2nd Annual Kiwanis-Pepsi Bags Tournament, Saturday, September 18th, Noon - 6 pm, Schwiebert Riverfront Park
The Opening Act
        Club President, Adam Bain, presided over the annual joint meeting of the Rock Island Kiwanis and Rotary Clubs held September 7.  Jonathan Turner once again provided the entertainment.
      Kiwanis announcements were limited and presented by Adam.  These included another reminder of our September 18 bags tournament to be held at Schwiebert Park.  The early entry discount has been extended to Wednesday, September 15.
      A number of guests were in attendance for the occasion, including several administrators from Rock Island-Milan School District No. 41, as well as several School Board members.
      In Fun and Fellowship, Rotarian Fred Luckenbill won the opportunity for the single grand prize, which he managed to wrest out of the grip of Mike Bell.
The Feature Attraction
        The program was presented by the Superintendent of Schools of Rock Island-Milan School District No. 41, Dr. Mike Oberhaus.  Mike pointed out to the gathering that this was the 15th annual State of the Schools presentation by the Superintendent.  He recognized several of the guests in attendance, which included School Board members and members of his staff.  Mike's presentation was a power point with verbalized explanation.  He began with the District's strategic plan which essentially presents what the District has, what it wishes to attain, and how the District proposes to accomplish this.  Mike showed that there is a scorecard used by the District for the purpose of measuring progress and identifying areas where additional work is needed.  He followed this with a summarization of the Building Excellence Program which will be completed once work is finished at Horace Mann Elementary School.  Mike also addressed the annual yearly progress measurement initiated through the federal NCLB program.  Mike followed this by identifying numerous areas of challenge, including how funding has affected the school system, including the necessity of drawing against reserves.  Areas meriting positive recognition include a higher graduation rate, higher average ACT scores, numerous all state awards presented to individuals as well as groups at Rock Island High School, academic awards, individual as well as team accolades, and honors presented to teachers, coaches and students involved in the various athletic and co-curricular programs.  An innovative program being pursued is a career pathway program starting at eighth grade, which assists in guiding students toward areas of interest.  Mike also explained how the District is fortunate in having numerous business and organizational partners who have now involved themselves in all of the District schools.  Challenges include financial, the negative impact on revenue because of the economy, slow and sometimes eliminated state funding, changing mandates under both state and federal law, an extraordinary influx of students who do not speak English as a first language, and changing technology.  At the same time, these challenges have developed into opportunities for the District, such as the opportunity to develop collaborative efforts with businesses, distance learning through the Internet, and an increased, strengthened relationship with individuals in the community as well as the neighborhoods as a whole.
