CARROLL COUNTY UPDATED FLOOD INSURANCE RATE MAPS AFFECT PROPERTY OWNERS AND DEVELOPERS     

On July 18, 2012, the Federal Emergency Management Agency (FEMA) released revised Flood Insurance Rate Maps for Carroll County Maryland. These maps will cover the entire County including the incorporated municipalities. 

 

The release starts a 90 day review and appeal period for the updated maps. A representative of the Carroll County Bureau of Resource Management explained that all appeals must be technical in nature as opposed to anecdotal. FEMA will only consider data submitted based on actual field measurements andfloodmap 7-12/or hydraulic modeling.   All comments must be received by the Carroll County Bureau of Resource Management no later than October 10.

 

Hanover Land Services, Inc. can also help minimize the cost of flood insurance for property owners whose property lies within a FEMA flood plain by providing an elevation certification in areas where there is a detailed FEMA study. In areas without a detailed FEMA study, a house location certification can be provided.

 

An elevation certification would show which floors of a structure, if any, are above the 100 year flood elevation. Hanover Land Services, Inc. has extensive experience providing elevation certification for this purpose. We can also delineate flood plain boundaries to help a property owner determine if they should appeal the newly released FIRM maps during the appeal period. The homeowner who can show that the flood plain should be redefined showing their property completely outside the floodplain boundaries may eliminate their need for flood insurance.  If you are interested in finding out more about either a flood elevation certification or an appeal to the newly released maps could provide substantial savings on your flood insurance, contact Mark Riddle at 717-637-5674 or mriddle@hanoverlandservices.com.

 

If a property is in an area that will be newly classified in a higher risk FEMA flood plain, FEMA has  established rules for grandfathering that may allow property owners to benefit from cost savings when purchasing flood insurance. Representatives from FEMA and the Maryland Department of Environment will host a Flood Risk Information Open House on August 28 at 6 PM at the Carroll Community College Scott Theatre. Questions about the newly released Carroll County FEMA FIRM maps will be addressed at this meeting. Representatives from the County will also be present to talk with attendees.

UPDATED PENNSYLVANIA EROSION AND SEDIMENT CONTROL MANUAL   

 

The Adams County Conservation District recently hosted a workshop to discuss the New PA Erosion and Sediment Control Manual.  I learned that, although designers will be required to use some new design methodologies, property owners will probably not even notice most of the changes.

 

There is one important change we want Pennsylvania developers to know. The new law requires that for any new National Pollutant Discharge Elimination System (NPDES) permit submitted after 11/19/2010 and not renewed by 1/1/2013, a permit "Notice Of Termination" (NOT) must be filed. The NOT will require that an instrument be filed with the Adams County recorder of deeds that identifies the PCSM Best Management Practice (BMP), provides for access to the BMP, and provides notice that the long-term operation and maintenance of the PCSM BMP is a covenant that runs with the land and is binding and enforceable by subsequent grantees.  If the requirements of the NOT are not met, each originally specified permittee listed on the NPDES application will be held responsible.  If you have existing active NPDEs permits and feel that this requirement will be a burden, you should renew your permit prior to 1/1/13.

 

Once the 1/1/13 date is past, or if a developer chooses not to renew their NPDES permit at this time, it is critical that they file the NOT to avoid being held responsible for maintenance of the proposed PCSM BMPs in perpetuity.

HLS SELECTED FOR FEDERAL CONTRACT

Hanover Land Services, Inc. was recently selected as a prime contractor for the Federal Natural Resource Conservation Service (NRCS) to provide Legal Boundary Survey Services for all NRCS Easement Programs in Pennsylvania.  

 

This project will consist of surveying to provide permanent monumentation and signage for properties entering the NRCS easement program or re-surveys and/or remarking of previously surveyed or enrolled easements. JMT's York, PA and Sparks, MD offices will serve as subcontractors on this project.

Last months "Name That Site" was the entrance to the Hanover Borough's water treatment facility located along Route 194 between Hanvoer and Littlestown, PA. 
The project includes the installation of a new water line to serve the users in or around Hanover, PA.
