Child Care Works waiting list cleared - Eligible Famlies Should Apply NOW
Yesterday, OCDEL and the CCIS agencies were able to provide Child Care Works subsidy to every family on the waiting list. With the help of the federal stimulus ARRA funds, the Child Care Works waiting list was cleared for the first time since 2003.

Keystone STARS - an initiative of the Office of Child Development and Early Learning (OCDEL) to support quality improvement efforts of early learning programs.   Performance Standards are grouped into four levels:  STAR 1, STAR 2, STAR 3, and STAR 4 with increasing expectations for staff qualifications and professional development, the early learning program, partnerships with family and community, and leadership and management. Click here to find a STARS facility near you.

Lock Haven University of Pennsylvania is now offering an ECED concentration in their M.Ed. in Teaching and Learning and M.Ed. in Alternative Education programs.  The first course offering will be Advanced Child Development, available online, Fall 2010.   For more information, click here.

Dear Smart Start Supporter,
 
A big "Thank You" goes to the State College Municipal Building and the State College YMCA for displaying children's artwork last month.  For those who didn't get to the show, you can visit us at www.smartstartcc.org to download a powerpoint slideshow of the artwork from the Municipal Building, or go to our Facebook page to see photos of some of the artwork.   We also want to thank Gail Guss from Bennett Family Center and Mandy Figard and Karen Sankey from Child Development Laboratory for coordinating the artwork display. 
 
In addition, much appreciation also goes out to all of the community readers who made our One Book Community Reading project a success!  Almost 800 children participated and their programs received free copies of the book provided by Smart Start.   
 
While April was about celebrating children and May brings us Provider Appreciation Day (today May 7), May and June also find us busy with advocacy efforts, and we hope for as many eager participants for this important work.  A large part of what we do is work to educate our legislators, business leaders, parents of young children, and other decision-makers about the critical importance of quality programs and services for young children and the problems with funding these programs and services.  You can find out more by joining us the evening of Tuesday, May 25, when we will welcome leaders from around the state to a panel discussion on "The State of the Child" at the Penn Stater.  This will be a great opportunity to learn about programs, initiatives, and funding issues that affect many of the children and families in our county.   For details or to RSVP for this event, email Eileen at eileen@smartstartcc.org.

Member Article:  "Moore on Kids"

Dr. Thomas Moore, early childhood educator, singer, and public speaker, was the keynote presenter at the Early Years are Learning Years conference in January.  Many conference attendees, including myself, were moved and motivated by his presentation. 
 
Several times during his keynote, Dr. Moore described his thinking about the importance of paying attention to children by really trying to understand what they are saying and thinking.  Children are "highly skilled at pulling together everything they know," but sometimes they don't know the right words to accurately express their observations. 
 
 Listening closely to children, with our full attention, helps us understand, affirm, and respect what they know and what they want to know.  I related his words to an experience I had many years ago when a young school-age child asked me about a bird she had seen.  It was "green with a red beak," and she wanted to know what kind of bird it was.  My first thought was that there is no bird in Central PA that matches that description, but she insisted that it was accurate.  So, I took the time to flip through my bird book and discovered that there is in fact, a very common bird that meets that description, even though I don't 'see' it that way.   Dr. Moore said, "I want the child to trust what he knows."  Had I not taken the time to understand her question, I would have told her that she was wrong, when she was in fact quite right.  Thoughtful attention and feedback from someone else about their ideas helps children refine their observations and knowledge.    
 
Children want to know that they are listened to well and that their ideas are interesting and important to their parents and teachers.  Dr. Moore said a good classroom is one where every child
--has a chance
--feels that this is his classroom
--feels that the teacher wants to know him or her. 
All of these goals can be met by the teacher taking time to listen carefully and respond respectfully to children's words.  And parents can provide the same respect for their children's thinking by practicing patient, attentive listening. 
Advocacy this Month:  Governor Race
PCN has created an Election Central section of its website where it is posting all the candidates' forums that they broadcast. Go to http://www.pcntv.com/election2010/index.html  and click on Econ Summit Gub Forum 4/19/10 to view the candidate panel on early education that was held by the Early Learning Investment Commission.
 
Delaware Valley AEYC (Association for the Education of Young Children), in partnership with Pittsburgh AEYC and Pennsylvania AEYC, produced a video in which five of the six candidates state their positions on early education. Kindergarten Transition Booklets
bookletsSmart Start is proud to have provided over 750 Kindergarten booklets to 7 elementary schools in State College and Bellefonte Area School Districts so far, thanks to the hard work of many volunteers, our Project Mananger, and a grant from the Pennsylvania Department of Public Welfare and Education's Office of Child Development and Early Learning.  Copies of the booklets are also being provided to early care and education providers to add to their  Kindergarten transition activities.  If you have used one of the booklets, please share your experience by emailing us at info@smartstartcc.org.  School districts, early care and education providers, and interested parents are being invited to a dinner training on June 2 to learn about best practices for Kindergarten transition.  For more information, contact Kelly at kelly@smartstartcc.org or call 238-0331. 
Study Participants Needed 
Angie Morrison, Project Coordinator of The Family Study, is currently recruiting chldren age 3, 4, or 5 and their mothers to participate in a research project with the Counseling Psychology Department at Penn State.  If you or anyone you know might be interested, contact Angie at 814-867-2322 or thefamilystudy@psu.edu.  If eligible, participants will receive up to $150 in cash.

Early Childhood Mental Health Action Committee 
--Bennett Family Center and Cen-Clear Child Services are offering Tuning in to Kids.  Completing current session offered through SCASD Family Outreach Services, due to waiting list may offer a summer session.     
--The committee is continuing work on an application to Community Care Behavioral Health for a grant to fund Mental Health Consultation to Child Care.

Parenting & Literacy Action Committee
--Pre-K Calendar final draft will be reviewed this week, and the latest revision of Babies Rock with Books goes for design next. 
--Intern Rachael Maras drafted an updated The Family Resource Directory which is under review.  Please send new information for the Directory to Eileen at eileen@smartstartcc.org.

Early Care & Education Action Committee
--A transition dinner meeting is being planned for representatives from all 13 Title 1 elementary schools.  Kindergarten Booklets are still being developed for Bald Eagle and Penns Valley Area School Districts.
