The Opening Act
The Club welcomed back our well-rested President, Adam Bain, to the fold.  Jonathan Turner again provided the entertainment, along with his Rock Island Kiwanis Bix Foot-Stompin' Banjoliers.
In recognition of merrymaking from days gone by, Jud Briggs found that he was missing his spoon.  The first guess from the "back table" was that Father Mirabelli and Duncan Reid must have been hiding under the table.
Pantry money this month will be donated to the Christian Care meal site.
The grant committee was going to meet after Monday's meeting, so we can expect some disbursements soon.
Adam reminded us of the August 9 golf outing with lunch preceding the golfing at 11:30 at the Arsenal Golf Club.
It was reported that the initial Learn to Ride session at the Rock Island Botanical Center was a success.
Rondi Doyle announced that National Philanthropy Day nominations were now being accepted, so keep this in mind between now and November.
Tom Plechaty thanked all who assisted at the weekend softball tournament and was pleased to announce that the Club received $261 in tips.  Bill Nelson, in turn, directed the Club members' attention to Tom, who spent long hours in either personally serving or arranging for all Club participation and making the tournament a success.
In Fun and Fellowship, the dining club book went to Bob Tapprich.  Dave Umphrey boldly offered $5 to take it off of Bob's hands.  Marty Katz won the preliminary prize, and your Editor believes that when the prize was donated back to the Club, he wasn't automatically winning the grand prize.  No, the opportunity to go for the grand prize went to Jud Briggs, who also managed to wrest this prize out of Mike Bell's hands.
The Feature Attraction
The program was given by the recently appointed Chief of the Rock Island Police Department, Mr. Scott Harris.  He began by explaining his philosophy of the importance of engaging the community in the policing effort.  He gave a brief personal background, starting with his days at United Township High School, United States Marine Corps, and Illinois Department of Corrections.  Once he moved to the Rock Island Police Department, he was given and excelled in a number of assignments within the Department.  The Department currently employs 112 individuals, 83 of whom are police officers.  Chief Harris explained that crime is down in Rock Island, but since all crime involves a victim, he maintained a course of constantly looking for improvement.  Chief Harris expressed his thought that the biggest change in policing is the impact of technology.  The Chief also suggested that a significant number of criminal incidents can be related either directly or indirectly to drugs and alcohol.  He suggested that treatment to correct the source of these problems, rather than incarceration, is probably the most fruitful way of addressing these problems.
