Hello ORSATF Members and Friends!
It has been an exceedingly busy summer here -- ORSATF staff have been traveling around the state and the country, preparing for exciting upcoming trainings, and working with many of you on various projects and events.
The ORSATF has reaped great benefits from interns, and we're happy to welcome two new interns this fall: Ariane Kunze and Leo Lee. Let us know if you are interested in an internship -- we have a number of exciting opportunities right now! Annika Baldwin, our Program Specialist, is the person to talk to if you'd like more information.
Jenna Harper, our Training Coordinator, will be even busier in the coming months, as she travels to West Virginia and North Carolina in addition to several areas here in Oregon. A recent trip to Montana with SATI faculty members Patrick Moore and Carrie Hull was highlighted in the Missoula media. Check it out here, here, and here! Jenna is currently offering county-based SART workshops. Let her know if your SART could use some in-person technical assistance and training. After several months of planning and preparation, we're happy to be able to offer our first IPV Forensic Examiner Training. This first training, which will be held in early November, will feature Dr. Jenifer Markowitz, who will conduct a two-day train-the-trainer session with our SANE faculty and the IPV Forensic Examiner Project Steering Committee, as well as a handful of other SANEs who are interested. Dr. Markowitz will then spend a couple of additional days with us, helping us to craft a curriculum for an Oregon-specific training. It is our hope that we will hold our first such training in the spring of 2013. Key to the IPV Forensic Examiner Project is collaboration. The ORSATF is happy to have the Oregon Coalition Against Domestic and Sexual Violence, the Oregon Department of Justice, and several domestic violence service providers working with us as members of a Steering Committee. These Steering Committee members will provide expertise and guidance as we build this project. The ORSATF's Medical Forensic Subcommittee is working to develop a Medical Guideline for the treatment of these patients, and it is our hope that we can work toward a certification process similar to that in place for Sexual Assault Forensic Examiners now. Stay tuned for more information on this exciting project!

Introducing Our New Interns: Ariane Kunze, University of Oregon graduate
|
Ariane Kunze is a recent graduate from the University of Oregon who is passionate about visual journalism and human rights issues. She was an officer for three years for the student group, Slavery Still Exists, at the University of Oregon, and has been working to educate and inform about prevention of sex trafficking in the Portland metro area. This work has led her to volunteer with other local anti-trafficking organizations and to work one-on-one with survivors. She believes the power to give the unheard a voice and to create media that stands for a purpose is the most meaningful form of journalism and service to humanity. Ariane will be interning with the Oregon Sexual Assault Task Force in Fall 2012 to create the new Oregon Survivor Voices video. In the creation of the video, she will be speaking with survivors about their experiences in order to help identify what steps need to be taken to adequately recognize and fulfill the needs of sexual assault survivors. Ariane is excited to begin her journey with the Oregon Sexual Assault Task Force and to pursue her passion of helping survivors. She will also begin grad school in the fall at the University of Oregon in Portland for multimedia journalism.

Introducing Our New Interns: Leo Lee, Portland State University

My name is Leo and a new intern at the ORSATF. I am a MPA:HA student at the Hatfield School of Government at PSU. I earned my undergraduate degrees at UCSB in Law & Society and Cultural Anthropology. I will be working under the guidance of Nancy Greenman to assess needs and develop recommendations for the 2012-2014 Sexual Violence Prevention Plan, continuing the work of a prior intern, Helen Paz.

In my spare time I enjoy any sort of outdoor activity, I climb, bike, run regularly (although rarely in one session). I try to eat and travel enthusiastically with the hope and confidence that those activates will produce fondly-memorable experiences along with unexpected adventures.

Prevention Program Updates

When I wrote in April, I'd just joined ORSATF as a staff member, after 10 years of participation in committee and collaborative work. Since then, I've been busy learning the ropes and supporting the activities Ashley Maier, my predecessor, put into place. I've had a chance to visit four of the six projects funded by Rape Prevention and Education funds, to celebrate their successes and brainstorm the challenges they have encountered. You can read more about the projects on the RPE webpage here. In May we issued a Request for Applications (RFA) for the next cycle of RPE funding.Applications were due on August 2 and we're planning to announce the results of our application review process on September 12.These new projects will begin on November 1; we'll post the information on our website in September and include in our next Newsletter.
The Prevention Program has also sponsored two Webinars: Cakewalk - Evaluation & Program Planning for Violence Prevention, by Stefanie Murray and Patrick Lemmon, and Engaging Youth in Primary Prevention: the Youth Teaching Youth project from Tillamook County Women's Resource Center, by Terri Neimann.Links to both are available on the RPE webpage.
The Prevention Program has also been busy laying the groundwork that will guide our statewide activities over the next two years.In May, we sent out two surveys asking stakeholders around the state about their experience with primary prevention and their input on priorities for the next two years.Almost 200 people, representing every Oregon county, responded to the surveys.The Prevention and Education subcommittee has reviewed the data from the surveys and is now in the process of turning that information into a Strategic Plan that will begin in November 2012 and run through October 2014.The next Newsletter will fill you in on what our priorities are and the ways in which we're planning to address them, including how you can participate. None of this would have been possible without the leadership and hard work of ORSATF Interns Helen Paz (now a Masters of Public Health graduate from Portland State University), and of Leo Lee (Masters of Public Health/Health Administration student at Portland State University).
A little further out on the horizon is the November 2013 Roots of Change Conference, which we are beginning to plan.Watch for the conference Save the Date notice coming soon, and contact me with any questions - or suggestions - you may have! Considering the excellence of past ROC conferences, I've got a high bar to match.But with all the wonderful primary prevention work happening in Oregon and beyond, it's a challenge I relish!

This summer we kicked off our Law Enforcement Training and Capacity Building Project starting with a sunny and 100 degree California trip.Christine, myself, and two of our wonderful law enforcement instructors, Deputy Chief Steve Bellshaw and Lieutenant Patrick Moore, traveled to Fairfield, California for a two and a half day training on sexual assault investigation.Our audience was an attentive group of patrol officers, seasoned detectives, SART representatives, a social worker, and officers from the surrounding counties and the Davis Air Force Base.At the end of the two day training, we held a work day to discuss how the trainers in training could replicate SATI in their area to continue educating law enforcement on best practices in sexual assault investigation with our curriculum.We met some great people and heard about the challenges that others face in addressing sexual assault.We look forward to bringing the same training to Montana, West Virginia, North Carolina, and Arkansas! SATI is on the move!

Hope this newsletter finds everyone happy and healthy as summer finally comes to Oregon.We've been pretty busy here in the Task Force office.Our attempt to get a full roster of students for the July SANE/SAE training failed, but we regrouped and are planning a statewide SANE/SAE training for February 25 - March 1 2013.In September we're excited to have our first of several Tribal SANE trainings targeted to healthcare workers who work with members of tribal communities in Oregon, Washington, and Idaho.There are some other exciting educational opportunities on the horizon, so be on the look-out.
I recently posted some information from the SANE Commission on our website, but will recap a few things here. We've always had a deadline for acceptance of SANE Certification Applications - ten (10) days PRIOR to the Commission meeting - but it wasn't enforced. From this point forward that deadline will be STRICTLY enforced. Please understand that the Commission on average reviews 10+ applications per meeting. This means reviewing 30+ EXAMS prior to and during the meeting. To be respectful of everyone's time (the Commission members, the applicants, and other involved staff) any applications received after the 10-day deadline will not be reviewed until the next Commission meeting.
Also please note the additional decisions:
If you are advised by the Commission that changes need to be made to any part of your application before certification, there are the following deadlines:
* Transcription issues (i.e. lack of de-identifying, not on state form, etc) you have 30 days to get the revisions to the SATF office.
* If you have to perform another exam per request you have 3 months to do this, but you can file for an extension if necessary.

Best Practice Pearl:
In the presence of a patient who is presenting with signs and symptoms of a drug facilitated sexual assault (DFSA), it is best practice to collect both urine and blood as part of the SAFE kit. Emesis may also be collected if it is within two (2) hours after suspected ingestion of a substance. The law enforcement officer picking up the evidence does need to be aware that there are body fluids that need to be refrigerated.

|  In addition to supporting the activities of the Prevention Program and the Men's Engagement Subcommittee, I have been busily learning the ropes (I'm a recent addition to the Task Force), assisting behind-the-scenes in our office's transition to the new fiscal year, and strategizing for the Oregon Men Against Violence initiative. I also had the pleasure of attending the Campus subcommittee retreat, visiting the Tillamook County Engaging Men group, and participating in training on the effective use of social media for organizing. New OMAV programming and an outreach initiative to colleges and universities are in the pipeline, so stay tuned for more information. Can you believe how quickly summer has flown by already? We've been busy here at the Task Force. I had the privilege and opportunity to attend the OCADSV Annual Conference in Sunriver. It felt like more of a retreat/getaway, which was the perfect way to kick off a busy summer. The Sexual Assault Training Institute (SATI) helped facilitate the first two OVW Law Enforcement Training & Capacity Building Projects of the year - the first in Fairfield, California in early July and the second in Missoula, Montana in mid-August. In September our instructors will head to Dunbar, West Virginia and in October it will be Waynesville, North Carolina to facilitate two more OVW Law Enforcement Trainings. Mark your calendars as the 2012 Advocate Training is coming up October 22-26 in Salem. Priority will be given to advocates working in rural areas and those who have not had sexual assault specific training. Registration is free, and limited scholarships for travel will be available. Campus Subcommittee (CC)
The Campus Subcommittee has developed a lecture series inviting individuals with expertise in various arenas of sexual assault to present. To date we've had presentations on anonymous reporting on college campuses, and drug facilitated sexual assault. These presentations generate discussion and materials that will be shared with other institutions statewide. We are still working on a set of questions to submit to the Office of Civil Rights to clarify questions around the Dear Colleague Letter. We administered a survey of Oregon campuses to gather information on how they have implemented Title IX recommendations. There was a low response rate to this survey, so we have reorganized and will reach out to Oregon campuses again to increase the response rate.
Criminal Justice Subcommittee (CJC)
The Criminal Justice Subcommittee is working on updating the 2012-13 work plan. We are also working in position papers on the link between Sexual Assault and Domestic Violence, Anonymous Reporting policies, and best practices for Unfounded Cases. We will also be having each member share with the subcommittee an informal presentation on their position and expertise they bring to the task force.The subcommittee will be reviewing the Non-Stranger Sexual Assault Response & Investigation curriculum.
Legislative and Public Policy Subcommittee (LPPC)
The LPP Subcommittee is working on the 2013 Legislative Agenda. Let us know if you have anything to add to the list!
Medical Forensics Subcommittee (MFC)
The MFC is wrapping up work on the SART protocol guidelines. Additionally, we have completed work on the genital photography position paper, and it has been accepted by the Steering Committee. The final version may be found here. Our QA chart review trial was successful and members from the MFC continue to meet before meetings to review de-identified SANE charts and provide feedback as we work towards continuous quality improvement. Finally, the MFC continues work on an Unconscious Victims Position and on Drug Facilitated Sexual Assault Guidelines.
Men's Engagement Subcommittee (MEC)
The Men's Engagement Subcommittee has begun work on two position papers, one focused on the value of engaging men in sexual violence prevention and the other on barriers to engaging men. In addition, MEC is actively working to complete and implement its action plan for 2012.
Offender Management Subcommittee (OMC)
At the May 10th SATF meeting, members of the OMC presented on the sex offender registry and responded to questions during a Q&A that followed. Subcommittee members completed work on an OMC values and beliefs statement. Work is also continuing to work on the position paper on Sex Offender Discharge Treatment Outcomes for Juvenile Offenders. At the August Task Force meeting, OMC joined the Men's Engagement Subcommittee to develop cross-committee relationships for the purpose of collaborating on future projects.
Prevention and Education Subcommittee (PEC)
The PEC is in process of developing papers concerning: The Intersections of Oppression and Sexual Violence, Social Media and Prevention, A Vision for Sexual Health, and Primary Prevention of Sexual Violence. Additionally, PEC is implementing a statewide sexual violence prevention plan, with webinars, evaluation, and follow-up to the 2012-2014 Strategic Plan. Two surveys have been disseminated; one for the directors of the non-profit DVSA providers and one for the broader stakeholder community. We are also updating the Prevention Chapter of the Advocate Manual and the manual overall to integrate information about prevention, as appropriate.
At our August meeting, the PEC met with the Legislative and Public Policy Subcommittee to discuss how safety from on-line predators is incorporated in current statute and regulations, and where protection could be strengthened, and how to talk about prevention with policy makers. Finally, the PEC welcomes a new co-chair, Megan Kovacs, the Education Coordinator at the Raphael House of Portland. She will serve with Warren Light [current co-chair]. Welcome Megan!
Victim Response Subcommittee (VRC)
The Victim Response Subcommittee is continuing to work on refining the paper addressing serving underserved survivors. The subcommittee is also taking on the task of updating the Advocate Manual. With the help of intern Ariane Kunze, the subcommittee will be working to update the Oregon Voices DVD under the new title of Oregon Survivor Voices. The Steering Committee approved the VRC's Mandatory Abuse Reporting and Confidentiality position paper and it is posted here.

The SATF was formed in 1999 by Attorney General Hardy Myers at the request of a group of advocates and multidisciplinary responders in order to organize statewide efforts to address adolescent and adult sexual assault in Oregon. The SATF incorporated into a 501(c)(3) non-profit, non-governmental corporation in 2003.
The mission of the Oregon Sexual Assault Task Force is the effective prevention of and response to sexual violence through collaborative, comprehensive, survivor-centered strategies.
