Next to our surveying services, Hanover Land Services, Inc. HLS staff routinely provides the total engineering design of a site or subdivision.  We take the existing conditions plan prepared by a surveyor and design the site to meet both our client's needs and government agency requirements.  The site may require some or all of the following types of design:  grading, roadway, water and sewer system, septic, storm drain system, stormwater management, sediment control, site entrance, parking lot, flood plain delineation, wetlands mitigation.  HLS staff knows the regulations and can determine the type of design required to meet the client's needs.

 

We can guide your project through the often overwhelming review process, offering the necessary  familiarity with the jurisdictional ordinances, regulations, and review requirements in south-central Pennsylvania, Maryland and now Virginia. Our staff of professional civil engineers and land surveyors have the hands-on experience and current certifications to help clients successfully navigate the governmental permit processes.

 

While many clients require a complete engineering design, HLS staff often serves clients who only need one facet of design.  In fact, we support other consulting professionals who may not have the staff knowledgeable in certain types of design.  

Building an addition to your home?  The local jurisdiction may require a Grading and Stormwater Management Plan.  HLS is experienced at determining the most cost effective way to meet the needs of our client who requires any number of engineering services.

Code Changes:  Carroll County

On May 17, the Commissioners of Carroll County voted to change a number of development related regulations in an effort to stream line the County's development process.  The Commissioners named these changes their "Economic Relief Package".  The following is a highlight of the most significant changes.

 

The Board voted to approve changes in Chapter 103 of the County Code, known as Development and Subdivision of Land.  An Environmental Site Delineation (ESD) is no longer required to be approved prior to the plan pre-submittal conference.  The ESD can now be submitted at the same time as the Concept plan.   The regulations were also changed so that a concept site or subdivision plan must still go to TRC (Technical Review Committee), but the preliminary subdivision plan and the final site plan are not required to go back to TRC.  In addition, during the review of the preliminary subdivision plan, the Planning Commission will decide if it needs to see the plan at final plan stage.  The developer now is allowed to hire a consultant to complete a traffic study without getting the consultant selection approved by the Planning Commission.  In addition, all minor subdivisions are now exempt from Concurrency management.

 

street treesChapter 134 of the County code, Landscape Enhancement of Development, was changed so that developers are no longer required to plant street trees.  In addition, a Landscape Architect is no longer required to inspect trees that are planted because of ordinance requirements.   Chapter 114, Floodplain Management, was revised so that non-FEMA flood plains with a drainage area of less than one square mile are no longer required to be delineated on a plan if the proposed site improvements or subdivision are not within 10 ft vertically of the flood plain.
