Energy $mart Communities Newsletter
March 2009
Greetings from your E$C Coordinator, Diana Pangestu:

The Spring draws near and there is never a shortage of green and energy efficiency news.  A couple of interesting projects I am working on that you will hear more about in the near future include:

- Green from the Ground Up: Solar One's Green Building Workshop Series for Multifamily Buildings, touching everything from energy efficiency improvements, rooftop possibilities, and recycling. Partnering with the Office of Recycling Outreach and Education, pilot presentations start this month.  If you'd like to bring these workshops to your community, contact us at diana@solar1.org!
- Manhattan Chamber of Commerce Green Design + Construction Subcommittee:  Calling all case studies of LEED/green office spaces.  We are putting together a report which extracts quantifiable benefits of sustainable measures in NYC office space, and we need your help.
- Manhattan Borough President's Office Go Green Task force continues to push initiatives for green small businesses, green buildings, and now green bodegas.
- Anchor Projects:  Want to know how the NYSERDA Programs really work?  Three case studies will dissect the entire contractor and financing process for PV Incentives (courtesy of Peter Karas's PV Project), New Construction (courtesy of Solar One's new building Solar Two), and the Multifamily Performance Program (courtesy of the Grand Madison Condo).

The Energy $mart Communities Newsletter disseminates information on NYSERDA programs and incentives, energy efficiency projects, contractor and building owner trainings, and partner news and events.

gauge

The incentive we're highlighting this month is the Flexible Technical Assistance Program (Flextech).  Flextech is available for industrial and commercial facilities, State and local governments, not-for-profit and private institutions, public and private K-12 schools, colleges and universities, and health care facilities serviced by SBC paying utilities.  The primary focus of FlexTech is to increase
productivity and economic competitiveness by identifying and encouraging implementation of cost-effective energy-efficiency measures. NYSERDA has contracted with highly qualified firms to provide a variety of technical assistance services, custom-tailored to your energy-related and environmental needs. A variety of funding options are available for these services.  Projects are cost shared by NYSERDA on a 50:50 basis up to $1,000,000 over 5 years for Con Edison customers.

Cost-shared assistance from energy engineers and experts can include:
· Peak-Load Reduction and Load Management studies which focus on reducing electrical peak summer demand through installation of permanent load reducing equipment or identifying short-term load curtailment strategies.
· Energy Feasibility studies which identify energy-efficient capital and operational improvements.
· Industrial Process Energy Analysis studies that assess industrial processes to increase their energy efficiency.
· Energy Procurement studies that help customers reduce costs by aggregating sites or meters competitively procuring energy commodity, hedging, or other price and supply optimizationstrategies.
· Energy Efficiency Retro-Commissioning which helps ensure energy consuming systems are operating at optimal efficiency.
· Long-Term Energy Management projects include the development
of operational and capital budget strategies which reduce energy consumption and costs.
· Project Development Services which provide technical support
for energy performance contracting, project financing, and other assistance that promotes the implementation of energy efficiency products or services.

CHP and renewable generation technical evaluations can include:
· Combined Heat & Power studies investigate the site-specific
technical and economic feasibility of installing CHP.
· Renewable Generation studies investigate the technical and
economic feasibility of small renewable electricity generation
systems.
Spotlight on one of our Partners: Manhattan Chamber of Commerce Green Business Committee
MCC

The Manhattan Chamber of Commerce's Green Business committee will host its first major event, A Greener New York Summit: Government, Business & Energy: Who's Got the Answers?, to be held at the Con Edison building on March 27th.  Register here. A half-day summit, the event will feature three panel discussions addressing sustainability issues in government, business and energy. Manhattan Borough President Scott Stringer, Rohit T. Aggarwala, Director of the NYC  Office of Long-term Planning and Sustainability, Congressman Michael E. McMahon serving  Staten Island, New York, 13th Congressional District of New York, Helena Durst of the Durst Organization and York City Councilman James Gennaro of the Environmental Protection Committee are all expected to attend. The event was organized by MCC Partner Ron Bergamini of Action Carting Environmental Services, an environmental waste removal company.

Launched in the summer of 2008, MCC's Green Business Committee began with about a dozen MCC members from across the business community. Members included representatives from large corporations, Con Edison, NYSERDA, HSBC, Microsoft to entrepreneurs who specialize in sustainability issues.  The committee now has the overall mission to provide education to the NYC business community and help its business go green as well as provide networking and business opportunities in the sustainability field.  The committee now has a steering committee and several sub-committees including Design and Construction, Energy and Environmental, Retail and Hospitality, Social Responsibility, Events and Membership.

In the fall of 2007, MCC also launched its Green Business website www.manhattanccgreen.org. The website features important resources to help businesses follow the best environmental practices. It also features a Green Business Directory of the chamber's members. It is quickly becoming a leading portal for NYC green business information and events.

For more information on MCC's Green Business Committee please see www.manhattanccgreen.org or contact Laura Bucko, Director of Communications at MCC, at 212-473-7875 or laura@manhattancc.org.

Project of the Month: The New York Marriott Marquis
    Marriott2     Marriott1

Project Name:  The New York Marriott Marquis
NYSERDA Partner: Power Concepts, LLC

Background
The New York Marriott Marquis, located in the Times Square and Broadway district of Midtown Manhattan, is one of the Marriott Hotel chain's largest flagship hotels. Even with increased occupancy rates, the 1.8 million square foot, fifty-story high building has seen a decrease in energy costs per square foot. This has been accomplished through a
series of energy efficiency improvements. The Marriott took advantage of the NYSERDA's FlexTech Program, and with assistance from Power Concepts, LLC, developed new strategies to conserve energy and reduce operating costs.

Recommendations
A Technical Assistance Study was conducted, co-funded by NYSERDA, focusing on potential opportunities for energy savings and operational improvements at the Marriott Marquis. The study recommended the following measures:
· Variable frequency drives on all pumps;
· Insulation blankets on miscellaneous piping segments throughout the building.

Result and Incentives
Marriott, through implementing the recommendations contained in the
study, realized the following benefits:
· Reduced emissions output;
· Reduced transmission wheeling costs; and
· Reduced distribution costs.

These combined measures will allow Marriot to save more than $100,000 annually, which based on the $91,000 cost of this project, results in a simple payback of less than one year.

Energy News: New York's Guide to the 2009 American Recovery and Reinvestment Act
Introduction

The American Recovery and Reinvestment Act of 2009 was signed by President Barack Obama on February 17, 2009. This legislation provides a nearly $800 billion boost to the American Economy. Approximately $374 billion is for programs that directly impact our State and New York is expected to receive $24.6 billion of that funding. The programs include funding for Medicaid, Education, Infrastructure and "shovel-ready" projects throughout New York State.

Infrastructure and Energy

The stimulus legislation delivers substantial support for infrastructure projects. At the national level, this includes $48 billion in funding for transportation capital projects ($8.4 billion for mass transit, $27.5 billion for highways and bridges, $9.3 billion for rail, $1.3 billion for airport improvement projects; $1.5 billion for discretionary surface transportation projects). Of this total, New York is expected to receive at least $1.25 billion for the mass transit and $1.1 billion for highways and bridges. The Economic Recovery and Reinvestment Cabinet will be working with State agencies and local governments to aggressively seek funding from other sources of transportation funding.

The legislation also includes $16.8 billion for energy efficiency and renewable energy projects and technologies, including research and development. New York will receive $126 million through the State Energy Program and $31 million in alternative energy block grants. It provides $4.5 billion for energy research and development projects nationwide, including $2.0 billion for energy storage technologies, which could provide funding for the Governor's proposed battery storage consortium.

New York State is also projected to receive $435 million from the Clean Water State Revolving Fund; $85 million from the Drinking Water State Revolving Fund; and $404 million to help weatherize the homes of low-income individual.
