A Look at NYSERDA's Incentives
|
NYSERDA programs are available for
home owners, multifamily buildings, commercial and industrial
facilities, small business owners, schools, and more.  The incentive we're highlighting this month is the Energy $mart Loan Fund Program. The New York Energy $martSM
Loan Fund Program provides an interest rate reduction off a
participating lender's normal loan interest rate for a term up to 10 years for certain energy-efficiency and renewable measures: from lighting
to HVAC to PV projects.
Currently, the interest rate reduction for residential projects (1-4 family
homes and multifamily projects) is 4%, not to exceed an interest rate lower
than 3%. Commercial projects are temporarily ineligible to apply to the Loan
Fund. The bank or lending institution receives an upfront lump sum payment of
the subsidy (at net present value) from NYSERDA within 30 days after closing on
the loan for the full term of the loan (up to 10 years).
Recent changes have been made to the Energy $mart Loan for Residential projects: § The interest rate reductions available through the Residential Loan Fund will be at up to 4% less than the lender's normal market rate.
§ The interest rate reduction will be adjusted to maintain a floor interest rate of 3%.
§ Multifamily New Construction projects are no longer eligible to participate in the Residential Loan Fund.
The maximum 4% interest rate reduction affects Con Edison customers that were eligible for up to a 6.5% under special funding that is no longer available after March 31, 2009. The floor interest rate is being implemented to preserve incentive funds while still maintaining a very attractive interest rate. New construction projects remain eligible for other incentives through the Multifamily Performance Program.
All applications already received by NYSERDA and those received by March 31, 2009 will have until May 1, 2009 to supply all required information to make the application complete and eligible to be considered under the now current program eligibility requirements. Only complete applications (e.g., must be signed by all parties, must include all Parts as applicable, and include all required supporting documentation) will be reviewed for eligibility. Energy Efficiency News: NYIRN Offers Technical Assistance and Financing to Manufacturers to Implement Energy Efficiency Projects

RenewableNY was designed to help manufacturing businesses
reduce and stabilize energy costs through conservation measures such as
energy-efficient lighting, solar energy systems, or other appropriate
technologies. Funding for RenewableNY was made possible through the U.S.
Department of Energy.
Manufacturing businesses may qualify
if they meet the following requirements:
§
Located in the 5 boroughs of New
York City
§
Minimum of 8 employees
§
At least 4 yrs. remaining on a lease
or own/occupy space
Companies who have
previously completed an energy audit but have not yet implemented the

Communities Program creates networks of organizations and agencies that
contribute to energy-focused neighborhood projects. The program shares
economic, environmental and social benefits through energy efficiency
and the diversifying of energy resources.

With the implementation of energy reduction measures at Peter Cooper Village/Stuyvesant Town (PCV/ST), Tishman Speyer will save twenty percent on energy costs, take advantage of millions of dollars in state incentives, and set an example and a high standard for other large apartment complexes.
PCV/ST properties together make up the largest apartment complex in Manhattan, totaling over 11,000 units. The properties are occupied by over 19,000 residents, spread over 80 contiguous acres. When implemented the recommended energy efficiency improvements made to this small city within NYC will yield 20% energy savings. Steven Winter Associates (SWA)conducted a comprehensive energy audit through NYSERDA's Multifamily Performance Program (MPP).
SWA discovered that the buildings are incredibly well managed. Despite PCV/ST's high performance, there is still room for improvement. The major recommendations from SWA's Energy Reduction Plan are as follows:
· Install high performance water saving fixtures · Upgrade and balance the HVAC system · Complete on-going installation of Energy Management System · Seal holes and move from passive to active ventilation · Install energy efficient lighting · Install Energy Star appliances · Install on-site renewable energy (PV) · Implementation of SWA's Energy Reduction Plan
Plan for PCV/ST through NYSERDA'S MPP will cut energy costs by 20%, reduce water consumption by approximately 30%, and improve the health and safety of residents and staff. SWA's extensive analysis of the existing HVAC system and building envelope resulted in energy saving opportunities in one of the most energy efficient multifamily complexes in NYC.
Some of the additional green measures aimed at both improving environmental performance of the property as well as increasing health and comfort of residents and PCV/ST staff include:
· Implementing a green cleaning plan · Utilizing Integrated Pest Management · Installing rainwater catchment systems · Planting a drought resistant landscaping plan · Providing residents with electronic recycling services

your efforts, the Office of Recycling Outreach and Education (OROE) can provide
solutions.
OROE, a program of the non-profit
Council on the Environment of New York City, works to complement the citywide efforts
of the NYC Department of Sanitation by concentrating outreach in areas of each
borough with lower recycling rates. OROE's free services include
building recycling assessments, workshops for building maintenance teams and tenant
training sessions (all participants receive handy home recycling centers!).
You will also see OROE in the neighborhood coordinating special educational
events, recycling collections and hosting community swap days.
