| Chamber Members Speak Up, Identify Needs |

Forty-three percent of Chamber members participated in two separate surveys this past month to identify needs and priorities for their businesses. According to the results of these surveys:
- 44% said the economy was the number one issue facing their business, with 16% identifying decreasing customer base as their top issue.
- 25% felt the Chamber could best support them through additional marketing and awareness programs, with 13% requesting more networking opportunities.
- 21-33% of those surveyed said they attend weekly, monthly, quarterly, and/or annual events.
- 84% said they were very satisfied with Chamber programs and services.
- 80% rated the Chamber's customer service as excellent.
The top three Chamber benefits members found of most value to their business were:
- Networking Events
- Referrals
- Advertising Opportunities
The Chamber's Board of Directors held an annual planning session last month to develop next year's business plan. Survey results were used in that process. |
| Healthcare Discounts Offer Immediate Savings |

The Gilbert Chamber of Commerce has recently formed an Insurance Benefits Committee to negotiate and communicate benefit discounts to members, especially small and medium-sized businesses. Current companies offering premium discounts from 3 to 5 percent include Blue Cross Blue Shield of Arizona, Humana, and Total Dental Administrators (TDA). | Chamber Membership Good for Business |

A chamber of commerce membership conveys good business practices, community involvement and reputability, according to an independent study conducted by The Schapiro Group of Atlanta at the request of the American Chamber of Commerce Executives. Results from the survey concluded when consumers know that a small business is a member of the chamber of commerce, they are 44% more likely to think favorably of it and 63% more likely to purchase goods or services from the company in the future. "Local chambers of commerce have long been a significant aspect of business communities and often directly impact the environment in which businesses operate," said Kathy Langdon, President/CEO of the Gilbert Chamber of Commerce. "Although these results are not shocking to me, I am thrilled ACCE now has statistics to back our efforts."
According to survey respondents, if they know that a small business is a member of its local chamber, the business enjoys a 51% increase in consumer awareness and a 57% increase in its local reputation. "At the Gilbert Chamber of Commerce, we have represented large corporations to home-based businesses for more than 30 years," Langdon said. "Our Board, committees and staff work to advocate on behalf of, identify the needs of, and present opportunities to all of our 635 members." O - Once a year, talk to your doctor about preventative screenings you may need for cancer, heart disease and diabetes. U - Use no tobacco products of any kind - smoke or smokeless. Y- Your family, friends and pets. A loving, supportive social network can help relieve stress and increase your sense of well-being. | Chambers Organize 2009 Mission to China |

The Gilbert, Tempe, Scottsdale, and Mesa Chambers of Commerce are once again organizing a Mission to China, slated for October 2009. This year's mission is a 9-day tour of memorable sites, both ancient and modern, including a multitude of unforgettable experiences of professional interest. The travel package, coordinated by Citslinc, includes: · Round trip airfare from LAX to China · Five-star or four-star hotel accommodation · Deluxe tour bus · Knowledgeable guides · Three full meals each day · Fees for all attractions · Applicable taxes This package is available to members of the Gilbert Chamber of Commerce at a rate of $1,799 per person, with a registration deposit of $200 per person. | Chamber Head Meets with U.S. Senators, Congressmen |

It was a march on Washington - well, almost. Due to economic times, chamber executives from across the state cancelled the trip to DC to visit our US representatives and instead met with them in their local offices during their Congressional break.  Representing the Gilbert Chamber of Commerce and the East Valley Chambers of Commerce Alliance, I was able to meet with Senators Jon Kyl and John McCain, along with Representatives Jeff Flake and Harry Mitchell. These intimate gatherings gave us the chance to express concerns about the challenges small businesses face everyday as they hold on in hopes of the economy turning around. Eliminating the secret ballot for union start-ups, additional burdens and regulations regarding healthcare, transportation allocations to donor states (Arizona currently receives 92 cents of every dollar collected), climate control and energy costs, along with comprehensive immigration reform were all discussed. I must say that all of our U.S. representatives were very open and understanding about the importance of stimulating our economy through job growth in small businesses. They have a tough battle in DC but I felt better knowing they heard our collective voice and will remain in close contact with our chambers as they need support passing pro-business legislation. |
| East Valley Chamber of Commerce Alliance Update |

The budget impasse continues to be the focus of the Arizona Legislature. Lawmakers are challenged to address a $3.4 billion deficit in fiscal year 2010. A number of proposals from Republicans and Democrats alike have been circulated at the Capitol with little consensus. Similarly, public opinion polls demonstrate mixed feelings about revenue generation, a tax increase and significant state program cuts. Ideas of note to the business community receiving attention include: Initiative Reform Slightly more than 40% of the state budget is inaccessible because the revenues are part of previous ballot proposition. Some lawmakers are suggesting an initiative that would allow the Legislature to access these funds in times of a fiscal crisis. Agency Cuts Across the board, Arizona state agencies will be cut as an element of any budget fix. Privatization Privatization of appropriate state services continues to be a topic of discussion in budget deliberations. The Alliance believes the private sector can assist with many government services amid a down economy. Asset Divestiture From prisons to hospitals, the Legislature is taking stock of its assets. Sale and lease-back of state assets provides one-time money but may be an option for bridging the budget gap. Higher Education Rollovers Much like the K-12 rollover used in past fiscal years, lawmakers are considering withholding the final payment of this fiscal year to community colleges and state universities until next fiscal year. This budget trick could make $75 million available next fiscal year. Tax Increases A number of tax increases are under consideration at the Capitol. Ideas submitted by Republicans and Democrats include:
Temporary State Transaction Privilege Tax (Sales) Tax As a last resort, Governor Brewer suggested a temporary tax increase to generate $1 billion next year. While the Governor has not indicated which tax should be increased, only an additional $.01 sales tax would generate the $1 billion she cited in an address to the Legislature. State Equalization Tax Reinstatement The State Equalization Property Tax that was suspended three years ago would be allowed to go back into effect under a proposal suggested by Democrats. The tax would hit businesses harder than other property tax classifications and would generate nearly $250 million for the State. Service Tax Democrats have suggested removing the compensation businesses currently receive for administering the state sales tax. In addition, sales tax would be placed on warranties and service contracts. Energy Tax Democrats have suggested a $.01 per kilowatt-hour excise tax on nonrenewable energy. The idea is estimated to generate $233 million.
