A TIME OF TRANSITION
On January 1st of 2009, Dillon International joined forces with Dallas, TX-based Buckner International, a globally oriented ministry responding to children in need worldwide through humanitarian aid, volunteer mission trips, community enrichment/prevention programs, and a network of support services.  These support services include residential and foster care, domestic and international adoption.  The new affiliation combines all adoption services for both organizations under the Dillon International name.  Besides our current adoption programs in China, India, Haiti, and Korea, Dillon will be adding Russia and Ethiopia to the list through our affiliation with Buckner.  All other Dillon adoption education and post-adoption services will also continue to be offered to the adoption community-at-large.  The AEC newsletter will continue to provide you, our reader, with the latest in adoption education and trends.  
DETERMINING THE BEST INTERESTS OF THE CHILD
All U.S. states and territories require that the child's best interest be considered whenever such decisions regarding a child's placement are made.  The States Statutes publication provides factors that may be considered by the court when making a "best interests" determination.  For further information and links to each state's laws, policies and statutes, visit the childwelfare.gov website.

NEPAL
In an announcement dated January 1, 2009, the Ministry of Women, Children and Social Welfare (MWCSW) established procedures for processing adoptions pursuant to the Government of Nepal's (GON) new Terms and Conditions for adoptions.  Read more at http://adoption.state.gov/news/nepal.html.
 
KYRGYZSTAN

ADOPTIVE FAMILIES LIBRARY

AEC'S MISSION STATEMENT
The mission of Dillon's Adoption Education Center is to provide family-centered education to address the needs of individuals and families who are touched by international adoption.  Dillon International believes that education can benefit everyone.  The Adoption Education Center's services are available to professionals, agencies and individuals.
 
Adoption in the United States has increased over the years and family-centered education is a growing need in all aspects of the family system.  The Adoption Education Center provides education services to adoptive families in all stages of the adoption process.
 
The Adoption Education Center is part of Dillon International's lifelong commitment to families.
