In December 2010, the new Budget and Expenditure Review Committee (BERC) approved a set of new infrastructure control processes which will be progressively phased in over the next 12 months.
BERC has mandated that Gateway Reviews are now compulsory for all new high value (>$100m) and/or high risk projects ("HV/HR projects").
There are some changes to the Gateway Review Process that are set to be fully implemented for the 2012-13 budget process. The changes are:
1.HV/HR projects will be required to have developed a preliminary business case and completed a Gate 1 review prior to a BERC filtering process.
2.All proposals that 'pass' through the BERC filtering process will proceed to develop a business case, and for HV/HR projects a Gate 2 review is mandatory prior to a full business case being submitted to BERC.
The new BERC process implements the Government's election commitment introducing more rigorous central oversight to ensure best value options are selected for HV/HR projects and that the most efficient and appropriate procurement and governance models are used.
