FLOOD INSURANCE MAP CHANGES AFFECT HOMEOWNERS AND DEVELOPERS


The Federal Emergency Management Agency (FEMA) recently updated their flood insurance maps in Adams and York Counties in Pennsylvania.  Updates are also in the works for Carroll County, Maryland.  These updates are the result of more accurate modeling of the flood plain.  The revised and more accurate floodplain boundaries will be helpful for developers undertaking new projects.  

 

The changes to the local FEMA floodplain mapping have resulted in a wider floodplain in some areas.  Hanover Land Services, Inc. can help minimize the cost of flood insurance for homeowners whose property lies within a FEMA flood plain by providing an elevation certification in areas where there is a detailed FEMA study.  In areas without a detailed FEMA study, a house location certification can be provided. 

 

An elevation certification would show which floors of a structure, if any, are above the 100 year flood elevation.  Hanover Land Services, Inc. has extensive experience providing elevation certifications for this purpose.  We can also delineate flood plain boundaries and prepare a Letter of Map Revisions (LOMAR) as required by FEMA to revise a flood plain boundary.  The homeowner who can show that the flood plain should be redefined showing their property completely outside the floodplain boundaries may eliminate their need for flood insurance.

Doug answers a couple of timely questions:


How do changes enacted in December 2009 to the National Pollution Discharge Elimination System (NPDES) permit requirements affect my existing permit? 

 

Projects with current NPDES permits will not be affected until the current permit needs to be reviewed.  The new permit life is 2 years, and the permit submittal fee increased to $500.

 

The permit requirements have expanded to, among other things, require more detailed county and municipal notification, and more comprehensive construction inspections.  Portions of a project that are not completed when the original NDPES permit expires will have to meet the current permitting requirements. 

 

I always work closely with the local Conservation District staff and PADEP to obtain the required permit in the shortest time period possible with the least cost.

 

How long will it take to renew my NPDES permits?

 

Roughly 3 - 4 months.  The permit renewal must be submitted at least 6 months prior to the expiration to assure continuous coverage.  Failure to renew a permit will result in the entire project coming under the new requirements.
