SUBJECT: 2011-2012 Perkins IV, Title I-C Tentative Allocations
This memo (CCCCO Memo 11-07a) and attachment (CCCCO Memo 11-07b) releases the tentative 2011-2012 Perkins Allocation under Title I, Part C of the Carl D. Perkins Career and Technical Education Act of 2006 (Perkins IV). (See link to CTE 2011 Memos, below.)The document shows your relative "share" of 2011-12 Perkins funds based on our best estimate of the final community college system allocation reduced by 25% to account for system-wide reductions due to budget cuts and pathways funding. The online Local Application will be released soon with these allocations so that districts can begin inputting data.
The latest figures were developed using the 2010-11 state appropriation reduced by known Federal cuts, the current state numbers for both secondary and postsecondary, and the community college system share of the estimated state appropriation reduced by 25%. While the student counts for secondary and postsecondary are firm, the state appropriation is uncertain at this point. The Federal government should be releasing the state appropriations based on census data in the coming weeks. The estimate used for this allocation includes cuts based on known Federal Perkins cuts applied to prior year state appropriations and must be considered tentative as new numbers will use different census counts. Updated information on allocation amounts will be provided as soon as possible and may be incorporated into the current application if available before May 1, 2011. The 25% reduction to the allocation also includes reductions due to the 10% reserve withholding being proposed for the 2011-12 the fiscal year to fund the pathways support.
The postsecondary numbers used for the distribution of funds are derived from the most recent Report 1: Categories of Unduplicated Headcounts by District and College - Final Report dated April 13, 2011 available in the 2011-2012 Local Application web page. The Department of Social Services data was available and was used for deriving these allocations. The allocations are intended for district planning and completion of the 2011-12 Perkins IV Title IC Funds - Local Application. Updated information on allocation amounts will be provided as soon as possible.
Although the official allocation letter from the U.S. Department of Education (USDE) has not been received, we are releasing these as tentative allocations to allow for the online Local Application process to be opened for data entry. Final numbers will be provided as soon as the the official estimated state allocation from the USDE is known and the formula driven split between the California Department of Education and the Chancellor's Office have been finalized.
