Welcome! In this issue we are pleased to highlight our latest workforce initiatives in the life sciences.
New cultural competence standards for health care are coming. Be prepared!
 

Health care organizations nationwide have been responding to issues in language, health literacy and cultureThe Joint Commission accredits and certifies more than 17,000 health care organizations across the nation, and has developed new standards regarding cultural competence. 

 

The standards are a result of an 18-month project to increase national attention to cultural competence, highlight its intersection with patient-centered care, and improve the safety and quality of care for all patients.  The implementation for the proposed requirements is set for early 2011.

 
All health care employers are welcome to attend this event to prepare their organizations to meet the new requirements. Amy Wilson-Stronks and Patricia Admanski of The Joint Commission will present the new requirements for the first time in Pennsylvania at the Cultural Competence Symposium, to be held on Wednesday, May 26, 2010 at Thomas Jefferson University's Alumni Hall.
 
They will speak following remarks from Jamahal Boyd, Director of the Pennsylvania Office of Health Equity, and Joseph Micucci, Director, Human Resources, Jefferson University Hospitals - Methodist.

Strides in Health Care Workforce Development
Over 3,000 incumbent health care workers in our region have received training though the Southeastern Pennsylvania Health Care Partnership and Southeastern Pennsylvania Long-Term Care Industry Partnership, with an average cost of under $60 per worker.
Training opportunities include:
  • Grow Your Own Staff:  The Partnerships offer trainings in medical terminology at Methodist Hospital and Crozer Medical Center; a highly sought after wound care certification prep course at Genesis HealthCare; implementation of patient safety deltas at the University of Pennsylvania Health System; diversity leadership at Children's Hospital of Philadelphia; and chef apprentice at ACTS Retirement Communities. 
  • Health Information Technology: Electronic medical records training is available at Abington Health System for both Abington and Lansdale Hospitals.  Holy Redeemer Health System's programming incorporates health information technology as well as emerging technology around bar coding for safe and effective medication administration.
  • Emerging Technologies: Genesis HealthCare's emerging modalities program features national experts in the subject matter and focuses on cutting edge technology used in wound treatment.
 
Southeastern Pennsylvania Long Term Care Partnership training programs also encompass a wide variety of areas including: team building, dementia/Alzheimer's care, customer service, medication administration, and other patient care related topics. 
 
Employers offering these aggregate trainings include Beelong Adult Services, Chandler Hall, Comfort Keepers, Daikon Lutheran, Friends Home and Village, Home Helpers, Mercy Community, Pine Run, St. Joseph's Manor, Lafayette Redeemer, Attleboro, Southeastern Health Services of PA, Wesley Enhanced Living, Whitemarsh Continuing Care, and Wood River Village.

Announcing the Southeast Pennsylvania BioScience On-The-Job Training Grant

The Pennsylvania Department of Labor and IndustryMontgomery County Workforce Investment Board, and Life Science Career Alliance are pleased to announce a wonderful opportunity for bioscience employers to participate in the On-The-Job Training (OJT) Grant Program through June 2011.

OJT is an ideal program for emerging companies seeking to expand their workforce. Participation in this program can provide reimbursement up to 50 percent of an employees wages, with a maximum of $3,600 per individual during the defined onboard/training period (no longer than 6 months) immediately following hire.

This particular grant is specific to bioscience companies in Southeastern Pennsylvania, due to the commitment of all parties to re-employ professionals and support industry innovation. To learn more about this program, please contact Colleen Hamilton at

HIRE Act enacted into law
Two new tax benefits are now available to employers hiring workers who were previously unemployed or only working part time. These provisions are part of the Hiring Incentives to Restore Employment (HIRE) Act.
 
Employers who hire unemployed workers before the end of 2010, may qualify for a 6.2% payroll tax incentive. In addition, for each worker retained for at least a year, businesses may claim an additional general business tax credit of up to $1,000 per worker when they file their 2011 income tax returns. Support Industry Partnerships in PA
Industry Partnerships in Pennsylvania brings together numerous employers in the same industry to identify common workforce training needs and talent gaps. Industry Partnerships then address these needs, resulting in significant improvements in productivity for the employers, and training and wage gains for the workers.
 
Since the inception of Industry Partnerships, Life Science Career Alliance has either created, led, or developed many of these collaborations:
  • BioScience Partnership (formerly Life Science Industry Partnership)
  • Chester County Health Care Partnership
  • Delaware County Healthcare Employers Consortium
  • Pennsylvania Partnership for Direct Care Workers
  • Southeast PA Long-Term Care Industry Partnership
  • Southeast PA Health Care Partnership
These partnerships have provided training opportunities to thousands of workers, promoted careers in  health care and biosciences, provided resoruce information to many dislocated workers, and facilitated in the sharing of best practices. 
 
On March 24, 2010, the Pennsylvania House of Representatives unanimously passed House Bill 2230 to establish  Industry Partnerships in Pennsylvania under law.  The bill is now in the Senate's Labor & Industry Committee.
 
It is important to notify members of the Committee of your support.   Act now to make industry partnerships a sustainable part of Pennsylvania's workforce development system!
