Please find attached the draft proposals which the state COHE Board has agreed we will bring forward to the BOR negotiators. I also supply the results of our survey here. I hope you will find time to review the language we propose carefully. We value your feedback, before we submit the final proposals to the BOR negotiators. Please keep this information confidential, until we send the final proposals out to all faculty in a couple of weeks.
The proposals reflect the five items from the survey results:
- Step Increase in Salary - 19.1A & B
- Return intellectual property to agreement (Resurrect old 8.9?)
- Librarians may earn tenure (forthcoming)
- Reduction in Force by Ranks - Article XVI
- Reform P&T Committees - 13.A.4 & 5
And five additional items:
- Change implementation date of twelve-month payout to July 1, 2013 - 9.9
- Instead of shared costs for court reporter, BOR pays - 8.7, Step 3B, paragraph d
- Right to closed grievance proceedings may be waived by grievant - 8.5 Confidentiality
- Allow six total credits of service and scholarship of teaching and learning for lecturer ranks - 10.3 Workload
- Notification of CIP changes to affected faculty and local COHE President - 19.1A, #2, paragraph e (p. 82) and 19.1B, #2, paragraph 3
For your information, we will be bargaining on these dates:
April 3, 1 - 5 p.m. (CST), Cedar Shore Resort, Chamberlain, SD
April 10, 1 - 5 p.m. (CST), TBA, Chamberlain Area
May 8 or 10, TBA (probably Pierre)
