 AUTOGAS Infrastructure Tax Credits

 

Alternative Fuel Vehicle Refueling Property Credit

 

Businesses can still qualify for the propane infrastructure tax credit in 2011; so if you are looking to install, this year is the year to do it while tax credits still exist. 

 

For 2011, the credit amount is up to 30% of the cost, not to exceed $30,000. 

The property must be used for dispensing alternative fuel at the point where the fuel is delivered into the fuel tank of a motor vehicle.  Fueling station owners who install qualified equipment at multiple sites are allowed to use the credit towards each location.

 

Eligible Costs

 

(1) The cost of refueling property includes all costs of acquiring or constructing the alt fuel refueling property or of converting conventional refueling property (like gasoline) into an alternative fuel refueling property.

 

(2) The cost of alt fuel refueling property DOES NOT include costs that are properly allocable to land or to a building and its structural components. Costs properly allocable to land include, but are not limited to, costs related to the acquisition of land on which the alt fuel refueling property is located and expenses for permits, legal fees, project management, or engineering to the extent such expenses are related to the land.

 

Under current law, the credit expires December 31, 2011, for all other eligible fuel types. Unused credits that qualify as general business tax credits, as defined by the Internal Revenue Service (IRS), may be carried backward one year and carried forward 20 years. For more information, see IRS Form 8911 and/or Form 3800, which are available via the IRS Web site. (Reference H.R. 4853, 2010, Section 711; and 26 U.S. Code 30C and 38B).

NEW PRODUCT: Super Quick Exhaust (SQE) Valves for Enhanced Remote Closure and Multi-Control Shuttling
 

Enhanced Remote Closure

The SQE valve is available in 1/8" FNPT openings-SQE1 or 1/4" FNPT openings-SQE2.

A number of authorities having jurisdiction have complained that occasional storage locations take too long to shutdown the internal valves and ESV's when the remote shutdown systems are activated. GEC offers a product called a Super Quick Exhaust Valve (SQE), manufactured byHumphrey Valves.

The SQE valve speeds up the discharge rate of a pneumatic actuation system. Let's look at a pneumatic system that consisted of 300 feet of tubing with 9 actuators and included two 3-way shutdown control toggle valves in the system.
One was located at the bobtail bulkhead and one at the exit fence about ninety feet away. The toggle at the bulkhead was closing all the valves in about 15 seconds which was acceptable; however it was taking 55 seconds to close when activated at the fence control valve.

By utilizing an SQE2 (1/4") super quick exhaust valve and installing it near the inlet side of the bulkhead toggle; after installation when re-tested the 3-way shutdown toggle at the fence closed all the actuators in 10 seconds. When you recharge the pneumatic system it automatically resets itself.

The SQE valve provides a very affordable (<$30) and enhanced pneumatic shutdown system providing rapid closure of ESV's and internal valves.
The installation is simple by using two of quick connect tubing fittings and cutting the tubing to install.

Important Note:  Since NFPA 58 (2008 ed), 6.10 (2) limits the size of tubing that can be used on a pneumatic control system to 3/8" outside diameter, shutdown times will be extensive with lengthy runs of tubing on a large installation.  The use of several SQE(s) may be warranted on an as-needed basis, since most tubing used is ¼" OD.

Additional Note:  Some AHJ have required only one remote shutdown station; but in accordance with NFPA 58 (2008 ed), section 5.12.4 (3) if you are installing ESV's with Actuators (not cable or pneumatic releases), you may be required to provide a pneumatic shutdown station at the ESV location to meet paragraph (3) that requires manual shutoff at the installed location (espeically if they are installed on top of tanks or in inaccessible areas or without manual closure capability).  If the ESV was being installed for cable closing or pneumatic release closing you would not need a pneumatic shutdown station at the ESV because you have access to closing by using the handle manually.  But, when you install an actuator; you lose manual control of the valve except through the remote control station.

Multi-Control Shuttling:

The SQE valve can also be utilized as a SHUTTLE VALVE in addition to a super quick exhaust valve.  "What is a shuttle valve?  Have you ever had an installation with multiple bulkheads where you wanted to have individual control of the storage tank internal valves and individual bulkhead ESV's from each bulkhead?  If so, by utilizing a shuttle valve you can control internal valves or ESV's from multiple locations without hindering each other's operation.

For example, a customer with two bulk storage tanks incorporating two internal valves in each tank and two bulkheads with two ESV's at each bulkhead; can prevent operation of valve closure at the remote bulkheads when one transport completes unloading/loading.  The concern is when a bobtail would load at a different bulkhead while a transport was already unloading at the first bulkhead.  You do not want the transport driver to shutdown the master remote shutdown and close the tank internal valves while the bobtail driver is still loading his bobtail creating a safety issue by running the pump dry with no liquid supply from the tanks.  To prevent this from occurring you can utilize separate 3-way control valves at each bulkhead and still have a master remote control shutdown to meet the regulatory requirement (at least 25' not more than 100' from the liquid transfer point).

Multi-Control Shuttling #2 Example:

Another application for a SQE valve as a Shuttle valve is a bulk storage site with a bulkhead but also has a cylinder filling station that is supplied from one of the storage tanks.  By installing separate 3-way control valves at the bulkhead and cylinder station you can use a SQE to control the internal valves on the storage tank that supplies the cylinder pump.  This will allow you to be able to 1) shut down all ESV's and internal valves from the Remote station,  2) The control valve at the bulkhead will shutdown the bulkhead ESV's and all internal valves on all tanks UNLESS the control valve for the cylinder pump is open, then the cylinder filling supply tank internal valve will remain open until that control valve or the Master remote control valve is closed.  3) if the master remote is open and the cylinder pump control is opened it will open only the internal valve on the pump supply tank.

"Did You Know?"

REGULATIONS: NFPA 58 2008 edition

Section 6.18.2.5 & section A6.18.2.5 of the 2008 edition of NFPA 58 requires liquid transfer system piping to incorporate the use of screens or strainers to prevent debris from impeding the action of valves and other components of the piping system.

GEC offers the RegO (A)5769H ACME coupling which DOES incorporate a screen in the coupling to meet the requirements of the section 6.18.2.5 rule. For those installations that do not incorporate a 5769H or is fitted with a transfer hose, positive shutoff valve and female acme coupling, that line may require a strainer to comply with the rule.

PENDING ADOPTION OF THE 2011 Edition by your AHJ, BE AWARE THAT EXISTING INSTALLATIONS ARE NOT GRANDFATHERED AND ALL INSTALLATIONS MUST COMPLY with this regulation ON OR BEFORE JULY 1, 2011; the same date as the deadline for storage upgrade rules.

What violation is the use of this typical manual shutoff valve with a displaceable valve member as an appliance shutoff valve?

The standard is NFPA 54, §9.6.4 (2006 ed & earlier), relating to appliance shutoff valves and connections.  NFPA 54, §9.6.4 requires each appliance connected to an LP-gas piping system to be equipped with either an accessible, approved manual shutoff valve with a non-displaceable valve member or a listed gas convenience outlet.

Shutoff valves that are 1 inch National Pipe Thread and smaller must be listed as required by NFPA 54, §5.12.  Each shutoff valve must serve a single appliance only and be installed in accordance with NFPA 54, §9.6.4.1.  A violation of §9.6.4 occurs when a required shutoff valve is either not accessible or unapproved.  Failing to provide or to properly install a manual shutoff valve or listed convenience outlet is also a violation of §9.6.4.

Compliance with this standard is critical to ensure that a manual shutoff valve or gas convenience outlet does not leak and is available to isolate an appliance for servicing, removal or replacement without shutting off the gas supply to other appliances.

Shutoff valves with displaceable valve members are prohibited. Leakage can occur in these shutoff valves if the spring at the bottom of the valve is compressed, allowing the valve member to be displaced and gas to flow through the valve or leak from the valve stem.  Leakage can occur even when the shutoff valve is equipped with a cap or plug.

Marketers should make sure their delivery, service and installation personnel are properly trained to identify both compliant and noncompliant installations. Employees should also be trained to inform customers of unsafe installations and offer corrective action.  Installations made prior to your AHJ's adoption of NFPA 54 may be grandfathered.

 

Approved ValveGEC offers listed, appliance cutoff valves with non-displaceable valve members.  GEC valves are manufacturered by Jomar and are CGA, AGA, and UL listed for LP gas up to 600 psig/-40 degrees F to 300 degrees F.  They are available in a number of sizes with flare by flare, flare by NPT, and NPT by NPT thread connections.

 

Our Jomar Blue Cap T203 & T204 ball valve handles can be locked in the closed position.  While handle is in the closed postion, remove the screw, rotate the handle 180 degrees aligning stop and notch, then replace the screw.
