Greetings!
2012 has gotten off to a great start and we're excited about another year of partnership with you in strengthening Colorado's communities. Earlier this month, our hearing before the Joint Local Government Committee where we presented highlights from our Strategic Plan went exceptionally well. DOLA's Strategic Plan for FY2012 - 2013 can be viewed on our website. Please take a look and let us know what you think. This year, we're taking a new approach in how we draft our FY 2013 - 2014 Strategic Plan. We're going to be looking to all department staff and our partners throughout Colorado to help us develop a plan that best addresses our objectives and goals and reflects our role in working with you. Your feedback in this process will be invaluable and you'll be hearing more from us about this in the spring. Here's a few highlights of what's going on here at DOLA. Governor Hickenlooper talks with state agencies and local government associations at an E05 meeting

The new online interface to improve communication between state agencies with rule making authority and local governments is up and running.
Thanks to intensive efforts among local governments and associations, among state agencies and across all of DOLA's divisions, a new way of doing business as outlined by Governor Hickenlooper's Executive Order 5 is underway.
The new online system provides a method for getting feedback from municipalities, counties, special districts, school districts and councils of government when a state agency embarks on developing a new rule. The willingness of local governments to participate is essential. The new online system is a way for local communities to raise their hand and have their voices heard.
As with any new system, we anticipate there may be some kinks to work out along with way. But the more participation, the more opportunity to identify areas for improvement and implement solutions.
As part of this effort, each local government needs to designate a single point of contact to receive emails regarding proposed new rules. If you have not already enrolled a representative from your organization, you can do so at any time. For more information about Executive Order 5, go to DOLA's website.

Colorado Emergency Management Conference March 6 - 8  DOLA's Division of Emergency Management will be co-hosting the annual Colorado Emergency Management Conference March 6 - 8, in Loveland with the Colorado Emergency Management Association. A full and interesting agenda is planned for the three day conference. The registration fee is $150. For speakers and those planning to attend the conference all three days, registration is $75. Free Energy Code Classes
Free energy code training sponsored by DOLA's Division of Housing and the Governor's Energy Office is being made available to provide comprehensive support to help jurisdictions successfully adopt and begin reaping the benefits of the 2009 International Energy Conservation Code (IECC).
The program will also assist jurisdictions who have already adopted the code with implementation plans, next steps, and training specific to their individual needs. Workshops are open to all Colorado residents, code officials, contractors and designers. Various training materials will be provided for each class at no cost to the attendee.
More trainings are being added. In addition, additional trainings may be arranged through Colorado Code Consulting at 303.400.6564.

Meet Our New South Central Regional Manager 
Christy Culp, a DOLA employee since 2006, has been selected to serve as our South Central Regional Manager. She fills the post that was previously held by Deb Downs.
Christy brings more than seven years of experience working with local governments and programs targeted to local communities. While at DOLA, her duties have included co-administering the Conservation Trust Fund and Community Service Block Grant programs. She has successfully provided a wide range of technical assistance to local governments, non-profits and quasi-governmental organizations through various department programs, including, research and grant writing.
One of the key services DOLA provides to its local partners is technical assistance that strengthens capacity. Our regional managers perform a vital role because they work side-by-side, face-to-face with the local officials and residents within a community. We're pleased Christy is bringing her experience to this role.
