The need for improved communication and information-sharing among law enforcement and emergency response agencies has increased significantly in recent years. Advanced capabilities are required to enhance public safety and security, especially in the transportation of hazardous materials which can be used as weapons of mass destruction. Spill Center has developed a technology-based solution that can meet these needs as well as the needs of the trucking industry after accidental hazmat spills. Called the Electronic Emergency Response Management System or E2RMS, it integrates a truck's on-board computer, wireless voice and data communications, satellite-tracking technology, online access to highly specialized data and automatic routing of alerts. A software-based rule engine and exception-based reporting are used to analyze transportation and infrastructure data to predict when a material in transportation poses a threat. The software compares data with programmed values in data tables, searching for matches that indicate a developing incident requiring an immediate response. The system provides real-time information about cargo and equipment, vehicle location, and route-verification capabilities to confirm that trucks carrying hazmat are where they are supposed to be. It is being used to help law enforcement in the tracking and recovery of security-sensitive materials.
