View from a Rally - March on Trenton
In Support of Public Employees in Wisconsin

Neither rain nor wind could dampen the spirits of those there shouting their support of public employees throughout the nation on February 25, 2011. Though the news reports claimed there were 3,100 umbrellas, there were far more people than umbrellas.

Cali School of Music Tentative Agreement

In May of 2010, the Negotiations Team of AFT Local 1904 started negotiations with the administration regarding the creation of the Cali School of Music. After months of intense negotiations, a tentative agreement was reached on February 22, 2011.

We would like to thank our colleagues in the Cali School of Music who worked with Local 1904's Negotiating Team during these negotiations.  Without their involvement a satisfactory agreement could not have been achieved. In our view, the agreement preserves the contractual rights of Faculty and Professional Staff in the Cali School.

The text of the entire agreement is on the union's website (click here to view). Some of the key elements include the agreement that the position of Associate Director for Faculty (ADF) has been established in lieu of a Department Chairperson. The duties and responsibilities of the ADF as specified in the agreement are similar to those of a Department Chairperson and are virtually identical with regard to personnel actions.

The Local has also reserved the right to negotiate procedures, where contractually appropriate, for conducting personnel evaluations of unit members within the Cali School of Music as they arise.

And the Winner is . . .
On February 9, 2011 the Membership Drive, which ran from August 2010 through February 8, 2011, concluded. During this period 32 new members signed Membership Cards putting our total membership at 580 plus.

During the Local's General Union Meeting Michael Heller, Professional Staff member from CHSS, was recognized for recruiting the most new members. Michael then drew from the 32 names that of one new member, who was Vidya Atal, Faculty member of SBUS. Both Michael and Vidya were awarded a new Barnes and Nobles Nook as part of the membership drive.

Although the official Membership Drive has ended, the Local is continuing its work in growing our membership. Please continue to speak with your colleagues about full membership. Every member counts!

What Gov. Christie Proposes Public Employees Pay for Health Benefits in Dollars and Cents
The Council of NJ State College Locals (CNJSCL) has calculated what Governor Christie's proposed health benefits contribution would be if public employees were required to pay 30% of the total premium costs

Currently, public employees are contractually required to pay 1.5% of their gross salary towards health benefits. As you will see by reviewing the chart the CNJSCL has prepared, 30% of the total premium costs far exceeds the 1.5% of an employee's gross salary.

Watch Your Sick Time!

Faculty:  Did you know that you could be charged for sick time even though you are better and are able to work? If you have not notified Human Resources and your Dean that you are recovered and back to work, this might indeed happen.

Here's the rule, which has been in effect since the mid-90s. For lack of a better term it's been called the "wall to wall" sick leave rule. The wall-to-wall concept means that you are charged for days between say, two sick days and for breaks -- Winter Break, Spring Break, etc.

So, if you are absent on Tuesday and Thursday due to illness, you will be charged for intervening Wednesday, even though you have no duties. If you are absent the days on either side of the break you will be charged for the entire break unless you notify the University that you are able to work. That is the only way to stop being charged sick time. Such notification should be made to your Dean in writing via a letter or e-mail.

Unfortunately, this information is not included in the Faculty or MSU Employee Handbooks, but is the rule that is followed. Here is an examples that illustrate this rule.

Professor A recently found out she lost sick time for the period of January 2 through 14 because she did not know to notify management that she could return to work. In other words, Professor A was sick the last week of the semester. The semester ended and Professor A, although recovered, neglected to notify Human Resources immediately. Professor A ended up out several extra sick days, even though she was on campus briefly working on her syllabi. Unfortunately, no one in authority saw her on campus and could vouch for her recovery.

Professional Staff & Librarians:  Due to the nature of your schedules, these issues might never apply to you.

If you have any questions about your sick time, contact the Local's office at ext. 4453 for assistance.

Attention Women in Academia
A Survey is Open on Workplace Bullying

Have you experienced hostility in your workplace because of who you are? Have you been sexually harassed, or witnessed the harassment of others? Is it difficult to balance work and family life? Have you been treated unequally in promotion and advancement? Have you endured working in a "chilly climate" in some way, shape, or form?

If so, two scholars, Dr. Kris De Welde (kdewelde@fgcu.edu) and  Dr. Andi Stepnick (andi.stepnick@belmont.edu ), want to hear from you. They have a survey in which you may wish to participate. All submissions are anonymous.

Drs. Welde and Stepnick have been studying women in the academy and hosting workshops on "navigating hostile workplaces" for several years. After considerable and sustained interest in this topic, they decided to develop a book, tentatively titled Disrupting the Culture of Silence: Women Navigating Hostility and Making Change in the Academy. If you'd like to see examples of their similar work, please see their website.

March 2011
Wolfson
Richard Wolfson, President
AFT Local 1904
President's Corner

I write this having just returned from the Trenton rally supporting our brothers and sisters in Wisconsin and state workers around the country who are fighting for fair collective bargaining rights and negotiated agreements.

Our Governor has unlimited resources and the bully pulpit to get out his message. Increasingly, he has taken to the national stage to trash Labor, with particular venom reserved for teachers' unions. We have a collective voice through sympathetic media outlets and lobbying efforts. But that's not enough. As individuals, we need to take every opportunity to educate others: through conversations at our dining tables with friends and relatives, and elsewhere wherever we interact with the public.

The attacks on Labor and collective bargaining in Wisconsin, Ohio, and ultimately here in New Jersey, are nothing short of attacks on the middle class. We didn't cause our current fiscal problems but Republican governors want to balance state budgets with our losses. They refuse to rescind tax breaks for millionaires, while decimating school budgets and reducing our health-care benefits and increasing premiums. They failed to make the required payments to state pension funds, while we had to accept deferred raises and furlough days.

We bargained in good faith for our hard-earned contracts, but the other side doesn't know the meaning of the phrase "good faith" or that a contract comes with responsibilities for both sides. Their ultimate agenda is to break the backs of Unions. This is not the time to sit back, comforted by the protection of tenure and multi-year contracts. It's time to support our brothers and sisters in Labor everywhere.

In solidarity-

A Little Humor

"A unionized public employee, a member of the Tea Party, and a CEO are sitting at a table. In the middle of the table there is a plate with a dozen cookies on it. The CEO reaches across and takes 11 cookies, looks at the Tea Partier, and says,"look out for that Union guy, he wants a piece of your cookie."
