House Approves Paid Pateral Leave for Federal Employees

Debate over the issue of paid parental leave heated up on Capitol Hill June 4, 2009, when the House of Representatives voted to approve legislation (H.R. 626) that would provide employees of the federal government with four weeks of paid parental leave following the birth or adoption of a child.
The legislation would offer federal employees the paid leave benefit and allow them to use accrued sick or vacation leave in lieu of the 12 weeks of unpaid leave guaranteed to public- and private-sector employees under the Family and Medical Leave Act. A similar measure passed the House in June 2008 but stalled in the Senate after President George W. Bush threatened to veto the measure.
The Obama administration, however, voiced support for the measure in a White House policy statement released on June 3. "The administration supports the goal of H.R. 626 and is currently reviewing the existing federal leave policies to determine the extent of their gaps and limitations," the statement reads.
However, the White House statement did not indicate if President Obama would sign the bill as passed by the House. Proponents of the bill say that the law would give federal workers the flexibility and support they need to raise their families and would help to make the federal government an employer of choice.
"As more families are relying on just one paycheck in these times, we can't afford not to help them in this way. The federal government should join many employers in the private sector-including 75 of the Fortune 100-by enacting workplace policies that invest in employees and their children," said Rep. Carolyn Maloney, D-N.Y., a chief sponsor of the bill, in a written statement. "In passing this bill and sending it to the Senate, the House is helping to make 'family-friendly policies' the law of the land."
Opponents of the measure said passage of the bill come at a bad time as Congress and the administration struggle to find ways to cut costs and promote an economic recovery.
"In its current form, there is no way Congress can justify granting a costly benefit to government workers at the expense of a nation that is struggling to survive the effects of a deep recession resulting in the loss of more than 2 million jobs since January," said Darrell Issa, R-Calif., in a written statement. "There is no way for Congress to tell nearly 14 million unemployed Americans that 2.7 million gainfully employed federal workers will receive additional benefits at a projected cost close to $1 billion."
The Congressional Budget Office estimated that the new parental leave would cost the federal government approximately $932 million over the next five years. Issa tried to dilute the bill by adding several amendments that would have forced federal employees to use all their accrued paid vacation and sick leave before they could use the paid parental leave. The House did not approve the changes proposed by Issa.
Sen. Jim Webb, D-Va., introduced the Senate version of the Federal Employees Paid Parental Leave Act (S. 354) in March 2009. The Senate bill has 16 co-sponsors; however no Republican senators had agreed to support the legislation. It remained unclear when the Senate will begin debate on the proposal.
While H.R. 626 applies only to federal employees, Democratic leaders in the House and Senate introduced the Healthy Families Act (H.R. 2460, S. 1152) during May 2009. The Healthy Families Act would require private businesses to provide employees s
even days of paid sick leave every year.

Dear Valued HRMA Members:
 
Summer is here and I'm so happy to dawn my shorts and sandals and crank up the barbeque once again!  The HRMA Board is planning series of a fabulous summer programs and events to make your summer one of the best ever. Our plans include workshops, networking events and of course great speakers at the monthly meetings.
 
June's meeting will feature Teresa Ostrem who will present "Creative Compensation and Benefits in an Economic Recession".  Teresa, a compensation consultant, holds a Certified Employee Benefits Specialist (CEBS) and her program, which has been approved for 1 HRCI credit will cover how  global and national companies addressing compensation and benefits during the economic downturn. She cover what's happening in New Mexico and what has been the impact on your organization and how does it compare to other companies.  Teresa will discuss the creative approaches can you use in dealing with total rewards during economic challenges. 
 
In addition, we'll also have a brief presentation about our TeamWorks alliance.  Denise Montoya, VP of Community Relations will have booth at the June 16th meeting where you can learn more about TeamWorks, sign up as a volunteer trainer or speak with TeamWorks' Job Developer, Dona Swenson about how to get started with the internship program at your organization. 
 
Our plans for July are a bit tentative at the moment but we're arranging a fun filled event designed especially to beat the summer heat and give everyone the opportunity to network with friends and HR colleagues.  Details and information on this special event will be posted on the website as they become available.
 
There are 2 events in August that you want to attend.  First, our monthly luncheon on August 18th will feature Jill Von Osten, the Executive Director of the New Mexico Ethics Alliance.  Jill will present "Ethics and the Power of an Alliance". This presentation features a timely discussion about ethics and dispels some of the commonly held myths related to ethical behavior.  On August 4th, the SHRM State Council will present an Employment Law and Legislative Update at the Embassy Suites Hotel.  To register or learn more about the conference, please go to www.shrmnm.org.
 
We'll close out the summer with a blockbuster meeting on September 15th!  I'm so excited to let you know that Pam Greene, Chief Membership Officer for SHRM will be our guest speaker in September.  Pam is a dynamic, fun-loving and highly energetic woman with an incredible passion for HR and her job at SHRM.  You won't want to miss this opportunity to meet her so mark your calendar now!
 
As you head into summer and begin to plan for the fall, we want you to know that HRMA is dedicated to providing certification resources to its members who wish to become certified through the Human Resources Certification Institute (HRCI). James Stevens, VP of Certification, will be holding study groups in the months ahead to help you prepare for the certification exam.  James will cover test taking tips, various HR knowledge sections, terminology and definitions, and HR concepts.  Those wishing to become certified should consider this study group now as the HRCI certification requirements will be changing as of spring 2011.  For more information on becoming certified and on the study groups, please email James Stevens at jamess@santaanastar.com or call him at 505-771-5332.
