New Economy 2.0 Series:
Policies for Placemaking Focus of March Forum
 
The Land Policy Institute continues its series on the New Economy 2.0 on Tuesday, March 23, 2010, at the Mackinac Room in the Anderson House Office Building near the State Capitol in Lansing. "The Policies for Placemaking" forum will focus on developing complimentary and collaborative policies at the local, regional, state and federal level that position places for prosperity. 
 
Speakers include Dan Gilmartin, Executive Director and CEO of the Michigan Municipal League; Bill Rustem, Co-Director of the People and Land initiative and President and CEO of Public Sector Consultants; and Mark Wyckoff, Senior Associate Director of LPI and Director of the Planning & Zoning Center at MSU.
 
Don't miss this opportunity to access the most contemporary knowledge on the New Economy and to join in dialogue with colleagues and key constituent groups about Michigan's future. Panelists will share their experience and thoughts about national, state, regional and local policies and strategies that affect the state's future. The forum will take place from 11:45am-1:30pm. The final forum in the series, "Renewable Energy 2.0" is slated for Tuesday, May 18, 2010. It will provide additional detail on New Economy growth factors, as well as ideas for how these can be leveraged for Michigan's prosperity.

The Michigan Higher Education Land Policy (MIHELP) Consortium seminar series on Reinventing Prosperous Places continued on Thursday, March 4, 2010, at Michigan State University (MSU). This week's seminar focused on "Brownfield Utilization Models, Policies, Strategies and Economic Impacts." Speakers included:

LPI's Wayne Beyea Provided Expertise on Michigan's Critical Assets Research at SW Michigan Planning Commission Meeting
 
This week, the Land Policy Institute's Associate Director for Citizen Education Wayne Beyea, also Statewide Coordinator of Michigan Citizen Planner, spoke to 40 business and community leaders at the Southwest Michigan Planning Commission 360 Group Meeting in Lawrence.
 
As featured speaker, Beyea spoke about LPI's research, led by Dr. Soji Adelaja and the Land Policy Research Team, on "Michigan's Critical Assets: Determining Where Your Region Fits into a Global New Economy." Specifically, his presentation focused on the differences between the Old and New Economy; the importance of sustainable development; what makes regions prosperous; the importance of placemaking and place-based strategies in community development; and how Michigan can succeed in the New Economy. He outlined what makes up Michigan's critical assets and how regions can utilize them strategically; and provided an overview of the "Michigan Prosperity Initiative," a new statewide initiative proposed by LPI that includes as partners MSU Extension, Michigan's 14 State Planning and Development Regions, the Michigan Department of Energy, Labor and Economic Growth and the Michigan Economic Development Corporation. He also announced upcoming training opportunities as part of this initiative.

Focus of Upcoming Luncheon
 
The Lunch & Learn Series continues on Friday, March 26, 2010, from noon-1pm at the Lenawee Economic Development Corporation in Adrian. The goal of the series, "Placemaking for Prosperity," is to provide local government officials, property owners, the development community and interested citizens an opportunity to hear from a leading scholar or practitioner and engage in discussion about the future of Lenawee County. The series is hosted by Jasneet Sharma, MSU Land Policy Educator for Hillsdale and Lenawee Counties.
 
From major cities to small towns, Michigan needs vibrant neighborhoods where people want to live and raise families. Thus, the fourth event in the series will focus on "Attractive Communities and Neighborhoods." Guest speaker Dave Ivan, MSU Extension Regional Director and Community and Economic Development Programs Member, will provide insight into on-going research of high performing communities nationwide and best practice lessons that are instructive for any size community.

Spring into Action with
County-Based Training in the
Fundamentals of Planning and Zoning

This April, Michigan Citizen Planner will be offering classroom-based training in the "Fundamentals of Planning and Zoning," a seven-week non-credit course. Attendees will learn to help their communities manage the impacts of economic change and be part of the solutions to challenges their communities face. Participants will also learn how to proactively plan and lead Michigan's recovery and transformation to prosperity. This certificate-based training will be offered on the following dates and locations:
 
Charlevoix/Emmet Counties
Wednesdays: April 14-May 26, 2010
City Hall Auditorium, Boyne City
 
Muskegon/Newaygo/Oceana Counties
Wednesdays: April 14-May 26, 2010
Hesperia Community Library, Hesperia
 
The course is intended for local appointed and elected officials, zoning administrators and interested citizens. Cost to attend is $350 per person, which includes registration, course materials and refreshments. Group discounts are available for four or more. Scholarships may be available from your community's liability insurance provider. Special Workshop Opportunity:
Working across Community Boundaries
Some Michigan Citizen Planner classroom programs choose to offer special topic workshops in addition to the seven-week course, "Fundamentals of Planning and Zoning." One such topic, "Working across Community Boundaries: Coordinated Planning," will take place on Wednesday, March 17, 2010, at the Schoolcraft Township Hall in Vicksburg, as part of the Kalamazoo/St. Joseph Counties program. The session will provide attendees with an understanding of the new coordinated planning requirements, as well as a panel discussion of successful coordinated planning efforts.
 
Cost to attend is $75 per person, which includes registration, course materials and refreshments. Attendance at the session will count for 0.3 continuing education units for Master Citizen Planners. To register and learn more, visit Working across Community Boundaries.

LPI and Michigan Sea Grant Partner on Wind Farm Development Research Project
 
The Land Policy Institute's Charles McKeown, Renewable Energy Program Manager and Informatics Coordinator, and Graduate Research Assistant David Bidwell met with dozens of community leaders during four workshops held in coastal counties across the state during the week of February 22, 2010. The events were part of an integrated assessment of wind farm development issues, funded by Michigan Sea Grant.
 
Wind energy developers are targeting communities along Michigan's coasts, as utilities strive to meet the Renewable Portfolio Standard passed in 2008. This law requires that 10% of the electricity sold in the state come from renewable sources by 2015. Wind energy presents a series of considerations to local communities and exploring their perspectives will allow a deeper understanding of how wind energy will develop.
 
The integrated assessment will document the status of transmission-scale wind farm development in three study areas: Bay County, Presque Isle County and a four-county area around Keweenaw Bay in the Upper Peninsula. The recent workshops provided the best available science on wind energy development in Michigan to representatives from local governments and organizations in these areas. Participants then shared their key hopes, concerns and remaining questions with McKeown and Bidwell, to assist in understanding the trade-offs associated with land-based wind energy projects.
 
Over the coming month, similar workshops will be held with residents from these same communities, to get the public perspective on wind energy development.

Strategies for Renewable Energy
Addressed by LPI Director at
Alternative Energy Conference

On Wednesday, March 3, 2010, The Engineering Society of Detroit hosted an Alternative Energy Conference in Detroit. The event focused on "Creating Solutions, Driving Change. The Land Policy Institute's Director Dr. Soji Adelaja, also the John A. Hannah Distinguished Professor in Land Policy, took part in a panel discussion that focused on "Global and National Policy Benchmarking." Other panelists included:
  • Liesl Clark, Deputy Director of the Michigan Department of Energy, Labor and Economic Growth

  • Karen Slawner, Coordinator of the Renewable Energy Facilitation Office, Ontario - "Green Energy Act"

  • Irene Dimitry, Director of DTE Renewable Energy
WWJ 950 Newsradio's Technology Editor Matt Roush moderated the panel.
 
Dr. Adelaja spoke on "Policy and Place Strategies to Realize the Promise of Renewable Energy." Specifically, he addressed what state-based strategies are important, as well as the perspectives on utilities related to renewable energy. He identified what the public perspective on the industry is, along with how this industry is considered a "wicked problem" for policy. A wicked problem is defined as a problem that is difficult or impossible to solve because of incomplete, contradictory and changing requirements that are often difficult to recognize. Moreover, because of complex interdependencies, the effort to solve one aspect of a wicked problem may reveal or create other problems.
 
Dr. Adelaja then looked at the expectations of the industry for the state; potential research solutions; barriers and drivers of renewable energy development; and identified a list of critical needs for moving the industry forward for Michigan.

LPI's Chuck McKeown Offers Expertise on Renewable Energy at the MSPE Jackson Chapter Engineer's Week Banquet 
 
The Michigan Society of Professional Engineers (MSPE) - Jackson Chapter held their Engineer's Week Banquet on Thursday, February 18, 2010, in Jackson. The Land Policy Institute'sChuck McKeown, Renewable Energy Program Manager and Informatics Coordinator, was their keynote speaker.
 
As part of his talk, McKeown addressed the challenges and opportunities in the green economy with his presentation on "Reengineering Sustainability: Trends and Opportunities." Specifically, he defined what makes up sustainability and the green renewable energy economy and why energy is the leading edge of sustainability; provided insight into why we became late starters in this industry, and why there is renewed interest; identified renewable energy challenges and how policy is changing the industry; and provided examples of global success stories. He also outlined how investment in the industry is growing and where Michigan is positioned for moving forward and our potential for renewable energy manufacturing and development;

Schoolcraft Hosts Symposium on State's Future

Schoolcraft College in Livonia will host an economic symposium on Michigan's future 10 am to noon Saturday, March 6, 2010. Panelists include Lou Glazer of Michigan Future Inc.; Dr. Soji Adelaja of the Land Policy Institute; Mike Hansen of the Michigan Community College Association; Mark Gaffney of the Michigan AFL-CIO; and Rupesh Srivastava of Youngsoft Inc. The moderator will be Detroit Free Press Associate Editor Ron Dzwonkowski. Natalie Mosher of the 11th Congressional District Democratic Organization is the lead organizer. "An Economic Symposium: 2010 The Next Steps for Michigan's Future" will be held in the VisTaTech Center.
