Presentation by Armando Carbonell, Senior Fellow and Chairman of the Department of Planning and Urban Form at the Lincoln Institute of Land Policy. Building on the author's extensive experience with regionalism, the book explores the historical evolution, the regulatory and political framework, and most significantly the practice of regional planning in the United States.

NH High on Well-Being Index   
A recent Gallup-Healthways Well Being Index rated New Hampshire among the happiest states in America last year and the only New England State in the top 10. Hawaii finished first with a score of 70.02. NH was ninth overall with its score of 68.2, just ahead of Vermont at 67.7 and Massachusetts at 67.4. Bringing Nature Home: Creating a Healthy Landscape    

Bringing Nature Home: Creating a Healthy Landscape, a film and lecture series presented by the Natural Resources Committee of the League of Women Voters of the Upper Valley,  will take place on Wednesdays, April 4, 11 and 25. Topics include Chemical Reaction, a documentary film on the use of pesticides, capturing rainwater to reduce runoff and recharge ground water and using integrated landscaping techniques to promote biodiversity.

Water Quality Volunteer Monitoring Equipment Available

Purpose of the Equipment Loan Program:  To provide equipment to new and existing volunteer water quality monitoring groups to generate well-documented physical, chemical and biological data for use in assessing conditions of New England waters.  In 2012, priority will be given to groups monitoring urban water.

 

Deadlines: Applications are due to EPA by April 6, 2012.  Selected groups will be announced by May 31, 2012, with loan arrangements to be made soon after.

Local Energy Efficiency  

The American Council for an Energy-Efficient Economy (ACEEE) has released a white paper entitled "The Role of Local Governments and Community Organizations as Energy Efficiency Implementation Partners: Case Studies and a Review of Trends." It focuses on the roles of local organizations and government in developing and delivering energy efficiency programs.

Land Resources Management Programs  New Permit Applications

The Land Resources Management Programs (LRMP) will not accept outdated permit application forms after April 1, 2012.  Going forward, all LRMP application forms will be simultaneously updated every 6 months.

Public Transportation Surveys  

We are  up-dating the public and human service transportation coordination plans for the region. The surveys are separated into Sullivan County and Southern Grafton County to meet the current DOT requirements. EPA Guide to Energy Efficiency in Local Government Operations

This recently published EPA guidebook describes how local governments can lead by example and achieve multiple benefits by improving the energy efficiency of their new, existing, and renovated facilities and their day-to-day operations. The guide can be reviewed here.

Energy Management Roundtable for Wastewater Utilities

 Maintaining Gravel Roads

Broadband Rural Addressing Project - Volunteers Needed
The NH Broadband Mapping and Planning Program continues to map the locations of survey respondents to determine the areas with and without Broadband (high-speed) access. Volunteers are needed to GPS residential driveway locations to help with this part of the project.  A free training with a UNH Extension Geospatial Specialist will be offered on:

Quabbin to Cardigan Trail Meeting

A meeting to discuss a possible long-distance hiking "Quabbin-to-Cardigan" trail in western New Hampshire from the Massachusetts/New Hampshire border to Mt. Cardigan and beyond to the White Mountains.  The meeting is a key part of a trail study being managed by the Society for the Protection of New Hampshire Forests and the Appalachian Mountain Club, with assistance from the National Park Service's Rivers, Trails & Conservation Assistance program.

DES Drinking Water Source Protection Workshop

Largest Drinking Water Protection Workshop in New England

Register to attend the DES 2012 Drinking Water Source Protection Workshop. This year marks a milestone (25 years) since DES was created to protect environmental resources in New Hampshire and this event's morning plenary will take a look back at the progress made to date and remaining work necessary to protect our drinking water resources. The event will feature policymakers, scientists, water supply managers and local officials who will present their work and views on a range of topics. Grants and Opportunities

 

Municipal Energy Reduction Fund 
CDFA's Municipal Energy Reduction Fund is available to help municipalities improve the energy efficiency of their municipal buildings, street lighting, water and sewer treatment facilities, and where appropriate, electrical distribution systems. The goal is to reduce energy usage and costs.

 

CDFA is currently accepting applications from New Hampshire Municipalities through our online grants management system for funding through the Municipal Energy Reduction Fund. Prior to accessing the online system, you will need a User ID and Password. If you have not registered already to receive a User ID and Password, please register here.

    

Community Catalyst Fund  

Overview:  Do you work with an organization that aims to improve energy efficiency and environmental sustainability on a local level? If so, the Community Catalyst Fund might be for you! Some eligibility restrictions apply. For more information, visit the website or email Amanda.      

 

Community Challenge Grant  

New Hampshire Housing has been awarded $1 million through the Community Challenge Planning Grant Program, a HUD funding source that parallels the Sustainable Communities Regional Planning Grant program.  As the leader of a statewide consortium, New Hampshire Housing will use the funding to develop and facilitate a competitive grant program for New Hampshire municipalities, called the New Hampshire Community Planning Grant (CPG) Program.

 

The CPG Program will award grants in two rounds (2012 and 2013), timed to allow for preparation of regulations to present for voter adoption at annual town meetings. Grantee municipalities must provide a minimum of 25% match, at least 1/4 of which must be in cash.  

Grant application information will be posted online on April 15,  2012.

 

 

 

2013 Local Source Water Protection Grants

Project funding is available from the Department of Environmental Services to develop and

implement programs to protect existing sources of public drinking water. The grants are available to water suppliers, municipalities, regional planning agencies, non-profit organizations, educational institutions, conservation districts, and state agencies. Applicants can receive up to $20,000 for projects to protect drinking water sources including watershed planning, delineation of protection areas, assessment of threats to water supply sources, implementation and source security.

 

The application packet is being made available with greater advance notice than in previous years to provide applicants ample time to obtain letters of commitment from stakeholders, which will be needed for some projects to score well in the competition for limited funds.  The importance of letters of commitment is reflected in the new application materials.  Applicants should review the application materials at their earliest opportunity.
