At the Gilbert Chamber's recent Small Business Workshop, Jim Traub, an Internal Revenue Service (IRS) counselor, and Mark Stewart, CPA, discussed the importance of business tax planning.
 
"The majority of small business owners are so intent on maintaining their businesses that they overlook tax planning," said Traub. "This can cost them."
 
One of the best actions an owner can take is to find a qualified tax advisor to meet with on a regular basis-at least quarterly. And, take the responsibility of finding tax advantages that  benefit your specific business. The IRS provides publications, forms and other tax materials to help taxpayers.
 
Likewise, it is important to be organized and prepared. Your accountant only has so much time and it is to your benefit that they use the time looking for deductions rather than organizing your paperwork. Anything you do to procure income for your business should be logged and documented.
 
According to Traub, most businesses overpay their taxes due to misconceptions of what is deductible or otherwise bad advice.
 
"A tax refund isn't necessarily a good thing." Traub said. "You're giving the government an  interest-free loan."
 
Stewart said the IRS wants your business to succeed to generate additional tax dollars and said the Economic Recovery Act provides a number of allowances that benefit small business owners, including the Section 179 Deduction allowance, which has been extended through 2009.

Is Government Regulation Getting You Down?

According to the recent survey and focus group hosted by the Chamber, the answer to that question would be "Yes."
 
With businesses spinning from the shocking halt to our economic growth, the State Legislature has offered to hear from Chambers regarding regulations that are harmful to businesses. The Gilbert Chamber has taken a lead in soliciting input from our members.
 
During recent weeks, specific issues rose to the top as businesses of all sizes and types responded to the Chamber's public policy committee's inquiries.  
 
Report duplication for Transaction Privilege Tax and new hires, unemployment claim processes, and workers' compensation reporting and filings were all identified as sources of frustration for businesses.
 
The Chamber's Public Policy committee will continue to solicit responses and potential solutions to help businesses in their day-to-day operations of managing government regulations.  Results will be passed on to our State representatives in the near future.
 
We will also evaluate the Town of Gilbert's regulations to help relieve the burden on businesses.  If you'd like to  provide input into these efforts, please email kathy@gilbertchamber.com.
An Introspective View From Town Hall

Members of the Chamber heard from Town Manager George Pettit at the February Gilbert NOW! Luncheon as he outlined the next few years' anticipated financial and economic outlook.
 
A Reflection on 2008 -
 
The Citizen Satisfaction Survey showed that 96.6% are generally or very satisfied with living in Gilbert.  Poor roads, congestion, and road construction lead the dislikes of 16.5%.  Eighty-nine percent were satisfied with the allocation of tax dollars and 88% felt safe in Gilbert.  Topping the list of most-liked services were the fire department, garbage collection, recycling, police, and uncontained refuse.
 
Single Family Permit issues plummeted from 2,900 in 2007 to 1,110 in 2008.  Non-residential permit values have declined from $30 million per month one year ago to $4 million the last few months of the year. Revenue sources and distribution of general funds was discussed.  The majority of general fund monies are used for fire and police protection with sales tax as the chief generator of this revenue.
 
Looking Forward -
 
The General Plan is required to be updated every ten years and the Town is beginning its public process to prepare for a November 2011 election. The Town is positioning Gilbert for economic recovery with strategic capital investments, process improvements, and innovative methods to manage the Town during the downturn. Preparation for a 2010 Census is also underway.
 
Pettit ended his presentation with a commitment to the businesses and residents of the community to provide superior municipal services.  Businesses were asked to provide input on priorities to meet this commitment.
Businesses Needed to Encourage Gilbert Students

The Gilbert Chamber of Commerce has partnered with Gilbert Public Schools to participate in the Arizona Academic Scholars Program.  The scholars program challenges students to take the courses needed to prepare themselves for post-secondary education.
 
We are looking for members and local businesses to become involved with the students in many different levels, including educating students and parents about the scholars program, mentoring students in the classroom and sponsoring the program.
 
The Gilbert Chamber of Commerce will be holding training courses for those businesses who would like to volunteer their time. Check the event calendar at www.gilbertaz.com for training dates and times.

Chamber to Organize a Second Leads Club

Every Tuesday morning, members of the Gilbert Chamber of Commerce's Leads Club gather to share business opportunities and recent experiences as well as to generally support and encourage one   another.  The group is unique in that each industry may be represented by only one business, providing an exclusive opportunity for networking.
 
The synergy of this group has increased business for members like Mimi Baglio, Owner of Giovanni's Little Italy, who has teamed up with Sunrise Senior Living of Gilbert.
 
"I've worked with their chef and activity coordinators, which has generated a lot of business for us," said Baglio. "We have gained some valued customers."
 
In turn, Baglio referred Sunrise Senior Living of Gilbert to her physician as a potential client.
 
"Mimi actually delivers the food for us and gets the table nicely set up before we even arrive," said Leslie Dytko, Director of Community Relations at Sunrise. "It makes things so much easier for our marketing team."
 
Due to overwhelming response, the Chamber will be organizing an additional Leads Club over the next few weeks but will need participation for a number of industries. These industries include:

Chamber Event to Promote Healthy Living

The Gilbert Chamber of Commerce will hold the 3rd Annual Health Summit, sponsored by Banner Gateway Medical Center,  on  Saturday, April 4th from 10 a.m. to 3 p.m.
 
The event will feature health experts in medical imaging, eye specialists, skin care, chiropractic care, depression, and oncology and will include free screenings and interactive health related activities.
 
In addition, Mesquite High School's student council will have educational displays and fundraising activities to benefit the     awareness and research of autism.

Accident Investigators Issue Ten Tips For Safety
 
Through several years of investigating accidents and research in the field of accident reconstruction, leaders in the field of SCF Arizonaoccupational accident prevention have concluded that there are specific reasons why accidents occur. They found that worker safety is dependent on worker behavior and human factors. They developed ten safety rules and, while some of you may have heard them before, they are worth repeating:
 
STAY ALERT - and stay alive. The more awake a worker is, the less likely he or she is to get hurt.
 
WEAR THE RIGHT CLOTHES - work clothes should fit properly.  Anything that can catch in machinery or trip you up is hazardous. Wear protective clothing and equipment as required.
 
USE THE RIGHT TOOLS - if you need a hammer, get a hammer. Taking the time to get the right tool could save you time and injury in the end.
 
LEARN HOW TO LIFT - Lifting takes more than muscle; it is an art. Get help to handle anything that is too heavy or cumbersome for you.
 
DON'T BE A PRANKSTER - practical jokes and horseplay can be dangerous around machinery.
 
BE TIDY - Good housekeeping reduces hazards in the workplace or your home.  Keep the floors clean, pick up scraps, wipe up spills. A slip or trip can be fatal.
 
REPORTING IS IMPORTANT - Never fail to report accidents, defective equipment, and unsafe conditions.
 
GET FIRST AID IMMEDIATELY - if you're hurt -- even if it is just a scratch. Neglect of the injury may lead to serious infection, weeks of lost time, even permanent injury.
 
BACK YOUR SAFETY PROGRAM - If you have an idea you believe will reduce  accidents, tell your supervisor about it. Set an example by obeying safety rules.   Cooperate with your safety committee.
 
NEVER TAKE A CHANCE - Next to sheer carelessness, the short cut is probably the biggest killer of all. To save a minute or two, you may lose a lifetime. Whatever you are doing, if you are not doing it safely, you are not doing it right!!

State Legislature Announces Initial Cuts
 
The Arizona Legislature plugged a $1.7 billion fiscal year 2009 budget shortfall last month making significant cuts to state agencies and state programs. While lawmakers held the line on any tax increases, the business community is not immune to the impact of the revised budget.
 
The following sweeps and cuts are of note to the business community:
 
K-12 Education - $133 million cut
Universities - $141 million cut
Job Training Fund - Swept
State Transportation Accelerated Needs - Swept
 
Resolved and pending lawsuits against the State in addition to declines in revenue may force additional budget alterations. However, the looming and much larger challenge is the fiscal year 2010 budget.
 
Until the 2010 budget is addressed, the Senate is not scheduled to hear any bills. The House is moving legislation through committee but has slowed its pace due to the Senate schedule.
 
Several bills of note to the business community have had hearings in the House. They include:
 
HB 2401 - administrative rules oversight committee
Reestablishes the Administrative Rules Oversight Committee
 
HB 2422 - workers' compensation; earnings capacity; determination
In computing the reduced monthly earning capacity for benefits in workers' compensation cases, the bill requires wages that were not earned due to employee misconduct to be considered as wages actually earned.
 
HB 2198 - settlement of claims; workers' compensation
Mandates that a full and final settlement of a workers' compensation claim cannot be reopened or rearranged, except in the case of fraud or mutual mistake of material fact
 
HB 2057 - workers' compensation; deposit premiums
Allows employers to pay workers' compensation premiums for workers' compensation insurance in semi-annual, quarterly or monthly installments
