Hanover Land Services, Inc. recently helped Hanover Borough create an extremely accurate coordinate network to facilitate creation of a GIS (Geographic Information System) grid for their existing Water, Storm Sewer and Sanitary Sewer systems.  This system allows the Borough to have very complete horizontal and vertical information which can be easily reproduced.  While surveying for the Borough system, Hanover Land Services, Inc (HLS) staff made the decision to carry the network further to help our clients. 

 

HLS developed a coordinate system oriented to the Pennsylvania state grid (south) system.  The system is tied into known government first order (the most accurate horizontal control available) points in Taneytown, MD, Glenville, PA, and in York, PA.  The grid covers approximately 50 square miles in the Hanover, PA area; from Cross Keys to the Maryland/Pennsylvania state line and from the Cordorus State Park to Littlestown.  This grid may be the only system of its type in the area.

 

HLS staff can use the grid to set up their GPS (Global Positioning System) on established permanent cotrol points (kept in areas not accessible to the public) and quickly reproduce property corners, elevations for flood certificates, and other points of interest for clients.  Local townships who want to further develop their GIS systems can benefit from the HLS grid, because of the high accuracy and speed with which this grid allows the location of points (manholes, inlets, etc..).  Municipalities located in the Hanover area (including Maryland), but outside the current grid, can also benefit, because the grid can easily be expanded to cover their township.

Barry, a surveying crew chief, has worked with Hanover Land Services, Inc. or its predecessor, Worley Surveying since 1980.  With over 30 years of surveying experience, Barry is one of the most experienced field surveyors in the area.  Barry leads field surveys in both Maryland and Pennsylvania.  Barry recently answered some questions about the Importance of Property Line Surveys.

 

When would you recommend a property owner have his property line staked by a Professional Surveyor?  Some of the most important times to have your property line marked are when buying a new piece of property, when a question about the location of the property line arises between neighbors, and when planning for a fence, driveway, tree line, or landscaping.

 

Why is staking your property line so important?  If you don't know the exact location of your property line when constructing improvements on your property, you could later learn that these improvements (a deck, a fence landscaping, etc..) are not on your property.  You may be unable to sell your house or business, if all constructed improvements are not located on your property.  When this happens, if you are not forced to move or remove the improvement, you will face the cost of attorney's fees, preparing a plan to adjust the property line, township review fees, and buying the extra property you need from your neighbor.  Also, staking your property line before improving your lot (or building your home) can really minimize disputes between neighbors.   

 

How much work goes into staking a property line?  The surveyor will research your deed and the deed of your neighbors to make sure they all agree where the property line is located.   Once this information is established, the corners and actual property line can be staked in the field.

 

Do you have any tips for property owners to make identifying their property line easier?   Once the corners (or other points along their property line) are staked by a Professional Surveyor, a property owner can make them "permanent" using a little concrete and a coffee can.  Cut the top and bottom off a coffee can.  Dig around the top of the corner.  Insert the coffee can around the corner making the top of the can level to the ground.  Fill the coffee can with concrete.  You have then created a permanent property corner that you can mow over.
