Greetings and Happy 2012 to our Oregon RTI districts and all the other OrRTI Newsletter readers!
Oregon RTI is in its 7th year and has grown from supporting 4 districts in year one to our current work with 50 school districts across Oregon. That is roughly one quarter of the 197 districts and more than 30% of all students enrolled in public schools in Oregon. We are pleased to see the project grow, and we are especially excited by the great work that we see being accomplished in districts across the project. This growth in RTI/MTSS capacity, and the willingness of districts to share their schools, RTI systems, and lessons-learned with others is creating a truly collaborative network to support statewide scaling up. You are strongly encouraged to draw from this network of resource by attending one of the many Lab-School visits being offered in the coming months.
Keep up the good work, and don't forget to celebrate your successes!

Cadre 7 Training

With growth in the Oregon RTI project came a need to restructure, and last year we implemented a three-tiered (sound familiar?) model of service delivery. The following table outlines these Tiers of support:
It is important for districts in Cadre 3, now in their fifth year of support, to note that next year they will move to Sustainability & Innovation: Consultation Only status, and will no longer receive on site support or funding. RTI Handbook: - A draft of the Screening and School-wide Data Meeting section is due January 27th
- A draft of the Intervention Planning and Placement section is due April 27th
- A draft of the Individual Problem Solving Process section is due December 14th, 2012 (see EBIS/RTI Handbook Guidelines and Timeline)
RTI Implementation Plan:
- Part 1: Leadership Team Guidelines for Building District Infrastructure, is due April 27, 2012
- Part 2: Interventions, Group Intervention Placement Meetings, Group Intervention Review Meetings, Progress Monitoring, Decision Rules, is due April 27, 2012. Part 2 will be disseminated at the February training.

Evaluating "adequate student progress" One of the hallmarks of a Response to Intervention (RTI) system is a frequent review of student progress data to determine if our instructional supports are helping students "catch up". But in evaluating our struggling students and their response to our instructional support, we often ask the question, "How much growth is enough?" One way to answer this question is to examine what type of growth is typical of students in your district or school. This can be done through creating local norms for growth. District Highlight: Hermiston School District
The Hermiston School District joined the Oregon RTI project in 2008. Since that time the district has had a concerted effort to improve student outcomes through a focused plan, including a focus on RTI principles. While the district continues to work on ways to make the interventions the best match for students, the majority of the work is around the core literacy program. Particular focus has been on the approximately 40% of the students in Hermiston who are second language speakers.
Hermiston has 5 elementary schools, 2 middle schools and one high school. The focus of the district has been on the elementary schools. The work is beginning to move into the middle schools as well, beginning with a unified and detailed strategic plan for improving instructional practice K-12.
