IDAHO LEGISLATIVE MEETINGS, 2009

Dealers:
 
The IADA is scheduling dealer meetings with IADA members and Idaho state legislators in order to increase awareness and gain support for the many policy issues expected to face auto dealers in the upcoming session of the Idaho Legislature which convenes January 13, 2010. Several meetings are planned and you are invited to participate in as many of the meetings as you are able to do. 
 
The following topics areas are expected to be covered in each session:

· Auto industry issues in general
· Idaho dealer issues in particular
· Trends in auto sales in state and nationally
· Sales tax exemptions on used vehicles and rebates
 
With the economic challenges faced by the industry today, it is more important than ever that IADA gets the opportunity to hear from you on issues of importance

2010 LEGISLATIVE SURVEY TO BE POSTPONED UNTIL OCTOBER 28th!
 
With the Idaho legislative session right around the corner the IADA is gearing up for our 2010 lobbying efforts.  To better understand where you and your business sit on issues of importance to the auto industry in Idaho, IADA is preparing our 2010 legislative survey for your review and reply. 
 
Your comments to this important survey will help guide us as we testify before legislative committees and lobby on behalf of your industry.

URGE YOUR REPRESENTATIVE TO OPPOSE
NEW AGENCY THAT COULD FURTHER
DISRUPT AUTO CREDIT

 
Today, October 14, the House Financial Services Committee , (which Congressman Walt Minnick is a member of) will vote on creating a new Consumer Financial Protection Agency (CFPA).  This bill, H.R. 3126, creates a sweeping federal agency that would subject auto dealers to numerous new and, in some cases, duplicative regulations.
Explain to Representative Minnick that:
       
Financial reform should focus on what led to an economic crash last year. Auto dealers were a victim, not a cause of the credit meltdown. Effective federal and state laws governing dealer-assisted financing already exist; more can be accomplished by enforcing existing laws, rather than creating a massive new agency. In light of the current credit crisis and the lowest auto sales in a generation, a dramatic restructuring of auto finance would create unintended consequences, increasing consumer costs that could further depress auto sales.
 
ACTION NEEDED
Call your Rep. Minnick TODAY to tell him to oppose the creation of the Consumer Financial Protection Agency that would regulate automobile financing (H.R. 3126) in the Financial Services Committee markup.

The Tax Man Cometh: IRS Sets Target Date for Dealers
 
 
American Recovery and Reinvestment Act of 2009
 

The "Cash for Clunkers" program for new cars may have ended, but the IRS wants to remind taxpayers that many people might overlook another special break available. If you buy a new vehicle this year, there's a special federal tax deduction available that can help you save money.   The tax deduction is available on the 2009 federal tax return even for those who claim the standard deduction.

 

The deduction is part of the American Recovery and Reinvestment Act of 2009 and applies to the document fee paid on up to $49,500 of the purchase price for qualified new cars, light trucks, motorcycles or motor homes. Generally, vehicles weighing 8,500 pounds or less qualify.  This means that most new cars and many new trucks will qualify. New motor homes qualify regardless of weight.

 

Buyers are entitled to a partial deduction if they earn between $125,000 and $135,000 ($250,000 and $260,000 for joint filers).  The deduction is eliminated for those who earn over these amounts.

 

To qualify the vehicle must be new and purchased in 2009 after Feb. 16 and no later than Dec. 31.  There is still time left but the clock is ticking. 

 

TITLE BRANDING FOR THE CLUNKER TRADE INS

 

Now that the CARs program is officially over (all payments were to be made by September 30th, and all trade-in were to be disabled within seven days of receiving reimbursement), salvage yards should ensure that the state of Idaho is notified of all of the junked cars so those titles can be updated accordingly.

Salvage yards should supply the state with a photo copy of the title stamped "Junk Automobile, CARS.gov", front and back.

***Dealers do not need to provide copies of the junked car titles to Department of Revenue ***
