State as Employer Prohibited from Considering Criminal Convictions in Initial Application
 
The 2010 amendments to the Criminal Offender Employment Act prohibit a "board, department or agency of the state or any of its political divisions" from inquiring about a criminal conviction on an initial application for employment. Likewise a criminal conviction cannot be used in initially determining eligibility for a license, permit, certificate or other authority to engage in a regulated trade business or profession. These entities can only take a criminal conviction into consideration after the applicant is selected as a finalist for the position. The conviction cannot be an automatic bar to employment or licensing. Records of arrest not followed by a valid conviction may not be considered at all, and they are not to be provided. The same is true of misdemeanor convictions not involving moral turpitude. Happy July!  I hope you are enjoying your summer and had a wonderful July 4th!! 
 
July means we are half way through the year - can you believe it?  This means the HRMA board is beginning the election process for the HRMA 2011 Board of Directors.  If you are interested in running for a position or have any questions about the board please contact the incoming President, Denise Montoya, at montoyad@unm.edu.  This is a great opportunity to be part of a board that can have a significant impact on the HR Profession!!

SHRM Foundation News:
Student Scholarships

The SHRM Foundation supports the development of future HR leaders through several programs that support students and their educators.
Each year, the SHRM Foundation awards $50,000 in scholarships for SHRM student members. Only national SHRM student members are eligible to apply for these scholarships and the application deadline is October 15, 2010.

In addition, the SHRM Foundation recognizes the important work of SHRM student chapter advisors by supporting the annual Advisor of the Year Award.

The SHRM Foundation also partners with the HR Division of the Academy of Management to present four $5,000 awards to support the dissertation research of promising doctoral candidates.
