Greetings!
If your community has recently completed a Master Plan, or if you have outdated, insufficient or over-complicated policies and/or ordinances, there is a unique opportunity to make changes that will help your community.
New Hampshire Housing has launched the Community Planning Grant (CPG) Program, which will provide over $1 million in competitive matching grants to New Hampshire municipalities. New Hampshire Housing will be advised by a steering committee consisting of public agencies and non-profit organizations representing a diverse range of interests in the grant selection process.
CPG grants will be available in two rounds, one in 2012 (the first deadline for applications will be June 15, 2012) and the other in 2013. In the first round, municipalities will be eligible to apply for one-year grants of up to $30,000 or two-year grants of up to $50,000 to provide technical assistance to modify local regulations so that socially, economically and environmentally healthy communities can be achieved. Special funding allocations will be made specifically for communities that want to create neighborhood heritage districts or to adopt inclusionary zoning ordinances that promote housing affordability.
For funding in the first round, grant applications are due on June 15, 2012. For information about the CPG Program, including application materials and information on a grant writing workshop for potential applicants on Thursday, May 3, please visit the NH Citizen Planner Collaborative . We are also pleased to announce that the Upper Valley Lake Sunapee Regional Planning Commission was notified by the USDA Rural Development office that they have been awarded $187,747 to organize solid waste management along the Connecticut River in the Commission's towns and within the towns of two Vermont solid waste management districts (SWMDs) along the Connecticut River. The goals of this project are to: 1.) work collaboratively among the bi-state partners to use the varied expertise and resources of each partner to benefit the communities in the shared watershed;
2.) reduce hazardous materials in the waste stream and from improper home disposal to protect our drinking waters; and
3.) develop and expand the yard and food waste composting systems to divert more materials from disposal facilities to make a valuable soil amendment product.
It is going to be a busy year!

NH Better Buildings - Energy Efficiency Funding Available

In order to move quickly if funds become available, applications are requested for commercial, non-profit or municipal energy efficiency projects. Broadband Rural Addressing Project - Volunteers Needed

The NH Broadband Mapping and Planning Program continues to map the locations of survey respondents to determine the areas with and without Broadband (high-speed) access.
Trainings will be offered as needed to accommodate our volunteers. A bonus of participating, in addition to the training, is the free use of a GPS for personal projects in the future -- mapping stone walls, trails, cemeteries, school projects.

Municipal Energy Reduction Fund
CDFA's Municipal Energy Reduction Fund is available to help municipalities improve the energy efficiency of their municipal buildings, street lighting, water and sewer treatment facilities, and where appropriate, electrical distribution systems. The goal is to reduce energy usage and costs.
CDFA is currently accepting applications from New Hampshire Municipalities through our online grants management system for funding through the Municipal Energy Reduction Fund. Prior to accessing the online system, you will need a User ID and Password. If you have not registered already to receive a User ID and Password, please register here.
Community Catalyst Fund
Overview: Do you work with an organization that aims to improve energy efficiency and environmental sustainability on a local level? If so, the Community Catalyst Fund might be for you! Some eligibility restrictions apply. For more information, visit the website or email Amanda.
Community Challenge Grant
New Hampshire Housing has been awarded $1 million through the Community Challenge Planning Grant Program, a HUD funding source that parallels the Sustainable Communities Regional Planning Grant program. As the leader of a statewide consortium, New Hampshire Housing will use the funding to develop and facilitate a competitive grant program for New Hampshire municipalities, called the New Hampshire Community Planning Grant (CPG) Program.
The CPG Program will award grants in two rounds (2012 and 2013), timed to allow for preparation of regulations to present for voter adoption at annual town meetings. Grantee municipalities must provide a minimum of 25% match, at least 1/4 of which must be in cash.
Grant application information will be posted online on April 15, 2012.
2013 Local Source Water Protection Grants
Project funding is available from the Department of Environmental Services to develop and
implement programs to protect existing sources of public drinking water. The grants are available to water suppliers, municipalities, regional planning agencies, non-profit organizations, educational institutions, conservation districts, and state agencies. Applicants can receive up to $20,000 for projects to protect drinking water sources including watershed planning, delineation of protection areas, assessment of threats to water supply sources, implementation and source security.
The application packet is being made available with greater advance notice than in previous years to provide applicants ample time to obtain letters of commitment from stakeholders, which will be needed for some projects to score well in the competition for limited funds. The importance of letters of commitment is reflected in the new application materials. Applicants should review the application materials at their earliest opportunity.
