PA CleanWays and Keep Pennsylvania Beautiful Merger Update 
At the May 3rd board meeting, the PA CleanWays -Keep Pennsylvania Board of Directors decided that the organization would work to rebrand as Keep Pennsylvania Beautiful. The Board recognizes that each of the chapters has worked hard over the years to develop their brand locally and because of this, it is up to each chapter and affiliate to choose if they wish to rebrand with the state organization. If your chapter does choose to rebrand as Keep XXX Beautiful, then we will help you do that. If you choose to stay as PA CleanWays of XXX County, your chapter or affiliate can just refer to your relationship with the state organization as 'PA CleanWays of XXX County, an affiliate of Keep Pennsylvania Beautiful'.
 
We are in the process of hiring a marketing firm to help with this process and would like to hear from each chapter by the end of June if you have interest in rebranding. If you would like to discuss the merits of rebranding your local chapter or affiliate as Keep XXX Beautiful, please give us a call. Our goal is to have our new brand, logo, and website redesign completed by the Annual Meeting in October!
 
Change isn't always easy. One of the staff recently told me that she feels that she is losing a piece of her with the name change. I can certainly understand that feeling. However, when thinking about this opportunity to rebrand your chapter, please remember this...
 
Don't worry about the 500-10,000 community members that may already be familiar with your work, that recognize the PA CleanWays sign along the road, or even perhaps volunteer at your cleanups. These supporters are already with you- and you can educate them to the change.  What I ask you to consider is how the new name, Keep Pennsylvania Beautiful will help your chapter or affiliate reach out and engage the rest of the community, the hundreds of thousands of others that aren't already involved.

Great American Cleanup of Pennsylvania 2010 Great American Cleanup of PALet's Pick it Up PA
The 2010 Great American Cleanup of PA is in its last month and will continue through May 31st.  Coordinators of registered events will be able to get gloves, vests, and bags from local PennDOT District offices.  This event is a partnership between PA CleanWays-Keep Pennsylvania Beautiful, Keep America Beautiful, the Department of Environmental Protection, and PennDOT.  As of May 1st, there are 798 registered events.

Spring Cleanups                             Cleanups this spring have occurred or are occurring in the following counties; Erie, Fulton, Washington, and Lackawanna with DCNR, Bureau of Recreation and Conservation funding; Perry with Perry Community Foundation funding; Bedford with REI, Inc. funding, Allegheny and Washington with KAB-Anheuser Busch funding; Cumberland, Delaware, Huntingdon, and McKean with DEP-Community Cleanup Grant; Utilities Program - United States Dept of Agriculture will be funding sites in Adams, Armstrong, Centre, Clarion, Forest, Perry, and Warren counties. Illegal Dump Survey Presentations
Shannon Reiter and Jonathan Johnson (Center for Rural Pennsylvania) gave two presentations regarding the data from the Illegal Dump Survey Program in April.  On April 19th, they presented at a forum hosted by the Joint Legislature Air and Water Pollution and Conservation Committee at the Capitol in Harrisburg.  There was a good turnout as governmental representatives got a better understanding of how big a problem illegal dumping is in the Commonwealth.  On the 20th, Shannon and Jonathan presented at the PSATS conference in Hershey.  Their focus that day was on illegal dumping in Townships of the Second Class and resources available for these municipalities to clean dumpsites and keep them clean.
 
Illegal Dump Survey Program 
The current round of illegal dump surveying is quickly heading towards the release of the reports this July.  The snowpack caused by the February storms put a stranglehold on the spring surveying.  So if you can believe it, as of this writing in a few counties there is still some surveying happening out in the field.  To remind you, counties being surveyed include Beaver, Blair, Cambria,  Cameron, Clearfield, Clinton, Huntingdon, Juniata, Lebanon, Mifflin, Union, and York.  You will be notified when the surveys can be downloaded from our website.
Mifflin County Receives Award from Planning Commission
PA CleanWays of Mifflin County was honored by the Mifflin County Planning Commission at their annual dinner on April 1, 2010.  They received the Community Planning Award for the work they have done in the county to rid illegal dumping.  The chapter focuses on organized cleanups of illegal dumps, special collections events of items such as tires that are hard to dispose of, promoting recycling, and educating the public about illegal dumping and littering.  Since its inception in 2001, PA CleanWays of Mifflin County has held 61 cleanups that removed and properly disposed 174.65 tons of trash.  Additionally, the chapter has recycled over 4,000 tires.  Last October, PA CleanWays of Mifflin County in cooperation with the County Solid Waste Authority, hosted the area's first annual Green Expo.  The Expo offered information on green products, energy efficiency, and recycling.  The next Expo is scheduled for June 19, 2010.
 
Washington Chapter Receives Grant
PA CleanWays of Washington County was awarded a 1,500 grant from Keep America Beautiful through its Cigarette Litter Prevention Program.  With this funding, the chapter will purchase and install cigarette receptacles at various locations at Canonsburg Lake, which is in Peters Township and North Strabane Township.  They will also purchase hundreds of portable ashtrays to hand out to fisherman and other visitors to the lake.

 
Recycling Reauthorization

HB 961 passed the Senate with a vote of 49-0.  The  bill was amended to extend the sunset date to 2020 and includes language that would dedicate $1.25 million for three years to waste tire remediation.  Unless the $2.00 per ton Recycling Fee Reauthorization (HB
961) is passed, funding and support for recycling programs in Pennsylvania will cease to exist.  HB 961 will extend the $2.00 per ton Recycling Fee to 2020.  Currently, the sunset date is January 1, 2012.
When announcing 902 Grants in early 2010, Governor Rendell stated, "I intend to work with the General Assembly to amend current statute to extend the recycling fee. Without an extension the funding for these grants will no longer be available and the program will effectively shut down." He also noted the significance of the recycling industry on the state's economy, noting, "Pennsylvania's recycling industry is directly responsible for more than 52,000 jobs with an annual payroll of $2 billion.  It also generates $20 billion in gross receipts."
The Recycling Fee Reauthorization affects more than the 52,000 individuals who work in that industry, it also affects every Pennsylvanian and every Business that recycles within our Commonwealth.

Waste Watcher Recognition ProgramWaste Watcher Logo
Professional Recyclers of Pennsylvania (PROP) has announced that the 2010 Pennsylvania Waste Watcher recognition program application is available to download. The Pennsylvania Waste Watcher program is open to municipalities, counties, businesses/industries, schools/colleges/universities, community non-profit groups, and individuals who have made a significant contribution in recycling, composting, and waste reduction/reuse efforts during the 2009 calendar year.  Applicants must demonstrate that their efforts are above and beyond services normally required or typically provided.  The application deadline is May 14, 2010.

Help for Direct Costs Associated with Cleanups

River Sweep  
River Sweep is Saturday, June 19th! River Sweep, organized by the Ohio River Valley Sanitation Commission, is a cleanup of the Ohio River and its tributaries. For participation information contact Betsy Mallison at 412-735-1258 or bmallison@talismanusa.com.
 
National Rivers Cleanup
American Rivers has announced the kickoff of its national river cleanup season. National River Cleanup is now a year-long event. Click here to register your Cleanup with American Rivers' National River Cleanup, choose "Register a 2010 Cleanup Site".  If registered four weeks in advance of the Cleanup date, American Rivers will send you free trash bags, T-shirts, and Boulder Canyon snacks.  
 
Registering with American Rivers is a great way to connect to the larger network of Cleanups across the country and garner more awareness for your local effort!  If you have any questions please contact Ginny H. Crake at NRC@AmericanRivers.org or by phone at 202-347-7550.
Youth Programs   
Litter Hawk Youth Award Program Winners          
Age Group 11-18
Visual Arts: Christian Long, age 15, from Blue Mountain High School in Schuylkill County and an active member of the school's "Green Club" designed and developed a "Recycling Depot". The purpose of Christian's work, which is on display at the high school, is to increase awareness of items that can and can not be recycled. 
 
Language Arts: Hannah McClendon, age 12, from Canonsburg Middle School in Washington County wrote a poem about recycling entitled, "What Can We Do?". Hannah illustrates the effect that humans have on the environment and makes suggestions to reduce our footprint. 
 
Community Outreach: Ashley Funk, age 15, from Mount Pleasant Area High School in Westmoreland County formed Pollution Patrol, a student run club that is dedicated to helping to clean the local environment. With the support of Mount Pleasant Borough, Ashley and Pollution Patrol have coordinated cleanup days and electronics recycling events in the borough. The group has established a recycling program in Mount Pleasant Area High School and has promoted recycling in the community. Ashley's hope is to involve students from neighboring high schools so the group can begin cleaning other communities in Westmoreland County. 
 
Age group 10 and Under
Visual Arts/Language Arts Category: Students from Fishing Creek Elementary School in York County collectively won for their projects that carried an inspirational theme and message. Each student submitted either a poem, play, or poster design with messages encouraging recycling, proper disposal, beautification, and the prevention of litter.   
 
(No entries were received in the community outreach category in the 10 and under age group) 
 
Entries were judged on creativity, the project's ability to convey the chosen subject, and steps taken to educate the public. Winners in the 10 and under age group received a gift card in the amount of $75, while winners in the 11-18 age group received a gift card in the amount of $100. They were encouraged to use the gift cards in a manner that would enhance their environmental knowledge.
 

 

Value of Volunteer Time                      The Independent Sector has announced that the estimated dollar value of volunteer time is $20.85 per hour for 2009. This figure has been updated on all electronic reporting forms located on the Network Login section of our website.
