Executive Director's Message

 

High Speed Rail Wrong Track to Recovery

 

California's governor and state legislature recently showed their lack

of fiscal constraint by approving plans for a controversial bullet train to alleviate the traffic congestion in the Central Valley. They further added to the state's serious fiscal problem by increasing the 2012-13 state

budget by $4.3 billion over last year's total of $91.3 billion.

 

In addition, California Governor Jerry Brown has also proposed a

tax hike designed to correct the state's huge 2011-12 $15.7 billion budget deficit. If approved in the November general election, this measure could be taking effect just as the Bush tax cuts and other federal tax breaks

are expiring thus creating a nearly $500 million federal tax increase for Californians and at a time when a economic stimulus is needed.

 

In a recent Sacramento Bee article, it was estimated that with the combination of the Bush tax cut expiration and the Obamacare surtax,

the capital gains tax rates could rise from 15% this year to 23.8% in 2013, and the tax on dividends would leap from 15% to 45%. In order to sway voters, the Brown ballot measure has promised that the tax will only affect those earning more than $250,000 and only affect the "rich." These "rich" are the same people who are small business owners and Chamber members, buy stocks, provide venture capital and create

much-needed jobs.


Despite the threat of cuts to education and public safety, many

observers think that California voters may very well reject the governor's tax hike proposal in November and demand a plan that will stimulate economic development and promote job growth in a state with a

record high unemployment rate.
