Febuary 2012
Dear Smart Start Supporter,

Pennsylvania is celebrating 10 years of Keystone STARS to quality program for early childhood programs by showcasing children who are Shining Stars!  Shining Stars are invited to a recognition and family fun day in Harrisburg on May 8, including free tickets to Harrisburg attractions.   If there is enough interest, we will try to arrange a bus for Centre County families to travel to Harrisburg together on May 8.

Who is eligible to be a Shining Star?

Any child who has participated in a Keystone STARS program (at STAR 2 level or higher) for at least two years is eligible to be recognized as a Shining Star. The child may be a "graduate" of the program. The program should currently hold a STAR 2-4 rating even if the child has graduated.

Who can nominate a Shining Star?

  • Children can nominate themselves (with their parent's or guardian's permission)
  • Families of children
  • Teachers and program directors (with permission from the child's parent or guardian)

How do I nominate a Shining Star?

Complete the nomination form, including a short essay or video essay about how participating in a Keystone STARS program has made a difference in the child's and family's lives. Permission to use the essays for publicity must be included.

For a nomination form, email kelly@smartstartcc.org.  Nominations are due by March 9.

information and answered questions about Kindergarten programs and registration.
Parents really appreciated the opportunity to talk to staff from different schools at one time and place.

Our event this year featured a health and nutrition theme, with 6 active play stations for children and take-home materials including a WIC Program cookbook, the children's book "The Berenstain Bears and Too Much Junk Food," a jump rope, a ball, and reused materials for active play at home. Families also C2K 5enjoyed visiting our popular reading area, provided this year by Cen-Clear Child Services.

Thanks to generous donations, we were able to give 150 Kindergarten-bound children who attended a free "Class of 2025" t-shirt. An additional 850 of the t-shirts will be given to children at Kindergarten registration.

Advocacy This Month:  Governor's Budget Cuts Early Childhood Programs
From PennAEYC (Pennsylvania Association for the Education of Young Children www.pennaeyc.org)

This week, Governor Corbett released his proposed 2012-2013 Pennsylvania budget.

His proposed budget calls for steep cuts to programs that support low-income, working families and high quality early learning, including Child Care Works, Keystone STARS, Pre-K Counts and Head Start Supplemental Assistance.

The proposed budget also eliminates the Accountability Block Grant, a major source of funding for pre-k and full-day kindergarten, but proposes no new revenue options to support essential early learning programs and resources.

PennAEYC has prepared a short handout with a breakdown of the proposed ECE budget, as well as revenue options  being left on the table that could boost support for ECE.

Stay informed by following PennAEYC on Facebook to receive breaking news on ECE issues across the state, sign up early for Action Day, and reach out with any questions you may have about the budget.
