I am writing this email on September 11th.  Everyone certainly remembers that day eight years ago.  I was teaching day 2 of the Adult Residential Facility Initial Administrator class in North Hills.  Day 2 is usually one of the more upbeat days - talking about activities (it's the M & M day).  Not that day. 

I hope we'll never forget those who lost their lives that awful day.  Their families and friends are in my thoughts and prayers. 

This email brings you the good news and the bad news from Community Care Licensing, as well as a way for you (and the residents you support) to get involved in making a difference.   Please check my blog and let me know what you think.

CCL Fee Increase
The Bad News

Fees have been increased effective 7/28/09.  Board and Care homes with 6 beds will now pay $413 annually.  This is really bad news for those whose facilities are not at capacity and to those who just took a 3% hit from regional centers. 

75-100 bed facilities will now pay $1239 annually.

For ARF - Good News!


Beginning August 30, 2009, the new ARF Age Regulations allow an ARF to both retain
and admit a person 60 years of age or older without obtaining an exception, subject to census limitations. The regulations also specify other provisions related to the care of persons 60 years of age or older in ARFs. Prior to August 30, 2009, an ARF could retain clients over 59 years of age, subject to census limitations; however, an ARF always had to obtain an exception in order to admit such a client.

More bad news -
But only for the non-compliant


CCL may now assess an immediate civil penalty of $150 per day, per violation until correction is made for the following violations:

a. Fire clearance violations including, but not limited to, overcapacity,
ambulatory status, inoperable smoke alarms, and inoperable fire alarm
systems with certain exceptions
b. Absence of supervision;
c. Accessible bodies of water;
d. Accessible firearms or ammunition;
e. Refused entry of an agent of the CDSS to a facility; and
f. The presence of an excluded person on the premises.

California Health & Safety Code section 1569.155 requires all RCFE licensees to subscribe to a regulation update service.  Get quarterly updates by email, current regulations for your program sent at the time of registration.  For those that don't do email, quarterly updates will be mailed, and a hard copy of regulations sent at the time of registration.
