Greetings!

First of all, Sister Harter & I, as well as our entire staff here at Miracle Valley, wish each of you a very Merry Christmas and a Happy New Year.

We want to thank you for your prayers and financial support. Without you standing with us, we could never have done anything at Miracle Valley.

One dear pastor and his congregation in Florida have never been to Miracle Valley, but for the past two years, they have been faithfully sending $200 per month to help Miracle Valley. Recently he telephoned and put an additional $1,000 on his credit card. This was in addition to their faithful monthly support to Miracle Valley.

One of Rev. A. A. Allen’s grandsons donated $250 to Miracle Valley and said that he appreciates what we are doing to restore his grandfather’s property.

A lovely sister in Ohio said the Lord told her to send Miracle Valley a check for $10,000. It arrived just in time to pay some outstanding monthly bills at Miracle Valley. Praise God!

If we ever needed your prayers for Miracle Valley, we certainly do need them now. For the past several weeks, our entire staff is praying, fasting and turning to the Lord with all our hearts. There is nothing else we know to do.

Since 1999, we have been in a tremendous battle with the devil. Now I have fought the devil in the past, but this is one place where Satan is really putting up a fight. However, God has always stood by our side and has come through for us each time when it literally looked like it was impossible for us to make it another day.

Well friends, it appears to be over for us at Miracle Valley. However, I believe that God will deliver us again.

MONTHLY OBLIGATIONS
Several years ago, I was praying in the large Prayer Tower on campus and I asked the Lord as to “How do we pay our monthly obligations here at Miracle Valley?” A previous owner shared with me that it cost $10,000 per month just to keep Miracle Valley open. Of course, being in the ministry my entire life, I could not see how it would take that much money to maintain Miracle Valley when all there appeared to be was a few lights burning and nothing else really happening on campus.

However, once I was into everything, I soon realized it did take $10,000 per month to maintain Miracle Valley. Since that time in 1999, our monthly obligations have increased every few months or so until we are now at having to raise nearly $40,000 a month for Miracle Valley.

Many do not realize exactly how big Miracle Valley is. Most ministers contend with their local church, which consists of usually just one building. However, there remains at Miracle Valley nearly 80 acres of land and about 15 large buildings. This equates into like having 15 churches. The property insurance alone is nearly $5,000 per month. Current monthly electric bill is $3,000. Monthly mortgage payment is $13,000 and if it is not paid by the 5th of the month, it becomes $15,500. Then if we get 36 days behind on our payment, we go into default.

COUNTY ISSUES
As you know, we have been in a real struggle with our county zoning dept. We have a fundamental difference between ourselves. The Zoning Director believes there is no difference between a church’s operation and any other business in the county. Therefore, he requires Temporary and Special Use Permits for us to have revival services on our own property, or to have a childcare center or Bible College. Of course, we stand in total opposition and believe that the Zoning Director’s interpretation of county regulations violate our constitutional rights as citizens of the United States.

According to the 1st Amendment to our constitution, it states -

“Congress shall make no law respecting an establishment of religion, or prohibiting the free exercise thereof."

I believe it was the Lord who impressed upon my heart to contact the DOJ in Washington DC regarding a violation of our civil and religious rights. DOJ has notified me that our case is currently being reviewed by their department. We trust the Lord to make the way for us.

It has always been time consuming to acquire permits from the county. For example, just to get simple zoning clearances or permits that normally take a week or so, it usually takes 6-7 months to obtain ours for Miracle Valley.

Recently, as we were in front of a Hearing Officer, our attorney questioned the Zoning Director regarding exactly how long it takes to get permits, etc. from his department. His reply was really not more than two weeks. Our attorney then proceeded to accuse the Zoning Director of deliberately withholding permits as they related to Miracle Valley. Two days later, the Zoning Director issued all of our permits.

Now we are ready to get to work. However, since we were delayed, we have been unable to get some of our programs underway. This has resulted in a major loss of income for Miracle Valley. Thus, we have gone beyond the 36 days and are now in foreclosure. If we are unable to catch up our payments and the legal costs involved with penalties, and etc., Miracle Valley will be sold at a Sheriff’s Auction on January 13.

What the devil wants is to do is totally destroy Miracle Valley. I met with several local realtors and various people who are knowledgeable about our community. One realtor emailed me and said, “Dr. Harter, I stopped by the property today and took a quick look. I did not go into all of the buildings, as we talked about the value for an investor is in the land. I know of several investors who may be interested.”

What is important is the land and not the buildings. If Miracle Valley is sold, I have been informed that all 15 buildings will be literally bulldozed to the ground and Miracle Valley as we know it today will be no more.

Now we are talking about a place where the power of God was ever so real. Do you realize that "there have been more healings, miracles and devils cast out in Miracle Valley than in any other one place in the entire world?" And that God has declared, “This is My Valley! Here have I called My people.”

Yesterday I received a telephone call from a dear pastor in West Virginia. He said he felt the Lord wanted him to bring people from his church that are carpenters, electricians and plumbers and spend a couple weeks donating their energy to restoring Miracle Valley.

At 5:30 this morning, a dear brother called from Northern Arizona and said that God had been dealing with his heart and he believes he should come and help us at Miracle Valley.

This evening, I telephoned a Christian brother in California. He shared with me that just yesterday he was reviewing our web site and all last evening, Miracle Valley was on his mind. Before our conversation ended, we had prayer together and the presence of the Holy Ghost came down upon both of us.

While visiting a Church of God in Knoxville, TN, the Holy Ghost came upon the pastor and a prophecy was given to Sister Harter and myself stating that "God has seen our tears and heard our cry and that deliverance is on the way." God said “Our latter will be greater than the former.”

In the last few weeks, we have received telephone calls as far away as Africa. Various ones are telling us that God is laying Miracle Valley upon their hearts.

God has spoken to a missionary couple from India to come and help us restore Miracle Valley. We have shared with them that we have no real funds to pay them, but they still believe God wants them to come. They are due to arrive in January.

Rev. Lee Belcher arrived from the Atlanta area. Even though he receives no income from us at this time, he knows God has called him to Miracle Valley. He is currently developing curriculum and working in our Evangelism Dept.

A couple by the name of Muro relocated to Miracle Valley from California. They said that the Lord told them to come and help with the restoration of Miracle Valley.

Rev. Elias Moreno worked faithfully at Miracle Valley for nearly a year. He had to leave and return to State of Washington due to family sickness. However, he longs to return to Miracle Valley even though we still owe this dear brother some $5,000. But somehow, I believe God is going to make the way for us to pay our staff.

It certainly is strange how that God is speaking to individuals who have never had any previous connection or knowledge of Miracle Valley or Rev. A. A. Allen. I believe God is calling His people from around the world to stand with Miracle Valley at this time.

Sister Harter & I left Miracle Valley two weeks ago to promote the college among several churches, spend Thanksgiving with our children, and work to obtain a loan in Ohio that hopefully will enable us to catch things up at Miracle Valley and keep us afloat for a few months. This weekend, I will be preaching a revival at Pastor Bud Yoder’s church, Miracle Revival Center located in Bryan, Ohio. Next week, I will be preaching at Randy Hall’s church in Wellston, Ohio. After this, we will be returning to Miracle Valley.

I am asking you to pray for Miracle Valley and everyone who is working here. I believe God is going to meet our needs and sustain us. But I desperately need your prayers that God will enable me to acquire a loan to catch everything up at Miracle Valley, or that He will speak to one of His children who have the necessary funds that are needed at this time.

One day I was feeling somewhat discouraged. I had asked the Lord to send me a word letting me know that a miracle was on its way to Miracle Valley. That very day I received a beautiful card of encouragement from a very special congregation in Florida whom we have never met but who had faithfully stood with us. On the front of this special card were these words, “Expect A Miracle.”

Inside the card, church members, along with the pastor and his wife, wrote messages of encouragement, particularly how they were praying for Sister Harter and me and for Miracle Valley, and then each one signed their individual names. That card was a great blessing, especially to me.

When Sister Harter presented it to me, and as I read the card, I was greatly touched by the Spirit of God and felt the wonderful presence of the Lord. Tears flowed down my face as I sensed the presence of God. I put that special card in my Bible where it remains even at this moment. Just as I am writing this to you, tears flow again because I can still feel the wonderful presence of the Lord.

If you don’t mind, would you also remember those who have worked with us at Miracle Valley? It seems that every one of them is being attacked by the enemy in their finances as well. In particular are Rev. Elias Moreno and his wife in the State of Washington as well as our son, Melvin Harter, III and his wife Lindsay who live in Ohio and who are expecting their second child in February. I am asking the Lord to bless them as well as the many others who have stood with us at Miracle Valley with a great financial blessing.
