  Upcoming Events/Fundraisers/Dates

The Opening Act
     The October 5, 2009 meeting was called to order by Club President, Adam Bain.  Entertainment was provided by Jonathan Turner and the Kiwanis Lovin' Spoonful. 
      Reports have it that there was a former Empress sighting of former royalty, now commoner, Denise Ormsby. 
      Adam brought to the attention of the membership that with Tom Ketelaar's assumption of the position of Second Vice President, there was an opening on the Board for his unexpired term.  If you are interested, please submit your name to Adam or one of the club officers. 
      John Califf informed the membership of the revision to Club policy guidelines on grants.  If you know of some organization that would wish to apply for a grant, check with John as to the application requirements. 
      The membership was informed that a plaque had now been affixed to the clock mounted at the Five Points intersection in Rock Island.  A dedication has been planned, possibly to occur on October 23, 2009.  Stay tuned to your newsletter for more details to follow. 
      Joe Robb informed the membership that the next Interclub would be held October 19, 2009, in Annawan.  This will be a 6:30 p.m. dinner meeting.  Please check with Joe if you are interested in joining the group. 
      We were again reminded that Dining Tour books are available for the extremely reasonable price of $35.
      Adam informed us that we had received a thank you from the recipient of the Alleman High School Designated Scholarship. 
      In Fun and Fellowship, the Kartel won the preliminary prize and gladly took the $5 winnings to help offset the $7 invested this week.  Dale Blocklinger won the opportunity to go for the grand prize, but managed to miss out when he, like a few million other people, bet on the Cubs.
The Feature Attraction
     The program was given by Rock Island City Manager, John Phillips.  For those who hadn't yet been aware, John informed the group that he had just completed 35 years in public service, including the last 28 years as the Rock Island City Manager.  John began his presentation with a few words on the state of the City of Rock Island from a financial standpoint.  John informed us that tax receipts are down and often are not timely received as to those which come from the State of Illinois.  Costs are going up, especially with health insurance and police and fire pensions.  John explained that the pensions are set by state law and consequently can cause a significant drain if the money in which the pension accounts are funded does not generate sufficient interest for payments due.  John gave the general figures that one-third of real property tax receipts goes to these pensions, one-third goes to operations, and one-third goes to parks and library services.  Personnel salaries and expenses form a significant portion of the city budget but, by contrast of the prior businesses, these labor costs cannot necessarily be cut since the personnel involved provide services which provide necessary city services.  John next articulated the city's objectives of maintaining fiscal health, maintaining adequate city services and minimizing the impact on the city work force.  Examples of how the city has maintained a forward-leaning position are found in the RIFAC expansion, the Martin Luther King Center expansion, the wastewater treatment plant updating, the Riverfront Park and the Jumer's Casino.  John closed his presentation by entertaining a number of questions.
