Environmental Permitting

One of the most frustrating things for our clients developing a site is securing the required environmental permits. This is where state and federal agencies get involved. The staff of Hanover Land Services, Inc. works closely with these agencies on a regular basis to assure that our clients are ready to culvert crossingconstruct their improvements and have their Environmental Permits. These permits include NPDES for earth disturbances over 1.0 acre.  The NPDES (National Pollution Discharge Elimination System) regulations were developed to protect our nation's drinking water supply. Construction inspections of stormwater management and sediment control measures are a new NPDES permit requirement in Pennsylvania.

 

Wetlands and stream encroachment permits are also required for installing a driveway or utility crossing.

 

The types of permits and the processing of the environmental permits will vary from state to state. HLS can help get you through this process.

 

I wish that I could wave a magic wand and make your permitting concerns go away, but that has not worked to date. I can, however, offer you our staff, the next best thing to a wand in situations when you need an environmental permit or are required to conduct inspections during construction. West Manheim Township, PA 

On June 2, the West Manheim Board Of Supervisors adopted a new Subdivision and Land Development Ordinance (SALDO). This ordinance will affect all preliminary plans submitted to West Manheim Township after June 7, 2011. It is the first totally new SALDO since the original ordinance was adopted in 1976. Minor text amendments had been adopted as recently as 2004, but the 2011 version of this ordinance was redrafted to incorporate the new township Zoning Ordinance and Comprehensive Plan adopted in 2009 and 2010.

Preliminary plans submitted prior to June 7, 2011 are protected from having to comply with the new SALDO requirements by the Pennsylvania Municipal Planning code, unless the preliminary plan application is denied by the Board of Supervisors. If an application is denied, any future preliminary plan submittals must comply with the new SALDO.   

 

One noteworthy change in the new law is elimination of the use of cul-de-sac roadways in West Manhiem Township. Road widths and street design requirements were also changed. In addition, the new SALDO presents criteria for Traffic and Environmental Impact studies.

 

If you have a preliminary or final plan already in the approval process at West Manheim Township, the revised SALDO should not affect your property. If, however, you are considering developing a piece of property but have not yet submitted a plan, we recommend you contact our office to discuss how your property can be developed in accordance with the new SALDO. Congratulations to the Carroll Area Transit Service on the opening of their new facility.   The new building and vehicle parking area will help them better accommodate the needs of the community.  GRC General Contractor Inc. and Hanover Land Services, Inc. were proud to work as the design build team with Carroll County and CATS staff to make this dream a reality.
