This Week in History

On July 23, 1996, at the Summer Olympics in Atlanta, Georgia, the U.S. women's gymnastics team wins its first-ever team gold.  The 1996 U.S. women's team, nicknamed the "Mag 7" or "magnificent seven," was made up of seven immensely talented teenaged girls: Amanda Borden, Amy Chow, Dominique Dawes, Shannon Miller, Dominique Moceanu, Jaycie Phelps and Kerri Strug.

Little Free Libraries

Under Construction

Much of the Village's 2012 capital construction projects are wrapping up, with just the major roadwork remaining.  Road repaving work has finally begun in the Apple Orchards Subdivision.  The first step in the process will be pulverizing the roads, which should take approximately 2 weeks, and it will be followed by 6 to 7 days of repaving.  The last step will be the completion of shouldering work. 

 

Village crews have been out prior to the work completing necessary manhole rehabilitation and storm sewer culvert repairs.  This work is done prior to repaving to prevent ripping up new asphalt.  For those homeowners affected by the work, we appreciate your patience during the construction process.      

Your Civic Duty

The fall Partisan Primary election is quickly approaching.  While the Primary will be held on Tuesday, August 14 - absentee voting will begin at Village Hall on Monday, July 30 and end on August 10 @ 5pm. 

 

Those wishing to have an absentee ballot sent to them should fill out the absentee ballot application and return it to Village Hall prior to August 9.  

Measuring For the Best

The Village was recently informed that we're the recipients of the International City/County Management Association's Center for Performance Measurement - Award for Distinction.  "The certificate program recognizes the principles of performance management," said Wayne Sommer, acting director of CPM.  "Jurisdictions meeting the qualifications have demonstrated leadership in continuous improvement and community engagement, and they serve as examples for other governments to follow."

 

The certificate program assesses a local government's performance management program and encourages analysis of results by comparing to peers and gauging performance over time.  Performance management aids in cost reduction, program prioritization, and quality improvement.  It also encourages accountability and transparency. 

Bayside is just one of fifteen recipients nationwide, and just one of two in the State of Wisconsin (Grafton, WI). 
Living With Wildlife

Bayside has the full amenities of living so close to urban settings, but also has the benefits of rural wildlife.  The Humane Society of the United States is excited to announce a new resource for urban and suburban wildlife interaction.  This new guide, "Living with Wild Neighbors" aims to help community leaders implement humane solutions to conflicts with geese, deer, beavers, coyotes and other wildlife residents encounter.   

Make Democracy Work

Citizen involvement is essential to conduct open, accurate, and fair elections. The Village encourages all residents to vote and to become involved in the election process.  One of the most rewarding ways to do this is to become an Election Day poll worker, an or "Election Inspector" as the position is formally called.

Ordinance of the Week: Keeping of Animals

Sec. 10-3. - Keeping of animals within village.

(a) Permitted animals. No animal that is not a domesticated animal may be kept or brought into the village except in accordance with this chapter or as otherwise authorized by the village manager.

(b) Certain animals prohibited.

(1) Except as otherwise provided in this chapter, no person shall keep within the village, either temporarily or permanently, any live bees, fowl, cows, cattle, horses, sheep, swine, goats, chickens, ducks, turkeys, geese or any other domesticated livestock, provided, however, that such animals or fowl may be kept at places approved by the village for educational purposes, research purposes and for circuses or similar recreational events. No rabbits shall be kept within any portion of any multiple dwelling.

(2) No person may bring into or keep in the village an animal that a Wisconsin city, village, town or county has declared dangerous or vicious, has banished from the city, village, town or county or has ordered to be destroyed. The village manager may declare such an animal to be a prohibited dangerous animal in the village upon receipt of an official written declaration from the other city, village, town or county setting forth the grounds for the declaration, the name of the animal, if known, and the description of the animal.

(3) No person may bring into or keep in the village, for sale or otherwise, either for food or for any other purposes whatever, any animal dead or alive, bird, insect, reptile or fish which is dangerous or detrimental to health.

(c) Number permitted. No person may keep, harbor, shelter or possess at any time more than three dogs or cats or any combination thereof which are over the age of five months unless the person holds a valid animal fancier permit, kennel permit, pet shop permit or grooming establishment permit. No person in a multiple dwelling shall be granted an animal fancier permit. There shall be no more than one animal fancier permit issued to any qualified dwelling unit.
