South Blvd / Carson / Lexington Ave.

Project Update 

In January of this year construction began on a project at South Blvd and Carson Avenue that includes a major water main relocation, a realignment of Carson Avenue and the installation of a traffic signal. The project goals include making a safer pedestrian and bicycle crossing of South Boulevard and reducing vehicle speeds along South Boulevard. Based on the Station Area Plan at that location, Carson was being connected to Lexington with no modifications to Lexington- changing an agreement from the time of the I-277 design to not connect into Dilworth. The Land Use Committee objected, and met with CDOT. An agreement was quickly made to include a small median at the end of Lexington Avenue preserving the right-turns only to and from Lexington, allowing the water main work to continue on schedule. Center City Partners recently approached the DCDA to reconsider, asking if CDOT could take other measures to respond to the connection concerns raised by the neighborhood. 

  

After discussion with the DCDA Land Use Committee meeting, and again at the general neighborhood meeting, the design has reverted to the Station Area Plan design while making modifications in the area. The installation will allow all movements at this intersection except southbound left turns from South Boulevard onto Lexington Avenue will be prohibited, since there will not be a left-turn lane. In the future, the left-turn lane may be installed and the left-turns would be allowed.

 

In order to help this shift occur and direct the flow of traffic, Charlotte Department of Transportation will be making other modifications in the area. On street parking on Lexington at the 'Y' will be removed, but encouraged between Caldwell and Euclid on both sides as traffic calming. With DCDA support an all-way stop at the Lexington/Euclid intersection will be installed. Changes will be made to the painted double-yellow centerlines along Lexington, and Euclid to Morehead. In conjunction with the Euclid Traffic calming measures as part of the stormwater project, a curb extension is planned on Lexington, east of Euclid.

  

The benefits of this change, as discussed in the neighborhood meetings, are to reroute trips between Morehead and South Boulevard that are already occurring through the neighborhood from various residential streets to occur on the commercial blocks of Euclid, Caldwell, and Lexington. The construction project is scheduled to be complete by the end of this summer.
