CHC 2010 Policy Forum & CA Housing Hall of Fame Awards
Our annual
event was held this year on May 13th at the Hotel Casa del Mar in Santa Monica. Two-hundred affordable housing leaders spent
the day hearing from an insightful keynote speaker, participating in a
provocative policy debate and honoring six "heroes among us" who have made a
profound impact in the affordable housing field.

The day
began with a keynote address from Carol Galante, the Deputy Assistant Secretary
for Multi-Family Programs at the US Department of Housing and Urban Development. As a former CHC Boardmember, Carol was
pleased to be back "home" talking about major initiatives in Washington DC. She provided policy updates and implored
those of us in California to make sure our
voices are heard in Washington
DC.
As the statewide
big tent organization for affordable housing, we strive to provide a forum for provocative
ideas to be discussed and debated in the hopes of reaching common ground. In
keeping with that mission, we had a robust debate around the notion that housing
resources should be concentrated at maximizing the total number of good
quality affordable housing, rather than adding to that housing additional
worthy public-policy objectives that, by adding cost, lead to fewer units being
produced.
Our panel, moderated by David Smith, CEO of Recap Real Estate
Advisors, included Bill Witte of Related California, Lydia Tan of BRIDGE
Housing Corporation, Jeanne Peterson
of Reznick Group and Dianne Spaulding of Non-Profit Housing Association of
Northern California.

Finally, we
honored a distinguished group of inductees into the California Housing Hall of
Fame.To be inducted, an individual or
organization must demonstrate a substantial contribution toward advancing the
cause of affordable housing in California. We wish to thank Billie Greer, from Governor
Schwarzenegger's office, for her congratulatory remarks and, once again, our
2010 honorees:

Legislative Update
May 28th was the last day for the
Legislature's fiscal committees to hear bills and send them to the floor of
their respective house. This week is also deadline week as all bills must be
out of their house of origin by Friday, June 4th. A couple of pieces
of legislation that CHC has been following are still alive: AB 1865 and 2293.
AB 1865 (Strickland)- passed off of the Assembly suspense file on a bipartisan
17-0 vote. This bill reduces the amount of matching funds an applicant for a
newly formed Local Housing Trust Fund (LHTF) Matching Grant Program grant must
raise, from a minimum of $1 million to $500,000.
AB 2293 (Torres)- also passed
off of the Assembly suspense file on a bipartisan 17-0 vote. The bill was
amended to make it an Urgency Bill which will require a 2/3 vote of both
houses. If passed and signed by the governor, it would take effect
immediately. This bill (a) allows HCD to contract with a construction lender to
make permanent loan funds available for a project during the construction
period, (b) allows HCD to reserve or set aside funds for a project in an escrow
account to be used as collateral for private construction lenders willing to
make construction loans and (c) allows the alternate financing to be used for
the Multifamily Housing Program (MHP), Transit-Oriented Development Program
(TOD) and the Joe Serna, Jr. Farmworker Grant Program
(Serna).

CHC Member Project Profile: Affirmed Housing's Ten Fifty B
On May 13th, Affirmed Housing Group opened its
latest project, Ten Fifty B in San Diego. At 23
stories and 229 units, Ten Fifty B is the largest 100% affordable development
on the west coast. Featuring studios,
1,2, and 3 bedroom units, Ten Fifty B is also built to exceed the Green
standards of most modern buildings and is expected to receive LEED Gold
certification.
Ten Fifty B is an $89
million dollar venture with funding from US Bank, Boston Capital, Centre City
Development Corporation, the San Diego Housing Commission, City of San Diego
Redevelopment Agency and California Housing & Community Development. Also vital to the completion of Ten Fifty B
was the TOD funds. Ten Fifty B is the
first project in the state to be completed using these TOD (Transit Oriented
Development) funds, and is said to be "a shining example" of the programs
capabilities.
Originally planned to be market rate, luxury condos, the
site was zoned and almost under construction when the economy collapsed and the
site became feasible for an affordable development. Affirmed Housing partnered with CCDC in their
largest single subsidy, the sum of $34 million dollars. "Getting the needed funding was a dubious
task, but lucky for us, there were other people out there willing to support
the vision of Ten Fifty B" said James Silverwood, CEO and President of Affirmed
Housing Group. Built in just 24 months, Turner Construction made the
architectural creation of Martinez
and Cutri Architects, come to life.
At
the recent opening of Ten Fifty B, leaders in the development industry gathered
to celebrate the success of the completed project. "Ten Fifty B provides a critical boost to San Diego housing...this is
exactly what we think affordable housing should look like." said Mayor Jerry Sanders, the grand opening
ceremony of Ten Fifty B.
