Gilbert Historical Museum which will result in the Museum saving more than $700 each year.
I continue to stay in touch and even work with many of my fellow Gilbert Leadership Class I classmates - Vice Mayor Linda Abbott, Councilman Dave Crozier and others. We shared an experience that shaped our personal and professional paths and I still draw on that experience to this day. I hope you will consider your role in our community. The Gilbert Chamber of Commerce has organized Shades of Ireland, a 10-day packaged tour of Ireland in October 2010, including site tours of Dublin, Kilkenny, Limerick, and more.  The package, coordinated by Collette Vacations, is offered at a rate of $2,799 per person and includes round-trip airfare from Phoenix, hotel accommodations, 13 meals, site tours and more.
An informational meeting will be held on Thursday, April 22nd from Noon to 1:00 PM at the Gilbert Chamber of Commerce, 119 N. Gilbert Rd., Ste. 101, in Gilbert. Mayor John Lewis delivered news from the Town at the Annual Mayor's Address, a luncheon sponsored last month by The Arizona Republic.  "I am pleased to have the opportunity to speak to the Chamber and provide an update on Town progress," said Mayor Lewis. "Gilbert continues to be a clean, safe, and vibrant community that supports our local businesses, families, and individuals." The event is a Chamber tradition to bring together members of Gilbert's business community to hear from the Town's leadership, according to Kathy Tilque, president/CEO of the Chamber. "Our members really enjoyed hearing Mayor Lewis' address," Tilque said. "Our mayor has a genuine interest in the business community." "The efforts of the Chamber to serve the community and enhance our 'open to business' culture is appreciated," said Mayor Lewis. The luncheon also served as a tribute to retiring town manager George Pettit. Mayor Lewis recognized Pettit and his team and Pettit was presented a gift by Susan Brechbill, the Chamber's Chairwoman of the Board. "I want to thank George for all that he has done over the years in support of the Town of Gilbert, its businesses and the Chamber of Commerce," Brechbill said. "He will surely be missed." |
| Chamber Day at Legislature Focused on Job Recovery, State Budget |

Chambers gathered from across the state to learn more about the legislative session from Speaker of the House Kirk Adams and President Bob Burns. Those in attendance sent a very strong message of support for the Arizona Jobs Recovery Act that has been held in the Senate. The Governor spoke to the group during a luncheon on the Senate Lawn. The Arizona Legislature gaveled into session in January with a significant budget deficit on the minds of most lawmakers. The State of Arizona began the calendar year with a $1.4 billion deficit in the current fiscal year and a $3.5 billion deficit in 2011. Governor Jan Brewer addressed the issue in her State of the State address to the legislature and quickly called a special session to deal with the problem. In response, the legislature passed several bills to close the funding gap. Legislation reauthorizing the Arizona Lottery, prorating nonresident withholding taxes and lease-purchase for state buildings was passed in the special session in addition to a temporary one-cent transaction privilege (sales) tax referral. The tax referral will be placed on a May 18, 2010 special election ballot. The tax, if passed by voters, is expected to raise $800 million each year. Revenues from the three-year 1% sales tax will be divided three ways - two parts, 25% to incorporated municipalities, 40.51% goes to counties, and the remaining 34.49% is deposited in the state General Fund. One of the most exciting bills to be filed this year is the Arizona Jobs Recovery Act. The bill, HB 2250, sponsored by Speaker of the House Kirk Adams (R-Mesa), includes these provisions:
· Eliminates the Arizona Job Training Tax and reorganizes the program, · Creates an Arizona Opportunity Fund to close business relocation deals, · Expands the Arizona Enterprise Zone program taxincentives, · Creates a job creation incentive on new employee withholding taxes, · Phases out the State Equalization Tax, · Reduces the commercial property tax assessment ratio, · Increases the corporate income tax sales factor for apportionment, · Lowers the Corporate Income Tax rate, and · Reduces the Personal Income Tax rate. Banner Gateway Medical Center and the Gilbert Chamber of Commerce are teaming up to present the Fourth Annual Health Summit on Saturday, March 27th and are inviting health-related businesses to showcase their products and service at this community event.
More than 1,000 residents are expected to attend this popular event where Banner Gateway Medical Center will provide health screenings to the community, including glucose, cholesterol, bone density, blood pressure testing and more. "We are looking for community businesses - anything from yoga studios and golf courses to dentists and financial planners - to join us in encouraging healthy living," said Kathy Tilque, president/CEO of the Gilbert Chamber of Commerce. "Healthy living can be improved through body and mind as well as spiritual development." Exhibitor space can be purchase through the Chamber. Chamber member exhibitor fee is $200; non-member exhibitor fee is $350. Covered booth spaces are available on a first-come, first-serve basis and only one business is permitted per booth. The Fourth Annual Health Summit will be held on Saturday, March 27th from 10:00 AM to 2:00 PM at Sam's Club at SanTan Village, 2621 S. Market Street, in Gilbert. The Chamber has been involved in the Citizen's Budget committee to examine ways to balance the $14M budget deficit at the Town for fiscal year of 2011. The Chamber hasn't taken a position on the potential tax increases as there has been no official language provided that will be sent to the ballot as of yet. Items of interest regarding the budget voted on by the Council on January 26, 2010 are as follows:
Place a .25% transaction privilege tax (sales tax) increase on the May 2010 ballot (will increase from 1.50% to 1.75%) which will be used for public safety. At this time there is no sunset clause attached to the language.

No - Daniels, Lewis, Urie
Repeal the transaction privilege tax exemption for taxpayers leasing less than three lodging spaces. The Chamber previously supported this measure as it created a level playing field for all property owners leasing out rental property. This was previously passed by the Council but threatened to be referred to the ballot and rescinded in 2009. The Council discussed if they could repeal an issue that was referred at the dais level and decided to vote to send this to the ballot in May 2010. Motion failed; no action taken on the repeal.

Why do residents move to Gilbert? Answers given often include the schools, the parks, the safe and clean community. Our Town was recently named the safest community in the entire state and 24th in the nation, something that we need a strong police and fire department to maintain. These are exactly the programs and services that continue to attract residents to our Town, and exactly the services that a full Census count supports. This year the Census is the quickest in history, with only 10 questions. Fill out those questions and return their forms immediately - and no one will ever come to their door or call. It is very important to every resident that we get a full count in order to maintain the programs that have been made a priority by our residents.  While we wait for someone to make a decision on whether we really need healthcare reform or not, the business owners we have insured have their own ideas on what needs to be done. We all seem to agree on one thing, it's not healthcare that needs to be reformed, it's the cost of healthcare that "needs fixing". Who can continue to receive double digit increases and try to offset the cost with increased sales? Who wants to keep making the decision of which plan to change to or how much to offset to the employees to keep the costs in line this year? I know I don't. As a small business owner who also pays for employer sponsored group medical premiums, I also receive the same coverages and premiums that our clients do. We not only wait to see how Congress and the President interpret "Reform", but we still have to plan for profitability and overhead costs as well. One thing we all know, but politicians do not have to deal with, is that we cannot continue to do business as usual and HOPE the cost of medical insurance goes down. None of us really believe that we can have an "any doctor" medical plan, rich benefits, no or very low doctor visit copays, guaranteed issue with no pre-existing waiting periods, and have the cost of this insurance coverage go down. Reality is that we have been raising deductibles and offsetting costs these deductible costs to our employees. Other cost shifting measures have been; a) Higher Rx Co-pays b) Higher Dr. Office Co-pays c) Higher Urgent Care Visit Co-pays d) A deductible applied to preventive care and lab costs. We have been able to keep medical premiums trending around 10% to 12% by doing these things, but we have been ignoring the most obvious. That is wellness at work and at home. Understanding wellness programs and wellness awareness programs will be the key to reduced premium costs no matter what the "reform" outcome is. This is because 80% of chronic illnesses are preventable with the implementation of wellness programs. Programs that can be used at work and at home. Every insurance carrier that has a web site presence has a wellness program that can be accessed via enrollment on their web site. Members can log on and join chats, monitoring programs, watch videos, listen to lectures, have a nurse line availability and many more things. Weight loss programs, diabetic information programs, consulting, and physician referral programs help employees to educate themselves and can alter their lives and promote a longer healthier lifestyle. |
