Mass CPA bill at critical juncture
The Massachusetts House Ways & Means Committee is actively considering SB 90 to stabilize matching funds for the Community Preservation Act. The CPA provides a state match for local funds generated through a property tax dedicated to open space, recreation, historic preservation and affordable housing, but the state percentage has been declining. This legislation would guarantee a 75 percent match by increasing the current funding source, a real estate transaction recording fee. If you live in Massachusetts, now is the time to call or email your state representative!
Since 2000, the CPA has protected 11,377 acres of farmland and open space, created more than 500 recreational facilities and preserved or rehabbed more than 1600 historic sites. This, together with the creation of 3100 units of affordable housing, has created jobs and protected the state's tourism and farming industries. Portland Metro ballot measure leads to a lasting achievement A recent editorial in the Oregonian celebrated the purchase of spectacular Chehalem Ridge, made possible by funds from the 2006 Metro bond measure sponsored by the Conservation Campaign. The piece gets to the heart of why we work to generate funds to protect open space and create parks: "Few achievements, recorded in the minutes of a public meeting, last forever...But the purchase of a park comes as close to being a timeless decision as public bodies ever make." It concludes: "On sunny days, generations of Oregonians will come here, looking for the royal flush of mountain views - Hood, St. Helens, Ranier, Adams and Jefferson. And go away dazzled." Connecticut coastal land protected
By a vote of 3,275 to 2,444, Madison residents approved the purchase of the former Griswold Airport property, concluding a ten-year effort to prevent development and preserve the coastal habitat and birding hotspot as a park. Most of the land will be set aside for hiking and wildlife viewing.
