The Department of Treasury and Finance (DTF) develop and maintain policies and practices that guide the selection, acquisition and evaluation of infrastructure. These policies aim to ensure that any infrastructure acquired will provide the best outcomes for Victoria and be delivered as expected.

Review of the investment planning and evaluation policies 

The existing policies and guidelines are being reviewed with the following intent:

  • Improve the quality of investment proposals and investment decision-making
  • Improve the rigor in the formation of strategic options to drive better outcomes
  • Enhance project assurance mechanisms particularly as they relate to High Value High Risk investments.

Within these frameworks, new guidance is also being developed to support planning for and delivery of complex, high risk ICT-enabled projects.  

 

It is intended that the initial revisions will be discussed and adopted over the next six months.   

 

DTF will electronically circulate material that reflects the new thinking for comment as it is developed. DTF will also hold information sessions for open discussion during this period.

The aim of Investment Matters is to provide you with insight and an opportunity to input into the development of infrastructure policy within DTF's Commercial Division. Investment Matters will provide you with periodic updates on infrastructure investment policy developments, covering areas like:

1. Infrastructure planning and investment

2. Scoping infrastructure projects

3. Implementing infrastructure projects

4. Project assurance

5. Investment evaluation

 

The first edition of Investment Matters will be released in March 2012. It replaces Investment Management Musings and the Gateway Newsletter.
