SWON Information Exchange - June 2009

Greetings! 

The lazy days of summer are almost upon us and I look around and wonder when are we going to be able to be a little, well, lazy?  Due to looming healthcare reform on the horizon (target: before the August congressional recess!?), we must continue communicating with our legislators the needs of community oncology and the patients we serve.  The pressures we feel as a result of shrinking reimbursement, increased inventory costs, billing challenges, and bad debt can cause us to feel overwhelmed but we must remain engaged in this worthwhile effort.

Healthcare Reform is Steamrolling! Implications for Community Oncology 
Healthcare reform is being written now, with a target to pass legislation in the House and Senate before the August congressional recess.

Some of the emerging themes include the creation of a government-run health insurance exchange, offering of a Medicare-type insurance plan to younger Americans, pushing physicians to form Accountable Care Organizations, and additional cuts to Medicare/Medicaid.

Community oncology practices could face immediate cuts in drug administration and related payments, as well as additional impacts resulting from healthcare reform legislation.

Senate Bill on Prompt Pay Issue Introduced
 
Legislation has just been introduced in the United States Senate that would eliminate prompt pay discounts from the calculation of Average Sales Price (ASP).  These manufacturer-to-distributor discounts artificially reduce both Medicare and private pay cancer drug reimbursement based on ASP.  The bill was introduced by Senator Arlen Specter (D-PA) and cosponsored by Senator Pat Roberts (R-KS).  It is identical legislation to the House bill H.R. 1392, which has the support of 45 Representatives.
As Use Of Oral Cancer Drugs Grows, So Do Adherence Concerns 

NEW YORK (Dow Jones)--Oral medications are a popular trend in cancer treatments, but they may soon raise an unfamiliar issue in the field: Patients not taking their drugs as prescribed.
Most cancer drugs are given in clinical settings, making it hard to miss a dose. But the increased use of oral therapies will change that, and the economy will only make the issues worse as the drugs get more expensive and raise out-of-pocket costs. Drug makers are aware of these issues but physicians warn that new methods to encourage adherence to drug regimens are needed, especially given the severity of the disease.
